Tyrone Town Council Meeting Minutes November 16, 2017 Present: Mayor Eric Dial Mayor Pro Tem Gloria Furr Council Member Ken Matthews Council Member Ryan Housley Council Member Linda Howard Town Manager Jonathan Lynn Police Chief Brandon Perkins Town Attorney Dennis Davenport Town Clerk Dee Baker Mayor Dial opened the meeting and gave the Invocation which was followed by the Pledge of Allegiance. Approval of Agenda Council Member Matthews made a motion to approve the agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, November 2, 2017 Council Member Housley made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 4-0. New Business: 1. Consideration to approve Way of Life Church Easter Egg Hunt at Shamrock Park. Mitch Bowman, Recreation Manager Ms. Baker stated that Way of Life Church was requesting the use of Shamrock Park for their annual Easter Egg Hunt which would include a visit from the Easter Bunny, an Easter Egg Hunt and other family friendly events. The event would take place on March 24, 2018 from 10:30 am to 1:00 pm. Page 1 of 5 Council Member Furr made a motion to approve Council Member Matthews seconded the motion. Motion was approved 4-0. 2. Consideration to approve Way of Life Church Splash in the Park at Shamrock Park. Mitch Bowman, Recreation Manager Ms. Baker stated that Way of Life Church requested the use of Shamrock Park for their annual Splash in the Park event to take place July 21, 2018 from 2:00 pm to 4:00 pm. The event would include music, games splash houses and more family fun. Council Member Housley made a motion to approve Council Member Howard seconded the motion. Motion was approved 4-0. 3. Consideration to approve a bid award for the 2017 Storm Pipe Flushing. Jonathan Lynn, Town Manager Mr. Lynn informed Council that the bids came in at $38,317. He added that the good news was that the Town can include funds totaling $18,317 from the Capital Improvement Project (CIP) for stormwater and drainage improvements allocation. This will complete this project and flush all of our entire piping system. Only one bid came in. Council Member Housley made a motion to approve a bid from Southeast Pipe Survey to conduct storm pipe flushing totaling an amount of $38,317. Council Member Howard seconded the motion. Motion was approved 4-0. Mayor Dial asked if by expending the $18,317 this year, would the process result in a shifting of funds or increasing this line item the following year. Mr. Lynn stated that next year that particular line item would increase to $20,000. Council Member Howard asked where the contractor was located. Mr. Lynn stated that he would research and inform her. Mayor Dial asked if the amount of flushing need was hiring than budgeted. Mr. Lynn stated that no, there was a cost increase. 4. Consideration to approve a bid award for the 2017 Stormwater and Drainage Improvements. Jonathan Lynn, Town Manager Mr. Lynn stated that a Frontier Electric and Mechanical was the lower of two bids which also included alternate projects. He added that there was $120,000 budgeted from CIP for this project. The remaining $13,438.45 would be included with the annual LMIG supplement for GDOT’s annual allocation to the Town. This would allow all priority projects to be taken care of; clearing SPLOST monies for routine maintenance. Page 2 of 5 Council Member Furr was curious about the large difference in bid amounts. Mr. Lynn stated that likely the other company had several projects at that time and they bid a maximum number, thinking they may not be awarded but it was a number that would allow them to take the project on at such a high cost if awarded. Council Member Furr began a conversation regarding Trickum Creek Road, Mann Road and Kirkley Road drainage issues, the amount spent and if the project would be the final repair. Mr. Lynn stated that he was assured there would be a one year guarantee. Mayor Dial suggested contacting Fayette County for a more permanent and extensive change. Council Member Furr inquired of an agreement with John Wieland to repair Trickum Creek Road as part of establishing the South Hampton subdivision. Mayor Dial suggested contacting Fayette County Engineer, Phil Mallon. Make him aware of the issues on their roads that citizens share with Tyrone Council Members. Mr. Lynn stated that he would reach out to Mr. Mallon and have an update at the next Council meeting. Council Member Furr made a motion to approve a bid from Frontier Electric and Mechanical Contractors for stormwater and drainage improvements in the amount of $133,433.54. Council Member Matthews seconded the motion. Motion was approved 4-0. 5. Consideration to approve a bid award for the 2017 Miscellaneous Sidewalk Repairs. Jonathan Lynn, Town Manager Mr. Lynn stated that Frontier Electric and Mechanical submitted the only bid for the project. He added that there was $15,000 included in the CIP for sidewalk repairs which included the South Fork subdivision area. He stated that the Town was under budget for this project. Council Member Matthews made a motion to approve a bid from Frontier Electric and Mechanical Contractors to conduct sidewalk repairs totaling an amount of $13,392.80. Council Member Housley seconded the motion. Motion was approved 4-0. Public Comments Boy Scout, Thomas Hawk asked Mayor Dial, what happens when a Council Member opposes an item? Mayor Dial explained that Council Members can oppose items; however, when there is a tie vote, the Mayor can then vote as well. Boy Scout Carson Moses asked why drain pipes needed to be repaired. Mayor Dial explained that over time, gravel and residue clog drain pipes, then water builds up in diches. The pipes need to be flushed. Mr. Moses then inquired about gas stations and ground water. Mayor Dial explained that when gas drips onto the concrete and folks pressure wash surfaces it could harm the environment. Mr. Lynn stated that gas stations are regulated by the State with fines and jail-time. Chief Perkins added that if there is a large gas spill, the Fire Department assists with a special chemical that helps soak up the spill. Page 3 of 5 Mayor Dial informed Mr. Moses that occasionally restaurants need their grease traps emptied from cooking with grease. Sometimes the trucks that come to remove the waste will try and save money by dumping the grease into the sewer system which is very bad. Boy Scout, Lochlyn Sweet asked why is it so expensive to flush the storm drain pipes. Mayor Dial stated that the company sometimes uses cameras to look into the pipes and they also have to pay someone else to help flush the pipes. Mr. Sweet added that he would never venture down into the pipes; it is creepy. Staff Comments Mr. Lynn informed everyone that Town offices would be closed next Thursday and Friday for the Thanksgiving holiday. He stated that Mr. Trocquet was out of the office for his Wedding and wished him and his fiancé best wishes. Council Comments Council Member Matthews stated that he received a complaint regarding the over-hanging trees located on Palmetto Road. Council Member Furr asked Mr. Lynn if he would make sure that the small square in the sidewalk outside of Town Hall is repaired. Council Member Howards asked if Fayette County could stripe Palmetto Road. Council Member Furr asked when the Arrowood Road round-a-bout would be completed. Mr. Lynn stated that it should be completed this fiscal year. Executive Session Council Member Matthews made a motion to move into Executive Session to review the Executive Session minutes from the November 2, 2017 Council meeting. Council Furr Howard seconded the motion. Motion was approved 4-0. Council Member Howard made a motion to reconvene. Council Member Furr seconded the motion. Motion was approved 4-0. Council Member Matthews made a motion to approve the minutes from the November 2, 2017 Executive Session. Council Member Howard seconded the motion. Motion was approved 4-0.
