Tyrone Town Council Meeting Minutes Thursday September 1, 2016 Special Called 6:30 pm Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Town Attorney Dennis Davenport Council Member Ryan Housley was absent Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Furr seconded the motion. Motion was approved 3-0. New Business: 1. Discussion on the millage rate of the Town of Tyrone for fiscal year 2016-2017. Kyle Hood, Town Manager Mr. Hood presented the item to Council and stated that the millage notice was published along with the five year history. He added that that meeting was the third public hearing and all requirements had been met. This identified the fact that the Town did not wish to roll back the millage rate and keep it at 2.889 mills. This will net the Town a tax increase in revenue by 2.88%. Mayor Dial opened the public hearing for anyone that wished to speak in favor of the item. No one spoke. Mr. John Harris who lives on Melrose Glen stated that he sees no documentation, minutes or announcements to show that we have looked within ourselves in terms of efficiency to remove any redundancies in administrative services for the Town, verses what is offered by the County. He added that he had personally attempted to secure some things from his Town services and had trouble receiving it. Page 1 of 3 It was understood that the Town was to obtain it. He stated that after the fifth try he was told that he could get it at the County. Why do we have this service in Tyrone, if it is something that we can get from the County? Mr. Harris continued, anytime you have freezes in employee salaries or cut backs, generally corporations look within themselves to remove any redundancies before they increase their taxes. He ended by stating that he has not seen where the Town has done that. Mayor Dial invited Mr. Harris to stay after the meeting to discuss his issue. Staff comments Mr. Hood informed Council that in the next couple of meetings he would bring to them the application packet to be summited to the Georgia Department of Transportation (GDOT) for next year’s Local Maintenance and Improvement Grant (LMIG) monies. Due to the gas tax reallocation for transportation improvements, there would be an increase in funding allotment. Moving forward, Tyrone would receive $15,000-$16,000 extra per year. Mr. Hood stated that his plan was to pave Handley Road in anticipation of traffic detours due to the construction of the turning lane from Tyrone Road onto Highway 74. Mr. Hood stated that the remainder of monies would go toward a road evaluation for all paved services. He added that this would piggy back on the county’s FRP with Transmap that also includes a very extensive evaluation process. The fee is $196 per mile, which is cheaper than some other options considered, and added that the cost includes training, the road analysis and all software. Mr. Hood asked Council for permission to have the Town front the money and have the LMIG monies reimburse us once the LMIG monies are received. The Town’s cost would be $15,098. The Town would be given a booklet with the analysis of the data in order to prioritize paving projects. Transmap only needs a purchase order from the Town due to the contract with Fayette County. Mayor Dial stated that the process was responsible fiscal management in regards to paving roads on an as needed basis. Mr. Hood reiterated that most small towns catalog complaints and drive around looking for the roads in worse shape. This is a more scientific method for prioritization. Council Member Matthews asked if the monies are coming out of the Capital Improvement funds. Mr. Hood stated that it could but there is no need. When the check arrived from the state it would be returned to the general fund. Council Member Furr made a motion to approve entering into a relationship with Fayette County for the evaluated need for road resurfacing not to exceed $15,100. Council Member Matthews seconded the motion. Motion was approved 3-0. Mr. Hood informed Council that additional monies were placed in the budget for general maintenance on Town buildings. He added that he and Mr. Campbell met with several local painting contractors for bid to paint the outside of the Public Works garage, the Recreation building and the Library. The lowest bidder was CertaPro for $17, 020.69. Page 2 of 3 Council Member Furr made a motion to approve the bid from CertaPro not to exceed $17,100. Council Member Howard seconded the motion.
