Tyrone Town Council Meeting Minutes November 7, 2019 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Linda Howard Council Member, Ryan Housley Town Manager, Brandon Perkins Engineer/Public Works Director, Scott Langford Police Chief, Randy Mundy Court Clerk, April Spradlin Library Supervisor, Patty Newland Finance Manager, Sandy Beach Town Clerk, Dee Baker Public Comments Mrs. Marge Garrett, who lives on Whitney Court shared, “sometimes you have to toot your own horn or it doesn’t get tooted”. She represented the Friends of Tyrone Public Library organization and gave thanks to Boss Tree Service for donating wood chips for the beautification project at the Library in October. She added that the project took four days and gave additional thanks to Billy Campbell and Gene Garrett. The project included freshening up the flower beds at the Library, in the parking lot and at the Recreation Center. She stated that beautiful flowers and plants were added. She also thanked a Coweta Master Gardener who answered a Facebook request. He donated forty lilies, which are normally $6 a piece. Mrs. Garrett shared that eight lantana bushes were planted and the butterflies had already found them. She added that on Election Day a Red White and Blue - Get Out and Vote book sale took place and many donations were made. She added that it was very successful. She thanked the Recreation Department for allowing the Friends of the Tyrone Library to use their folding tables for the sale. Ms. Garrett ended by giving her “biggest toot” to the Tyrone Library Branch Manager, Patty Newland. She added that Ms. Newland was always a cheerleader for the Friends of the Tyrone Public Library and thanked her and her staff for helping break-down the Red White and Blue - Get Out and Vote sale. Ms. Garrett stated that the “Friends” were very appreciative of Ms. Newland’s support and willingness to assist with the book sale and beautification project. Council Meeting November 7, 2019 Page 1 of 7 She then thanked Mayor and Council for their time. Ms. Garrett handed-out flyers from the Friends of the Tyrone Public Library organization. Council Member Furr thanked Ms. Garrett and the Friends of the Tyrone Public Library for their hard work and shared that it looked great, Mayor and Council agreed. Approval of Agenda Council Member Housley made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, October 17, 2019 Consideration to purchase two (2) budgeted, Dodge Charger police vehicles. Consideration to up-fit two (2) Dodge Charger police vehicles. Consideration for the Police Department to purchase two (2) Vista HD cameras from Watch Guard totaling $11,440.00 for police vehicles. Council Member Matthews made a motion to approve the consent agenda. Council Member Housley seconded the motion. Motion was approved 4-0. Presentations/Recognition: 1. Eagle Scout Candidate Brandon Worrell’s presentation of the Shamrock Park display board Eagle Project. Lynda Owens, Recreation Assistant Ms. Owens introduced Mr. Worrell and stated that he created the display board located at Shamrock Park. She added that Mr. Worrell had also participated in the WSB TV’s High Q and that we are all very proud of him and the work that was accomplished on the display board. Mr. Worrell shared that the project was a huge undertaking and that it was also a great learning experience. The scope of the project in regards to cost for materials and such, was $900 he raised $876. Council Meeting November 7, 2019 Page 2 of 7 He added that it took approximately one hundred and eight-six-man hours over six days. He thanked Mayor Dial, Rebecca Brock, Scott Langford, Mitch Bowman, Bob Adams and associate. He also thanked the Scouts and Scout Masters with Troop 79 and also Father Kevin with St. Matthews for his generous donations. He shared that it was a great opportunity that allowed him to learn many new tasks: it was a great accomplishment. He then turned over the keys to Mayor Dial. Mayor Dial thanked Mr. Worrell and his parents and added that the project took a lot of hours and it looked great. New Business: 2. Consideration to approve a Resolution for the commitment of funding for the full depth reclamation and repaving of Dogwood Trail. Scott Langford, Town Engineer/ Public Works Director Mr. Langford declared that, in regards to Mr. Worrell’s display board, he had seen several of them constructed and Mr. Worrell’s was one of the best he had ever seen. Mr. Langford shared that the Atlanta Regional Commission (ARC) had requested that County municipalities move forward with their grant applications for the Transportation Improvement Program (TIP). He stated that, through the Town approving the Resolution and application, it notifies GDOT that we are serious. If funds are available, this would allow Tyrone to pave Dogwood Trail from Senoia Road to Farr Road with a 20% match from the Town. The Town’s portion would total $147,500, which also includes engineering fees. Council Member Furr inquired if the item was a budgeted item. Mr. Langford clarified that the item would actually be placed in the 2021 budget. Mr. Langford also shared that the TIP grant, if awarded, could also fund restriping of roads. Most of Tyrone’s major thoroughfares were already paved. Council Member Furr made a motion to approve the Resolution to commit $147,500 for the 20% local match and local engineering fees pending award. Council Member Matthews seconded the motion. Motion was approved 4-0. 3. Consideration to award the low voltage contract for the new municipal complex. Brandon Perkins, Town Manager Mr. Perkins stated that the pre bid meeting for the municipal complex low voltage contractor was held on October 15th with twenty-one firms in attendance. Parrish Construction advised that it would be more cost effective for the Town to place the bid as opposed to Parrish placing it. Council Meeting November 7, 2019 Page 3 of 7 The low voltage bid consists of the A/V systems, cameras, and access control which also included the Police Department. Mr. Perkins stated that he wrote the RFP himself in early October. Out of the twenty-one firms, only five submitted bids. He explained that, of the five, two bids were incomplete. Smart Choice did not provide a bid for A/V and Innovative Services did not provide a bid for A/V or a bid bond. LMI Systems, Inc. would provide service to the Council Chambers monitors but would not provide the monitors themselves. iS3 gave no solution to the Council Chamber monitors. Communication Cabling Specialists provided the most comprehensive bid. Mr. Perkins stated that, after reviewing all bids, the comparable mid-priced bid was Communication Cabling Specialists, a local Tyrone business. This firm met all criteria and offered more options. He recommended approval pending legal review for a cost not exceeding $166,350.00. Council Member Matthews made a motion to award the low voltage contract for the new municipal complex to Communication Cabling Specialists in an amount not to exceed $166,350.00 Council Member Howard seconded the motion. Motion was approved 4-0. 