Tyrone Town Council Meeting Minutes Thursday March 2, 2017 7:00 PM Present: Mayor Eric Dial Mayor Pro Tem Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Kyle Hood Town Clerk Dee Baker Police Chief Brandon Perkins Town Attorney Dennis Davenport Mayor Dial called the meeting to order. Pastor Danny Stovall from Living Proof Church performed the Invocation; it was followed by the Pledge of Allegiance. Public Comments Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, February 2, 2017 Consideration to renew maintenance service agreement with Aabby Group. Kyle Hood, Town Manager Council Member Housley made a motion to approve the consent agenda. Council Member Furr seconded the motion. Motion was approved 4-0. Page 1 of 4 Public Hearing: 1. Consideration and action on Resolution No. 2017-02 adopting Fayette County Fire Services Impact Fee Report. Kyle Hood, Town Manager Mr. Hood stated that the process was an annual exercise to adopt Tyrone’s portion of the Fayette County Fire Services Impact Fee Report; as well as the approval of the Short Term Work Program (STWP) and the Capital Improvements Element (CIE) for transmittal to Georgia Department of Community Affairs (DCA). He added that each year during the late winter/early spring, Fayette County and its component municipalities were required to review their portions of the greater Fire Service Impact Fee Report that would be submitted to the DCA. Mr. Hood stated that at present, the STWP and CIE sections have been reviewed by staff and updated to reflect additions/deletions/modifications on planned projects in the five-year window contained in this year’s submittal. He recommended approval and execution of the documents. Mayor Dial opened the public hearing for anyone that wished to speak in favor of the item. No one spoke. Council Member Housley made a motion to approve the resolution to adopt the Fayette County Fire Services Impact Fee Repot and to authorize Mayor Dial to execute transmittal documents to be included with Fayette County’s submission to Georgia DCA. Council Member Matthews seconded the motion. Motion was approved 4-0. Old Business: New Business: 2. Consideration to approve the Intergovernmental Agreement with Fayette County for conducting municipal elections. Dee Baker, Town Clerk Ms. Baker informed Council that every other year, the Town holds a municipal election and 2017 was an election year. Fayette County Elections Office assists in conducting Tyrone’s elections. She added that qualifying shall open at 8:30 am on the 21st day of August and will close at 4:30 pm on the 25th of August. Registration for this election will close at 5:00 pm on October 10th and the election date will be November 7th. She recommended approval and execution of the agreement for Fayette County’s conduction of the November municipal election. Council Member Matthews made a motion authorize Mayor Dial to execute the inter- governmental agreement between Fayette County Elections Office and the Town of Tyrone for the purpose of conducting municipal elections during 2017. Council Member Furr seconded the motion. Motion was approved 4-0. Page 2 of 4 3. Consideration and action for Way of Life Church to use Shamrock Park to host Community Events throughout 2017. Heather Trompke, Community Outreach Director, Way of Life Church Ms. Trompke stated that Way of Life Church seeks permission to utilize Shamrock Park for their annual Easter Egg Hunt on April 8th and their annual Back to School Bash on July 22nd. She added that both events would be open to the public and free of charge. She thanked Council for their continued support. Council Member Housley made a motion to approve the use of Shamrock Park for the Way of Life Church events on April 8th and July 22nd. Council Member Howard seconded the motion. Motion was approved 3-0. Council Member Matthews recused himself as a member of Way of Life Church. Public Comments Staff Comments Mr. Hood updated Council on a few items. He stated that the paving projects on Handley Road and Winfair Drive were almost complete. He stated that the Town Attorney was finalizing the easement acquisition for the turn lane onto Highway 74 from Tyrone Road. He added that staff is also tracking the progress for the cart path from Julie Road to Handley Road, which includes clearing vegetation on the hill (Tyrone Road) that belongs to the Hobgood family. He informed Council that the pond projects were nearly complete, ahead of schedule and under budget. Mr. Hood added that he and Mr. Trocquet have been working on the final draft of the Tyrone Comprehensive Plan for Council’s approval for the next meeting in order to officially submit the plan to DCA for review. Mr. Hood indicated that also forthcoming for their consideration was an application for the Renaissance Strategic Vision Plan (RSVP). He clarified that the responsible agency is a combination of the Georgia Municipal Association and the Georgia Cities Foundation; a non- profit foundation which pays for the University of Georgia’s technical support for the creation of a downtown master plan. He relayed that last year’s submission was not chosen; however, through persistence, this year is probable. Mr. Hood stated that such as last year; the Georgia Department of Transportation (GDOT) has issued notice that there is additional LMIG funding that was not distributed to cities early in the year for safety related projects. They are accepting applications for that funding. He proposed that Council approve the project list and to authorize Mayor Dial to submit on the Town’s behalf. The list of eligible projects include: vegetation removal along Tyrone Road and Dogwood Trail, stop sign replacement and to restore road safety markings that have faded. The company that is already in Town doing pond renovations could assist us. The Town would piggy back off the current contract which would lower the cost. Council Member Furr made a motion to approve the supplemental LMIG project list as submitted; and to authorize Mayor Dial to execute the application documents to be transmitted to GDOT. Council Member Howard seconded the motion. Motion was approved 4-0. Page 3 of 4 Mr. Hood informed everyone that the Town Retreat would be held on March 14th and the SPLOST election is March 21st and early voting had already begun.
