Town of Tyrone Council Meeting Minutes September 3, 2015 7:00 p.m. Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport Mayor Dial called the meeting to order. Council Member Howard gave the Invocation which was followed by the Pledge of Allegiance. Public Comments Approval of Agenda Public Comments Approval of Agenda Council Member Housley made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Minutes, Special Called, August 20, 2015 6:30 pm and August 20, 2015 7:00 pm Consideration of a proposal to extend the warranty on the Police Department’s License Plate Readers. Brandon Perkins, Police Chief Consideration on the use of Shamrock Park for Tyrone’s First Baptist Church’s annual Fall Festival on October 31, 2015. Kyle Hood, Town Manager Council Member Matthews made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Page 1 of 4 PUBLIC HEARING: OLD BUSINESS: NEW BUSINESS: 1. Consideration for approval of bid from Steadham Grading for Miscellaneous Drainage Improvements. Kyle Hood, Town Manager Mr. Hood stated that the town has caught up on various stormwater projects in the past few years such as inlets, outlets and pond structures. He added that the list submitted included several neighborhoods and a few minor industrial areas. He recommended the bid be awarded to Steaham Grading out of Fairburn, which the Town has used before. They came in with the low bid in the amount of $54,770. Council Member Matthews made a motion to award the Miscellaneous Drainage Improvement work to Steadham Grading in an amount not to exceed $54,800 for base bid projects. Council Member Furr seconded the motion. Motion was approved 4-0. 2. Consideration for approval of bid from Steadham Grading for Miscellaneous Sidewalk Repairs. Kyle Hood, Town Manager Mr. Hood stated that along with the drainage improvements, the Town has been working on repairing broken and buckled sidewalks and adding in ADA compliance ramps at intersections. Steadham Grading was the only company that bid on the project. He added that Mr. Steadham bid at $14,646.25 for the base bid and $11,895 for the alternates. Mr. Hood recommended approving the bid, not to exceed $26,600. Council Member Furr made a motion to award the 2015 Miscellaneous Sidewalk Repair work to Steadham Grading in an amount not to exceed $26,600 for base bid and added alternate projects. Council Member Matthews seconded the motion. Motion was approved 4-0. 3. Consideration for approval of bid from C.W. Matthews for Asphalt, Milling and Patching. Kyle Hood, Town Manager Mr. Hood stated that the Town applied to the Georgia Department of Transportation and received LMIG monies back in spring in the amount of approximately $80,000. He stated that four companies bid on the project, C.W. Matthews came in as the low bidder. Mr. Hood added that after the bid, he asked C.W. Matthews to consider reducing the milling inlay allotments. They came in 10% more than what is budgeted between the LMIG award and the CIP matching monies. The bid amount was $140,866.70. They have since reduced their price for a rounded number of $124,000. He recommended approval not to exceed $124,000, which will still leave CIP monies in the budget to pay for the asphalt. Council Member Housley made a motion to award the Asphalt Milling and Patching contract to C.W. Matthews in an amount not to exceed $124,000. Council Member Howard seconded the motion. Motion was approved 4-0. Page 2 of 4 Public Comments Staff Comments Chief Perkins relayed to Council that four police vehicles needed to be surplused. Council Member Furr made a motion to surplus police car number 2 (2007 Crown Victoria), car number 19 (2008 Crown Victoria) car number 10 (2007 Crown Victoria) and car number 8 (2007 Crown Victoria). Council Member Howard seconded the motion. Motion was approve 4-0. Mr. Hood informed everyone that Town offices will be closed on Monday for Labor Day. Mr. Hood updated Council on the current paving projects. He stated that staff will be working with Atlanta Paving and C.W. Matthews to finish up the large projects. C.W. Matthews’ goal is to complete Laurel Circle, Rockhurst Chase, Rockington Drive and Rockport Trace in two days. This project includes notifying neighbors and directing traffic. He added that Steadham Grading will lay a cross drain under the path at Redwine Park. The County will then come in and raise the path so there will not be standing water. Fayette County Public Works will also complete a deep patch on Wheaton Way and an asphalt overlay on Swanson Road, from Senoia Road to the railroad tracks. Mr. Hood added that the Town has a plan to put out for bid a road evaluation plan. The Town will continue to work with the County and “piggy-back” with them for paving and improvement projects. The goal is to complete the paving projects prior to the winter months. Mayor Dial thanked Mr. Hood for his hard work. Council Comments Council Member Housley inquired about the solution for removal of paving residue on vehicles. Mr. Hood stated that Atlanta Paving is working with Reflections Auto Detailing so they can obtain the organic solution that is specifically for cement. Council Member Furr thanked Public Works for cutting the bushes on Dogwood Trail and the high grass in the right of way at a residence on Dogwood Trail. Mayor Dial congratulated Chief Perkins and thanked the men and women in his department for another “Safest City” ranking. Executive Session Council Member Matthews made a motion to move into Executive Session to approve the Executive Session Minutes from the August 20, 2015 meeting. Council Member Howard seconded the motion. Motion was approved 4-0. Council Member Howard made a motion to reconvene. Council Member Furr seconded the motion. Motion was approved 4-0.
