Tyrone Town Council Meeting Minutes April 2, 2020 Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Linda Howard Council Member, Melissa Hill Town Manager, Brandon Perkins Town Clerk, Dee Baker Attorney, Patrick Stough Mayor Dial gave the invocation. The meeting was called to order via Cisco Webex at 7:00 pm. The public was invited to call in. Approval of Agenda Council Member Furr made a motion to approve the agenda with the change to move all items except number six to consent. Council Member Hill seconded the motion. Motion was approved 4-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Approval of minutes, February 20, 2020, March 3, 2020, March 24, 2020. Consideration to award right-of-way mowing RFP. Scott Langford, Engineer/ Public Works Director Consideration of award for side walk repairs to the River Oaks subdivision and Farr Road. Scott Langford, Engineer/Public Works Director Consideration to approve an Intergovernmental Agreement with Fayette County for the paving of Tyrone Road. Randy Mundy, Police Chief Council Member Howard made a motion to approve the consent agenda. Council Member Matthews seconded the motion. Motion was approved 4-0. New Business: 1. Consideration of an extension of the Town's Local State of Emergency Declaration regarding Covid-19. Mr. Perkins stated that thirty minutes prior to the meeting, Governor Kemp released the full text of an Executive Order that was announced the day prior. It basically required everyone to “shelter in place”. This would, in fact, affect several types of businesses. Mr. Perkins reminded everyone that last week, Council passed an ordinance which also placed regulations on certain local businesses. He added that the Governor’s Executive Order stated that while the State’s Order was in place, local ordinances become void until April 13th. He added that the order would be placed on the Town’s website and social media, making the public aware that it should be followed through April 13th. He shared that prior to or immediately following April 13th, Council needed to meet regarding actions the Town would take following the Executive Order. This would also depend on Governor Kemp making any changes. Attorney Stough suggested that Council make a motion regarding the revocation of the Town’s ordinance. Council Member Matthews made a motion to deny the extension. Council Member Howard seconded the motion. Motion was approved 4-0. Council Meeting – Cisco April 2, 2020 Page 2 of 4 Staff Comments Mr. Perkins shared with Council that as expected, staff had been great through the current situation. Most are working remotely, with the exception of the police department and public works and other selected employees. He added that the administrative office had a couple of staff members that come to the office to print and sign checks, receive mail and perform account receivables and payables, one or two days a week. He added that most were working from home, he was extremely proud of the employees and everything was running smoothly. He shared that he could not be prouder of the staff, they have all pulled together during this time. Mr. Perkins updated everyone on the municipal construction project. He added that the slab was in place, and next week the project manager stated that framing should begin. The rain and the dirt issues were a definite set-back, but the time for completion should still be late August or early September. He also added that the project manager ensured him that they were taking extra measures in regard to safety for their employees and were enforcing social distancing. Mr. Perkins also shared that there were several issues that were going on behind the scenes but that staff was handling everything well, and that there were no major “hick-ups” to report. Mayor Dial asked for an update on the COVID-19, informational yard signs. Mr. Trocquet stated that the signs were ready for pick-up. He asked where Council would like them placed. He added that he would send an email sharing the wording and design. Mayor Dial shared that they basically stated; to be mindful and maintain social distancing when utilizing Tyrone parks. Other signs would state a friendly reminder when folks were driving to stay home. The signs would also give contact information. Mr. Langford thanked Mr. Perkins for all that he had accomplished during this time. You are a very strong leader. Mr. Perkins stated that staff made it easier. Mayor Dial agreed and shared that Mr. Perkins was doing a fine job. He also thanked Mr. Trocquet for taking care of the signage. Mr. Trocquet thanked his wife for the design. Council Comments Mayor Dial thanked Mr. Perkins for administering the meeting. He added that he prayed for Council, staff, citizens and businesses every day.
