Tyrone Town Council Meeting Minutes Thursday January 5, 2017 7:00 PM Present: Mayor Eric Dial Mayor Pro Tem Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Police Chief Brandon Perkins Town Attorney Dennis Davenport Mayor Dial called the meeting to order, it was followed by the Invocation and Pledge of Allegiance. Public Comments Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, December 1, 2016 Council Member Furr made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Presentations/Recognition: Fayette County Chamber of Commerce 50th Anniversary Mayor Dial read the proclamation and thanked the representatives for their attendance. Fayette County Chamber of Commerce’s President and CEO Carlotta Ungaro thanked Mayor Dial and Council and Chamber Members Rick Barnes and Len Romano for attending. Page 1 of 4 She added that when the Chamber was formed in 1967, Fayette County had 10,000 residents and 25 businesses. Currently, Fayette County has 110,000 residents and 3,235 businesses. State of the Town Address. Eric Dial, Mayor Mayor Dial addressed the public with the State of the Town Address: Each year we take time to look in the mirror to evaluate our internal strengths and weaknesses, as well as our external opportunities and threats – a SWOT analysis, if you will. This allows us to determine who Tyrone is and assess what was accomplished in the previous year and what we plan to achieve in the upcoming year. We ask each of our department heads to do the same. As I reviewed the improvements and additional services we provided in 2016, it was clear that there was a common thread to which they all could be attributed, and that is our people. Our employees have done a phenomenal job this year of going above and beyond the call of duty. There is no doubt in my mind that we have the best employees we have had at any time in the 10 years I have served the Town. We are grateful to each and every one of them. Thanks to Billy Campbell, his guys, and the team at AAbby, our parks, roads, and town managed properties are in the best shape they have ever been. We continue to invest in road resurfacing, cart path expansion and improvement, and storm water infrastructure projects. Shamrock Park has truly become the crown jewel of this town with a newly paved path, a new fountain, new bridge, new bathrooms, and a remodeled pavilion. Our guys take great pride in their work, and it shows. And they have accomplished all of this while remaining completely safe. Our police department and court staff continue to shine. Year after year we are recognized as one of the Top 5 to 10 safest cities in Georgia. Thanks to Gary and Vivian Williams at Ohio Hog we now have our newest officer, Bruno. Our K-9 unit will prove to be a great asset to our department and more importantly the safety of our taxpayers. In what is actually an honor attributable to all of our officers, Chief Brandon Perkins was recognized by the International Association of Chiefs of Police as one of the Top 40 Under 40 Chiefs of Police in the world. There are huge accomplishments that we cannot begin to take for granted. We must support our men and women in uniform and encourage the community to do the same. In a world where relationships are increasingly tenuous between citizens and law enforcement personnel, we are taking steps to buck the trend through increased crisis intervention and diversity training. We are also hosting and attending community events and public forums to educate the public and foster positive relationships. We have multiple relatively new employees at Town Hall, the Library, and the recreation center who have joined an already strong group of people who are great at what they do and show not just willingness, but a desire to assist the public. Page 2 of 4 In a recent conversation with our Town Manager, Kyle Hood, I mentioned to him that he has done a great job of comprising the best staff we have ever had, and I want to say the same publicly. In 2017, we will undoubtedly see welcomed changes to our community, and it is critical that we stay on our toes, anticipate the changes, and create an infrastructure that supports them. New cart paths, improvements at Handley and Redwine Parks, road resurfacing, and potential increased sewer capacity are all vital to the future of this town. A healthier economy promises to bring new developments so we will remain diligent in our preparedness. On behalf of the council, I thank you for the opportunity to serve. My prayer is that the Lord will continue to bless this wonderful town we call home and that he will keep each of us safe throughout this new year. Thank you. Old Business: New Business: 1. Resolution for qualifying fees. Dee Baker, Town Clerk Ms. Baker stated that 2017 is an election year and it is required that the Town publish their qualifying fees and election dates. She then requested approval of the Resolution. Council Member Matthews made a motion to approve Resolution 2017-01. Council member Furr seconded the motion. Motion was approved 4-0. 2. Consideration to appoint a representative to the Fayette County Development Authority for a three year term (2017-2019). Eric Dial, Mayor Mayor Dial recommended for approval former Council Member Tracy Young to be appointed to the Fayette County Development Authority. Council Member Furr made a motion to appoint Tracy Young to the Fayette County Development Authority for a three year term. Council member Matthews seconded the motion. Motion was approved 4-0. 3. Nomination of Mayor Pro-Tem. Eric Dial, Mayor Mayor Dial made a motion to nominate Council Member Furr for Mayor-Pro Tem. Council Member Housley seconded the motion. Motion was approved 4-0. 4. Oaths: Planning Commission Members. Eric Dial, Mayor Mayor Dial administered oaths to Jeff Duncan, Carl Schouw and David Nebergall for the reappointment of their Planning Commission posts. Page 3 of 4 Public Comments Staff Comments Chief Perkins stated that former Mayor, Don Rehwaldt, who was also a member of the now defunct Tyrone Neighborhood Alliance, approached him with a check in the amount of $330.43 to be earmarked for a vest for Bruno, the Town’s K-9 Officer. Chief Perkins stated that he informed Mr. Rehwaldt that he had previously applied for a grant for the purchase of a vest for Bruno and if approved, it would pay for the vest entirely. Chief Perkins stated that Mr. Rehwaldt informed him that if the grant is approved, he maintained that the donated monies would still be allocated toward Bruno’s daily operational expenses. Council Member Furr made a motion to accept the donation from Don Rehwaldt to be earmarked for a vest, or for some other purpose, for Bruno, the Town’s K-9 Officer. Council Member Howard seconded the motion. The motion was approved 4-0. Council Comments Executive Session Adjournment Council Member Furr made a motion to adjourn. The motion was approved 4-0.