4. Consideration of an Agreement between the Town and the Fayette County Board of Education for sewer expansion to the Tyrone Elementary School site. Brandon Perkins, Town Manager Mr. Perkins shared that, in hopes of reopening Tyrone Elementary School (TES), the Fayette County Board of Education (FCBOE) had expressed an interest in obtaining sewer access to the former TES site. He added that legal counsel had drafted an agreement that stated FCBOE would agree to pay $274,962.09 to include their property in the construction project. Following Council’s approval, the agreement would be taken to FCBOE for their approval. Council Member Housley made a motion to approve the agreement with the Fayette County Board of Education for sewer expansion to the former Tyrone Elementary School property. Council Member Matthews seconded the motion. Motion was approved 4-0. 5. Consideration for a Text Amendment to amend the Town Ordinance, Section 105-119 as it pertains to Vegetation, Tree Protection and Landscape requirements. Scott Langford, Town Engineer/Public Works Director Mr. Langford stated that it was recently brought to his attention that language within the Landscape Ordinance needed to be corrected. In the definitions, in regards to the diameter of deciduous and coniferous trees, the wording needed to be switched. Council Meeting November 7, 2019 Page 4 of 7 He added that it should read: “any deciduous tree with a diameter of 24 inches or greater” and “any coniferous tree with a diameter of 30 inches or greater”. This change would then coincide with Section 105-252. He recommended approval of the change. Council Member Matthews made a motion to approve the Text Amendment change to Section 105-119 of the Town Ordinance as it pertains to Vegetation, Tree Protection and Landscape requirements. Council Member Howard seconded the motion. Motion was approved 4-0. Public Comments Staff Comments Ms. Beach relayed to Council that she just received the Town employee benefits renewal information for 2020. She explained that last year there was a 6% increase in cost and that the dependent match was changed to 70%, 2018 was also at a 6% increase. She added that the average increase is $5.48 per pay period. The largest increase would be $17.11 per pay period for the Highest family plan. The total increase for all employees would be $4,277 for the entire year. Ms. Beach stated that she budgeted for a 15% increase this year, which was actually 6%: a savings of $20,786.16. Ms. Beach explained that the deductibles for the three offered plans ranged from $500 to $1,000 for individuals and $1,500 to $3,000 for family plans. She added that open enrollment would begin next Friday. Council Member Furr made a motion to adopt the benefit renewal package as presented. Council Member Housley seconded the motion. Motion was approved 4-0. Chief Mundy reflected that, during the groundbreaking ceremony he realized how fortunate staff was to have such a supportive Council and he gave thanks. Mayor Dial stated that, although a large portion of the staff would be housed within the new municipal complex, he gave thanks and appreciation to the Library and Recreation staff and added that he and Council were grateful for all employees and thanked everyone. Mr. Perkins updated Council on the Pendleton dam application packet. He stated that the application had been elevated from the State level to the Federal level, which was very promising. He would update Council when more information was given. Council Meeting November 7, 2019 Page 5 of 7 Mr. Perkins shared that he had hoped that the current Police generator would be able to be transferred to the new building, but that it was outdated. He added that the new building would be built generator ready. However, the Town may have to purchase an additional generator. He suggested utilizing Pete Nelms to write another grant for the purchase of a new generator. If approved, the Town’s local match would only be 5%. Mr. Perkins stated that he recently approved the very limited language provided by Republic Services regarding their sanitation increase for citizen trash pick-up and to please be on the look- out. Mr. Perkins informed Council that the 100% building plans should be presented to him tomorrow from GMC. He added that Parrish had an RFP for the subcontractors and the process would take place next Thursday. He added that when Council approves the GRP, perhaps at the next Council meeting, Parrish would then break ground on the new complex soon after. Mr. Perkins thanked everyone for the great turn-out at the groundbreaking. He added that Parrish Construction representatives shared that it was one of their largest they had been a part of. Council Member Howard asked for clarification on the square footage of the complex. Mr. Perkins stated that it was just under 19,000 square feet. Mr. Perkins announced the Veterans Day celebration and invited everyone to come to Veterans Park on Monday, November 11th at 11:00 am. Council Comments Mayor Dial stated that Ms. Owens had mentioned Sandy Creek’s participation at the WSB TV’s High Q competition. He added that the Varsity Academic Bowl team won against St. Pius X with a score of 355 to 335 and advanced to the second round. Their team included Isaac Presberg, Delaney Shulten, Brandon Worrell, and junior Alex Stec. The team was coached by Sandy Creek’s Math Teacher, Mr. Tony Kluemper. Their journey began when they took first place at the regional Academic Bowl competition and placed in the top ten at the State level. Mayor Dial added how proud the Town was of the students. Mayor Dial asked for the Scouts in attendance to stand and introduce themselves. There were four Scouts from Troop 47; Liam Bedford, Ryan Levan, Cooper Perkins and Harsh Singh and Brandon Worrell represented Troop 79. Mayor Dial thanked the Christmas Light Committee for their efforts this year. Council Meeting November 7, 2019 Page 6 of 7 Mayor Dial and Council congratulated Council Member Howard on another victory and Council Member Elect, Melissa Hill for her win as well. Council Member Furr congratulated Mayor Dial for his win also. Executive Session Council Member Matthews made a motion to move into Executive Session to review the Executive Session minutes from October 17, 2019 Council Member Howard seconded the motion.
