Tyrone Town Council Meeting Minutes January 7, 2021 7:00 P.M. Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr was absent Council Member, Linda Howard Council Member, Melissa Hill Council Member, Billy Campbell Town Manager, Brandon Perkins was absent Town Clerk, Dee Baker Town Planner, Phillip Trocquet Police Chief, Randy Mundy Police Officer, Will Wynn Finance Manager, Sandy Beach Town Engineer/Public Works Director, Scott Langford Mayor Dial called the meeting to order with limited seating and broadcasted on YouTube Live at 7:00 pm, this was followed by the invocation. The public was invited to watch. Public Comments Tyrone Resident, Mr. Dale Millican spoke regarding sanitation service. He stated that he was surprised to see a new sanitation container from another company at his residence, yet he did not request a service change. After contacting the new provider, he was told that the service was bid- out by the Town and a new provider was chosen. He added that it concerned him as an American that, although he did believe in a free market, what right did the Town have choosing a provider for him? He shared that the former provider stated that if they were to continue as his provider, they were not allowed to serve customers and that the Town would fine them. Mr. Millican stated that he did not understand how the Council body had the right to choose a private company for a private citizen. He gave the example of being given the right to shop at Publix, but not allowed to shop at Kroger. Mayor Dial thanked Mr. Millican and shared that he would be happy to meet with him to discuss the matter further after the meeting. Council Meeting – Social Distancing/YouTube Live January 7, 2021 Page 1 of 4 Chief Mundy introduced Will Wynn, Tyrone’s newest Police Officer. He added that he was proud to have him on board and shared that he was retired from the armed forces and brought with him a wealth of experience with the military and law enforcement. Council welcomed him and Mayor Dial thanked him for his service to our country and the Town. Approval of Agenda Council Member Howard made a motion to approve the agenda. Council Member Campbell seconded the motion. Motion was approved 3-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, December 17, 2020 Council Member Hill made a motion to approve the consent agenda. Council Member Howard seconded the motion. Motion was approved 3-0. Presentations/Recognition 1. Consideration to re-appoint David Nebergall, Carl Schouw, and Jeff Duncan to the Planning Commission. Eric Dial, Mayor Mayor Dial administered the oaths to the gentlemen. Collectively they have served the Town for approximately, thirty years. He explained that for those that do not know, the Planning Commission gets down into the weeds and makes recommendations to the Council regarding land use and zoning. They deal with a lot of details before coming to us. He added that they were an important body and that Council appreciated them. New Business 2. Appointment of Mayor Pro Tem for a term through December 31, 2021. Eric Dial, Mayor Mayor Dial announced that Council Member Furr gave her permission to share that she was home due to the possible exposure to COVID. We will continue to keep her in our prayers. Council Member Campbell seconded the motion. Motion was approved 3-0. Staff Comments Ms. Beach shared that the audit was complete and that it was posted on our website under “Finance”. She added that the auditors would be presenting their findings at the second meeting in February. Mr. Trocquet shared that it was a pleasure serving the Planning Commissioners. He announced that there would be two rezonings coming soon for 1410 and 1415 Senoia Road from the owner, Brian Selleck. He added that the public hearing would also be held for the adoption of the zoning map that ARC was building, on the GIS system. Council Comments Mayor Dial spoke regarding the transition of sanitation service providers. He shared that the transition was not as smooth as they had hoped. He thanked staff for their level of communication. He shared that there was communication to the public through the newspaper, email, Facebook, a phone call from Republic, and a newsletter from AMWaste. Our Facebook page, web page, and email were updated several times. We hoped that the cans would be picked up by now. Republic has apologized for the delay, and they are using a separate vendor. Republic stated that the cans should be picked up by week’s end. Mayor Dial added that he met with AMWaste representatives this week to iron out details to ensure positive results. We were told that their phone number would be placed on the cans and that some calls have not been returned to customers. We apologize on behalf of the Town. Council Member Hill shared that this was a new transition, in time, the kinks would be worked out.
