Tyrone Town Council Meeting Minutes Special Called May 30, 2019 9:00 AM Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Ken Matthews Council Member, Linda Howard Town Manager, Brandon Perkins Finance Manager, Sandy Beach Accounting Specialist, Ellie Emini Engineer/Public Works Director, Scott Langford Planning & Zoning Coordinator, Phillip Trocquet Town Clerk, Dee Baker Council Member, Ryan Housley was absent Approval of Agenda Council Member Howard made a motion to approve the agenda. Council Member Furr seconded the motion. Motion was approved 3-0. FY 2019-2020 Budget Public Hearing: Mr. Perkins informed Council of a $1,5000 increase under the Administration/Mayor and Council line for the purpose of flowers and cards for bereavement, births, and such. He added that several cities have a flower and card budget. Mr. Perkins also informed Council that the Tyrone Road paving project with the County had increased by $5,000 and that Mr. Langford had requested an additional $5,000 for any unforeseen expenditures for the project. This $10,000 increase would be placed under the Public Works, Road Paving and Repair line. Council Meeting May 30, 2019 Page 1 of 3 1. FY 2019-20 Budget Mayor Dial opened the public hearing for anyone that wished to speak in favor of the item. No one spoke. Consideration to approve the replacement of two HVAC units in the Council Chambers. Scott Langford, Engineer/Public Works Director Mr. Langford shared that two HVAC units in the Council Chambers had reached end of life and needed to be replaced. He suggested increasing the seasonal energy efficiency ratio from ten to fourteen which would allow for better efficiency. He added that the low bidder was Reese Services and recommended approval. Mr. Perkins stated that funding was to come from the SPLOST fund. Council Member Matthews made a motion to approve the low bid from Reese Services for the replacement of two HVAC units in the Council Chambers for $9,081 with SPLOST funds. Council Member Furr seconded the motion. Motion was approved 3-0. 3. Consideration of an extension of the Town’s Contract with Fairburn for Sewer Treatment. Brandon Perkins, Town Manager Mr. Perkins informed everyone that the Town had been in agreement with the City of Fairburn to provide Tyrone with 250,000 gallons a day for sewer treatment. He added that the 2006 contract would expire on June 6th. Per the contract, Fairburn was notified in January regarding a 5-year renewal term. He added that Fairburn’s Mayor and Attorney had agreed to the terms. Mr. Perkins recommended approval of the contract. Council Member Howard made a motion to approve the five-year renewal contract with Fairburn for Sewer Treatment. Council Member Matthews seconded the motion. Motion was approved 3-0. Council Member Furr thanked Mr. Langford for cutting the bushes on Briarwood Road. Council Member Matthews thanked Mr. Langford for also cutting the bushes on Senoia Road. Council Meeting May 30, 2019 Page 2 of 3 Council Member Howard made a motion to move into Executive Session to discuss one (1) real estate item. Council Member Furr seconded the motion. Motion was approved 3-0. Council Member Furr made a motion to reconvene. Council Member Howard seconded the motion. Motion was approved 3-0. Adjournment Council Member Furr made a motion to adjourn.
