Tyrone Town Council Meeting Minutes August 17, 2021 9:00 A.M. Present: Mayor, Eric Dial Mayor Pro Tem, Gloria Furr Council Member, Linda Howard Council Member, Melissa Hill Council Member, Billy Campbell Town Manager, Brandon Perkins Town Clerk, Dee Baker Finance Manager, Sandy Beach Town Planner, Phillip Trocquet Town Engineer / Public Works Director, Scott Langford Mayor Dial called the meeting to order with limited seating and broadcasted on YouTube Live at 9:00 am, this was followed by the invocation and the pledge of allegiance. The public was invited to watch. Approval of Agenda Council Member Campbell made a motion to approve the agenda. Council Member Hill seconded the motion. Motion was approved 4-0. Public Hearing 1. Discussion on the millage rate of the Town for fiscal year 2021-2022. Brandon Perkins, Town Manager Ms. Beach gave an overview of the millage rate meeting from the night before. She explained the pie chart that indicated how taxes were allocated. She explained that 61.3% was allocated to the Fayette County Board of Education (FCBOE), 3.8% goes to the School Bond (FCBOE), 13.7% goes to Fayette County, 9.8 % goes to Fayette County Fire for Tyrone, 1.5% was allocated to EMS, and 7% goes to E-911. Council Meeting – Social Distancing/YouTube Live August 17, 2021 9:00 am Page 1 of 2 The last 9.2% was the Town’s percentage that comes to the Town to pay for staff, the police department, recreation events, road paving, new roads, and golf carts, among many other costs. She explained that the millage rate was 2.889 for fourteen years in a row and that housing was assessed higher this year causing a tax increase. The Town suffered the increase as did the citizens. Not only did the cost of food increase but so did the cost to pave roads. She added that citizens wanted a cart path along Tyrone Road, and added that it costs. She explained that homes on average in the County were assessed at $350,000, last year they were assessed at $325,000, thus causing an increase in taxes. The average increase per household in Tyrone would be $21.94, or $2 per month. Council Member Howard inquired if the $2.94 increase would be for the Tyrone portion? Ms. Beach stated, yes and that Council had no control over any other portion. Ms. Beach added that the total increase was $21.94, only if your home was valued at exactly $350,000. Mayor Dial opened the public hearing for anyone that wished to speak in favor of maintaining the same millage rate at 2.889 mills. No one spoke. Adjournment Council Member Campbell made a motion to adjourn. Motion was approved 4-0. The meeting adjourned at 9:08 am.
