Tyrone Town Council Meeting Minutes Special Called Budget Public Hearing June 16, 2020 9:00 am Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Linda Howard Council Member, Melissa Hill Town Manager, Brandon Perkins Finance Manager, Sandy Beach Accounting Specialist, Bridget Smith Town Clerk, Dee Baker Town Engineer/Public Works Director, Scott Langford Recreation Manager, Rebecca Brock Mayor Dial gave the invocation, followed by the pledge of allegiance. The meeting was called to order with limited seating and also broadcasted on You Tube Live at 9:00 am. The public was invited to watch. Approval of Agenda Council Member Howard made a motion to approve the agenda. Council Member Furr seconded the motion. Motion was approved 3-0. Consent Agenda: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. Consideration to renew Reese Services, HVAC contract. Consideration to renew TruGreen, lawn fertilization contract. Consideration to approve the annual Lights of Cameroon Festival. Consideration to waive rental fees for Recreation class instructors to assist with class economic recovery. Consideration to approve Yoga in the Park event on June 20th. Approval of minutes, June 2, 2020 Council Member Howard made a motion to approve the consent agenda. Council Member Furr seconded the motion. Motion was approved 3-0. Public Hearing: 1. FY2020-21 Budget Mayor Dial asked Mr. Perkins to recap the changes made during the Budget Workshop on June 2nd. Mr. Perkins stated that the overall budget presented at the workshop was $8,195,238.37, the budget presented today is $8,847,228.98. The difference under Administration was adjusted due to the off-set carry-over costs from the new building. Some projects had not yet been completed. Mr. Perkins informed Council that after speaking with Chief Mundy regarding the $10,000 placed in the budget, he confirmed that it would be carried over for small equipment. Mr. Perkins shared that after the unfortunate passing of Council Member Matthews, funds were added to the Administration budget for a Special Election this year. Mr. Perkins stated that the Fayette County Development Authority payment, just under $30,000, was reduced by 5%. He added that the general fund proposed budget had been reduced by 5.5% from the current FY2019/2020 budget if you remove the municipal complex and Pendleton dam projects from each budget. All departments did what they could to make significant cuts. Mr. Perkins shared that an additional $5,000 was added into the Administration budget this year in the event of any insurance claims. Mr. Perkins informed Council that in regard to the discussions for the roundabout at Spencer Lane and Arrowood Road, only one quote came in at $16,700. He added that staff would continue to move forward with the project and place $17,000 in the Capital Improvement Project (CIP) budget this fiscal year for a traffic study. Council Meeting – Social Distancing/You Tube Live June 16, 2020 Page 2 of 3 Mr. Perkins stated that $50,000 was also added into the CIP budget for a generator for the new building, for FY22. Currently, the generator located at the Police Department is a Phase I generator, the new building is equipped for a Phase III generator. Staff had applied for a grant through GMA for the new generator and have not been contacted as of yet, due to the backup caused by the pandemic. By purchasing a generator through a grant or other means, this would ensure essential operations at all times. Mayor Dial inquired about a Special Election for the open Council seat. Mr. Perkins stated that staff was waiting to hear back from the County Election Board regarding dates and potential equipment. Our hope is to have the election a week or two before or after the Presidential Election. Ms. Beach clarified that a percentage of our cost to the County for elections was due to personnel and equipment rental. Mayor Dial thanked Tyrone’s Fayette County Development Authority representative, Tracy Young for attending the meeting.
