ROSARIO: There are two ordinances 21 for hearing and adoption consideration. The first 22 one is bond ordinance authorizing the acquisition 23 of certain real property in and for the City of 24 Union City, County of Hudson, New Jersey, 25 appropriating the sum of $3.3 million therefor;  14 1 authorizing the issuance of general obligation 2 bonds or bond anticipation notes of the City of 3 Union City, County of Hudson, New Jersey, in the 4 aggregate principal amount of up to $3.3 million 5 making certain determinations and covenants; and 6 authorizing certain related actions in connection 7 with the foregoing. 8 Mayor, would you like to take public 9 comment on this ordinance? 10 MAYOR STACK: Sure. Thank you, Hilda. 11 This ordinance, we're using bonding money to 12 acquire a building at 707 Summit Avenue. This was 13 the old teamster building. The City of Union City 14 would acquire it, we would be able to provide 15 affordable housing, 24 units of affordable 16 housing. We would then have about 5,000 square 17 feet in the base of that building. One of the 18 options we were looking at is possibly having 19 secured it, possibly a police precinct in the base 20 of that building. That would be a critical area 21 on 7th and Paterson Plank Road, 7th and Summit. 22 But we would have an iconic building in Union 23 City, very solid building in the community. We 24 had engineers look at the building and an 25 architect. It's very solid, the building. And we  15 1 would be providing affordable housing for 24 2 families. This would tie in what we're doing 3 right around the corner, on top of the parking 4 lot, we're putting back the surface parking, 5 another lay of parking and an additional 101 units 6 of senior citizen housing. This would bring an 7 influx of residents to Summit Avenue in the 8 downtown area and really utilize a beautiful 9 building. 10 We'll then seek funding for the 11 renovation of the building from the HMFA and also 12 for the acquisition of the building to repay back 13 the bond for the affordable housing. This will 14 provide affordable housing for families that truly 15 need it in Union City. There are thousands of 16 people trying to get affordable housing. 17 Anyone wishing to comment on the 18 ordinance at this time, please step forward, state 19 your name and address for the record? GONZALEZ: Ramon Gonzalez on behalf 10 of the Union City ABC. 11 Good evening, Mayor and Commissioners. 12 We have present Sergeant Zeron, I'd like to call 13 up, and Lieutenant Dunlay. 14 We have several matters that are on for 15 tonight. The first one is Juana Y Gloria. The 16 owner is here if she could come up. 17 Can you identify yourself for the 18 record? 19 MS. CRUZ: Gloria Cruz. 20 MR. GONZALEZ: This matter goes back to 21 March 22nd, this year, it's basically a paper 22 violation and some corrections needed on the 23 camera. We did a reinspection on May 30th, we 24 were working, she corrected some of the problems. 25 She had the issue with the cameras.  22 1 What we would like to do is twofold. 2 We'd like to adjourn it for maybe two weeks, so 3 that way Detective Dunlay can go there, do the 4 inspection, make sure it's all cleaned up. We did 5 sit with her and explain to her in detail what is 6 necessary, I believe she would comply. 7 At that time, we would have a potential 8 resolution and we'll also have an interpreter. 9 MAYOR STACK: Absolutely, no problem. 10 MR. GONZALEZ: The next matter is La 8 Herradura, they are represented by Mr. Paneque, 9 they're also present. 10 This is an incident that occurred on 11 June 30th of this year. I've had an opportunity 12 to review it, there's a videotape, and it was 13 clear. What happened here, there was a situation 14 where a gentleman who apparently patronizes that 15 bar unwantedly enters. He gets into an 16 altercation with a security officer, we believed 17 it's quelled, from what I see on the video. It 18 starts up again. He gets kicked out and in the 19 process of getting kicked out, he does get -- a 20 bit of a brawl starts with two other people. That 21 being the case, he's put outside and the police 22 ultimately are called by him. 23 In an effort to resolve this matter, we 24 have recommended a 15 day suspension, 10 of which 25 will be held in abeyance. The only reason I'm  25 1 holding it in abeyance is because I think they did 2 the right thing. But I did explain to them, like 3 we explain to so many people, if you have an 4 incident like this, just be the ones to call the 5 police. 6 I think under the circumstances, we 7 probably may not even be here had that happened. 8 But under the circumstances, they want to resolve 9 it as quickly as possible. They haven't had any 10 brawl violations since 2018, based on my 11 conversations with Sergeant Zeron and Lieutenant 12 Dunlay. I think it's appropriate, a 15 day 13 suspension, we hold 10 in abeyance and five have 14 to be served consecutively. And it's also for one 15 year. 16 MR. PANEQUE: Good evening, Mayor Stack, 17 Board of Commissioners, and others. My client 18 appreciates the sentence that's being given. I 19 know Sonia Lopez's mother, I know she runs a very 20 clean and tight ship there. It's basically a 21 family establishment, what I consider one of the 22 better bars in Union City. I've known Sonia for 23 many years. 24 Unfortunately, stuff happens that -- 25 they tried to do the best at that time, perhaps it  26 1 wasn't the right way to handle it. But I do think 2 that they had good intentions. 3 So I appreciate the five day suspension 4 and just want to move ahead and get this -- 5 MAYOR STACK: Thank you. 6 MR. GONZALEZ: I'd clearly like to state 7 to everybody these are recommendations that we 8 make based on what we reviewed. This matter goes back to 13 May 6th of this year and June 17th, basically 14 paper violation. One of them being as a result of 15 the owner passing away and the matter is being 16 probated. Unfortunately, it's in Bergen County. 17 If it was Hudson, I know it would work a lot 18 faster. We have a very good surrogate. 19 That being the case, I did explain to 20 the owners what they should be doing to clear the 21 violations. One of them also is a camera 22 violation. They explained to me that it's 23 corrected. But I like to double check it with the 24 police department. So Lieutenant Dunlay is going 25 to have somebody go there.
