UINTAH CITY COUNCIL MONDAY, DECEMBER 8th 2025 1:00 p.m. STAFF MEETING MINUTES Attendees: Mayor Cutler, Council Member Bell, Council Member Patterson, Council Member Roberts, Weber Fire Chief Britt Clark and David Reed, Public Works Jack Burton and Tim Kendell, City Recorder Michelle Mortensen, Utility Clerk Brindy Woodbury, Building Inspector Jeff Monroe, Teague Sorenson AGENDA ITEMS: 1. MEETING CALL TO ORDER: Mayor Cutler called the meeting to order at 1:00 p.m. 2. This staff meeting is to discuss the day to day operations of the city and items that may be discussed include: Budget, Building Inspections, Cemetery, Garbage, Complaints/Nuisances, CTC, Court, Community Events, Water, Public Works, Emergency Preparedness, Weber Fire, Grants, Meetings, Park, Planning Commission, Roads, Sheriff’s Department, Stormwater, and any other miscellaneous items pertaining to city business. There will be no votes taken. Public Works • Snow equipment (sanders, plows) is prepared but was not deployed over the weekend due to rain. • Fleet report is in progress and expected next week. Cemetery • Funeral scheduled for Wednesday; grave to be dug Tuesday for cremated remains of a husband and wife from South Weber • Ground is soft due to rain; allow drying time before access. • Wreaths Across America Ceremony Saturday at 9:00 AM honoring veterans. • Program: scout participation; mayor and/or mayor-elect may speak; one section official will not speak. • Post-ceremony: hang 125 wreaths on veterans’ graves. • Crosses and flags are still up at the cemetery and will re-check for weather impacts before the program. Weber Fire • HB 48 intends to address insurance non-renewals in high-risk WUI areas via state assessments and mitigation, but insurers are not obligated to use state assessments and cannot be forced to cover. • Municipalities must adopt a WUI code and a WUI map by January 1, even if the city has minimal or no WUI areas. • State will assess properties in designated WUI; to local agencies and fee collection mechanism are unclear. • Enforcement: refusal to allow inspection results in automatic highest risk rating and highest fee. • Local map: existing draft shows limited area (pink/red overlay); final state map pending; uncertainty acknowledged. • Local exposure likely low (most of Uintah believed not in WUI); possible river bottom/east side areas pending state designation. • Inspections could be a significant workload for Weber Fire. • State timelines are behind on rules, public meetings, and 30-day notices, but January 1 compliance is still stated. • Council concerns include costs to residents, lack of clarity, and perceived state overreach; some members strongly opposed.  Admin • Discussion referenced someone from the state coming to the next city council meeting to discuss the WUI and the question was asked if citizens could ask questions during that time. The answer was no that the appropriate time for that would be during public comment referencing the need for appropriate procedure during city council meetings. • Intention to align with Robert’s Rules of Order in the council chamber. • Suggestion to announce and possibly post rules at the beginning of meetings; acknowledgment that tightening procedures may meet resistance. 3.
