Tyrone Town Council Meeting Minutes October 15, 2020 7:00 PM Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Linda Howard Council Member, Melissa Hill Town Manager, Brandon Perkins Police Chief, Randy Mundy Town Clerk, Dee Baker Planning & Zoning Coordinator, Phillip Trocquet Finance Manager, Sandy Beach Town Engineer/Public Works Director, Scott Langford Court Clerk, April Spradlin Lieutenant, Philip Nelson, Sergeant, Kyle Pescetto Town Attorney, Dennis Davenport Mayor Dial called the meeting to order with limited seating and broadcasted on YouTube Live at 7:00 p.m., this was followed by the invocation. The public was invited to watch. Public Comments Mr. Bob Swenson, who lives on Castlewood Road spoke to Mayor Dial. He said, “thank you, and Council for finally getting Town Hall downtown”. Mayor Dial gave Mr. Swenson credit for speaking up early in the entire process. Approval of Agenda Council Member Furr made a motion to approve the agenda. Council Member Howard seconded the motion. Motion was approved 3-0. Council Meeting– Social Distancing/YouTube Live October 15, 2020 Page 1 of 3 Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of workshop and regular minutes, October 1, 2020 Consideration to approve volunteer services for the Police Department website and photos. Consideration to approve the surplus of twenty-two (22) Police Department ballistic vests. Council Member Howard made a motion to approve the consent agenda. Council Member Furr seconded the motion. Motion was approved 3-0. New Business 1. Consideration to approve the Livable Center Initiative, (LCI) bidder selection approval. Planning & Zoning Coordinator, Phillip Trocquet Mr. Trocquet shared that the LCI process began a few months ago, when the Town applied for the grant for a downtown Master Plan through the Atlanta Regional Commission (ARC). The Town was awarded the highest amount in Atlanta, which was $160,000. A committee was formed, and an RFP was put out. Three out of seven companies were chosen, which were; TSW, a Planning Engineering Firm, Sizemore Group and POND, Co. The selection committee chose POND, Co. to perform the LCI project downtown. He added that after approval, the contract process could begin. Mayor Dial shared that the Town has begun the process by investing in brick and mortar and sewer downtown. The grand plan has been initiated for investors to begin looking at the downtown plan to see what they can and cannot do. He thanked Mr. Trocquet and his team. Council Member Hill made a motion to award POND Co. for the LCI and to move forward with the contract finalization with the Atlanta Regional Commission. Council Member Howard seconded the motion. Motion was approved 3-0. Staff Comments Mr. Perkins reminded everyone that Town Administrative and Police offices would be closed on Friday, October 16th. Staff would be moving into the new facility and IT would be working to get everyone set-up. He added that if all went as planned, the new Town Hall would be open for business, Monday, October 19th. Council Meeting– Social Distancing/YouTube Live October 15, 2020 Page 2 of 3 Council Comments Mayor Dial shared that to remain in compliance, there was a need for a vote to designate the new building as the meeting place for all future official meetings. Council Member Howard made a motion to approve the building at 950 Senoia as the new meeting place for official Town meetings. Council Member Furr seconded the motion. Motion was approved 3-0. Adjournment Council Member Howard made a motion to adjourn. Motion was approved 3-0. The meeting adjourned at 7:13 pm.
