Tyrone Town Council Meeting Minutes Thursday March 17, 2016 7:00 PM Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Police Chief Brandon Perkins Town Clerk Dee Baker Town Attorney Dennis Davenport The Invocation was given by Danny Stovall, Outreach Pastor from Living Proof Church and followed by the Pledge of Allegiance. Public Comments Approval of Agenda Mayor Dial asked for #1 and #2 be switched. Council Member Matthews made a motion to approve the agenda with the change. Council Member Furr seconded the motion. Motion was approved 3-0. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of Retreat minutes, February 23, 2016 and March 3, 2016 Approval of new wrecker service contracts with Embrey’s and A Plus Towing. Brandon Perkins, Police Chief Council Member Furr made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 3-0. Page 1 of 4 OLD BUSINESS: NEW BUSINESS: 1. Approval of a bid to install a natural gas generator at the Police Department under the FEMA Hazard Mitigation Grant Program project number 4165-0006. Brandon Perkins, Police Chief Chief Perkins summarized that the Police Department was recently awarded a grant through FEMA/GEMA to install a natural gas generator. The next step in the process was to issue a Request for Proposal (RFP) to seek bids for a vendor. The RFP was issued on February 4th and was due on March 3rd. Chief Perkins stated that Anderson Power Services had the lowest bid; however, the generator size was too small and they were not considered. Perkins Generator Sales met the criteria and had the lowest bid at $21,462.00. Chief Perkins stated that the grant awards $16,097 of Federal funding and $2,146 of State funding for a total of $18,243. Mr. Perkins stated that after speaking with Mr. Hood, the difference will be covered by the Town, in the amount of $3,219 from the General Fund. Chief Perkins stated for the record that he has exhausted all avenues and there is no family connection to Perkins Generator Sales. Council Member Housley arrived. Council Member Furr made a motion to approve the bid from Perkins Generator Sales and Service in the amount of $21,462 with $3,219 of that total being covered by the General Fund. Council Member Matthews seconded the motion. Motion was approved 4-0. 2. Consideration for the Sandy Creek Jazz Band the use of Shamrock Park for Jazz in the Park. John Kelley, Sandy Creek High School Band Director. Ms. Veronica Fears represented Sandy Creek Booster Club and stated that the Sandy Creek Jazz Band is requesting the use of Shamrock Park for their second performance in the park. She requested that the event be held on Thursday, April 28th from 5:00 pm- 8:00 pm with set up at 4:00 pm. Ms. Fears added that the event is free to the community and the Jazz Band is a group of very talented individuals. Ms. Fears ended by stating that she had just received an update the Sandy Creek Band’s large group performance evaluations from Stars Mill High School and that she was pleased to report that the group received superior ratings. Council Member Matthews asked that the Booster Club verify the availability with the Recreation Department. Ms. Fears confirmed that they have and that the park was available. Council Member Housley made a motion to approve the Sandy Creek Jazz Band event at Shamrock Park on April 28, 2016 will all applicable fees waived. Council Member Howard seconded the motion. Motion was approved 4-0. Page 2 of 4 Public Comments Fayette County Development Authority Member John Woody informed Council that the Development Authority re-hired Emily Poole for the Vice President position and that all are very pleased with their decision. Staff Comments Ms. Baker stated that Fayette County is ranked one of the lowest counties in the nation for attracting and keeping young people. She stated that she was given the opportunity to meet with other municipalities at a workshop hosted by Georgia Municipal Association and the City of Duluth this week entitled “Keeping Young People in Our Cities.” She stated that one of the phrases used was “Finding Your Mojo.” She added that the workshop focused on ideas and obstacles each city may encounter. She stated that although we have a long road ahead, she is pleased to report that our Town, with the guidance of Mr. Hood, Mayor and Council, has been proactive according to the material. She ended by stating that Chick fil A CEO Dan Cathy along with the organization, Fayette Forward, is compiling data for a 3-5 year plan as well. Mr. Hood stated that GDOT has additional funding for eligible applicants that were not awarded in FY16 for the Local Maintenance Improvement Grant (LMIG). The GDOT sent out notices asking for additional projects that were geared toward public safety and transportation/traffic operations. There is no specific formula for the funding. Mr. Hood stated that he met with Chief Perkins and Public Works Supervisor, Billy Campbell, for a short list of projects that would meet the criteria that could be accomplished quick and cheaply. This request is a supplement to an application that has already been approved by Council and awarded by the State. The list consists of replacing signage, road striping, stop bar installation and vegetation removal. Mr. Hood asked for Council to approve the list and for the Mayor to execute on behalf of the Town. Council Member Furr made a motion to approve the FY 16 LMIG supplemental application for additional monies and the list of projects as submitted and for Mayor Dial to execute on behalf of the Town. Council Member Howard seconded the motion. Motion was approved 4-0. Council Comments Executive Session Adjournment Council Member Furr made a motion to adjourn. Motion was approved 4-0.
