AN ORDINANCE AMENDING CHAPTER 366 OF THE 22 CODE OF THE CITY OF UNION CITY ENTITLED “STREETS 23 AND SIDEWALKS” 24 25 ACTING CITY CLERK: Next item is an  6 1 Ordinance Amending Chapter 366 of the Code of the 2 City of Union City Entitled Streets and 3 Sidewalks. 4 This Ordinance is for adoption 5 consideration. 6 MAYOR STACK: Anyone wishing to comment on 7 this Ordinance at this time, please step forward, 8 state your name and address for the record. 9 If you could, Mr. Price, right down here. 10 MS. DILLON: Over here, Mr. Price. 11 MAYOR STACK: Oh, I’m sorry. I’m sorry. I 12 thought -- I didn’t see that over there. 13 MS. DILLON: That’s all right. 14 MR. PRICE: Larry Price, 1006 Palisade 15 Avenue. 16 Question. This Ordinance requires the use 17 of calcium carbonate instead of sodium chloride 18 for the -- 19 If a homeowner fails to do something -- 20 destroys the sidewalk in front, the penalty is he 21 has to replace the sidewalk. But he has to 22 replace the sidewalk anyway. Even today, if your 23 sidewalk deteriorates, you as the landowner of 24 the adjacent property have to replace it. 25 So what changes here?  7 1 MAYOR STACK: Monica? 2 MS. de los RIOS: Well, I think what -- 3 what changes is that the City has gone through 4 and extensively made changes and alterations to 5 its sidewalks, so the manner in which and the 6 time in which that this is going to happen would 7 be quicker -- for the sidewalks to deteriorate at 8 a quicker rate. 9 MR. PRICE: I -- oh, I -- I’m not 10 questioning the calcium carbonate. I -- I mean 11 every engineering study I’ve ever seen says that 12 the -- that the cost-savings from using rock salt 13 costs you five to ten times that -- 14 MS. de los RIOS: Um-hum. 15 MR. PRICE: -- in terms of deterioration of 16 infrastructure. 17 But I’m just saying here the penalty for a 18 property owner, if he uses rock salt and destroys 19 the sidewalk that was built for him by the City 20 is he has to replace it. 21 MAYOR STACK: I think -- I think -- 22 MR. PRICE: But he has to do that anyway. 23 MAYOR STACK: We’re just trying to send a 24 message out though, Mr. Price, that if you use 25 rock salt on your sidewalk what the penalty is  8 1 that you’ll have to replace it. 2 Sidewalks are the responsibility, as you 3 know, of the property owners. 4 MR. PRICE: Right. 5 MAYOR STACK: But we’re just sending a 6 strong message out there. 7 I mean I think you’ve seen by what we tried 8 to mail out to people. We’re making this major 9 investment in the City; we just want people to 10 keep it. 11 MR. PRICE: I don’t -- I don’t quarrel with 12 the message. 13 MAYOR STACK: Right. 14 MR. PRICE: I’m just wondering if this is 15 the medium we want to use. I think because it 16 doesn’t change anything. 17 MAYOR STACK: Yeah, I think it’s a start 18 though. I think it shows people, once we mail 19 this out to everyone, that we’re serious about 20 it. 21 I mean we even had people out there today 22 going door by door making sure, in those houses 23 that threw rock salt, that we removed it first. 24 We shoveled -- we swept it off their sidewalk but 25 also told them you can’t do this, we have an  9 1 Ordinance, we’re going to come after you on it. 2 MR. PRICE: By the way I hate to tell you 3 but I went for a walk this afternoon -- because I 4 went for a walk. I walked down Palisade Avenue 5 past the swimming pool and they had swept -- and 6 guess what they used to melt the snow on the 7 sidewalk outside the swimming pool? Rock salt. 8 MAYOR STACK: Well, we’re making sure -- 9 we’re making sure it doesn’t happen. 10 MR. PRICE: So, -- 11 MAYOR STACK: We’re trying to get a strong 12 message out there. 13 MR. PRICE: Oh, I could not agree more. 14 MAYOR STACK: Absolutely. 15 MR. PRICE: It is such a cost-saver -- 16 MAYOR STACK: Absolutely. 17 MR. PRICE: -- in the long run. No 18 question. 19 MAYOR STACK: And if you maintain the 20 sidewalks they should last 20, 25, 30 years. 21 If you throw rock salt on them, I mean we 22 know the effect, you know the effect of what -- 23 MR. PRICE: Yeah. 24 MAYOR STACK: -- rock salt does. 25 MR. PRICE: And it’s the -- and what’s  10 1 really costly is the infrastructure deterioration 2 that you don’t see. 3 MAYOR STACK: Absolutely. 4 MR. PRICE: Now, the drainage pipes, -- 5 MAYOR STACK: Absolutely. 6 MR. PRICE: -- the sewer pipes, -- 7 MAYOR STACK: And the damage that it does. 8 MR. PRICE: Yeah. 9 MAYOR STACK: Absolutely. 10 Thank you. 11 Anyone else wishing to comment on this 12 Ordinance at this time? 13 I think this just shows, -- the Ordinance 14 that we’re putting through -- the quality of 15 life, how serious we take it in the City. Not 16 only keeping the streets clean but putting in new 17 infrastructure in the City. 18 I don’t think it was heard of in the past 19 in Union City where you saw massive amount of 20 area where sidewalks are being put in. Whether 21 it’s along long stretches and mains or side 22 streets. 23 We’re hoping to do, in the next two years, 24 -- next year or this year, I should say, probably 25 in -- starting in late April, early May, we’ll be  11 th 1 doing 15 Street from Bergenline to Kennedy. 2 We’re starting to do the side streets that 3 are our main side streets; 22 nd/Palisade to 4 Kennedy Boulevard; 43rd/Park to Kennedy; 48th and 5 49th/Park to Bergenline. 6 And we’re putting in decorative lighting, 7 stamped concrete sidewalks; we’re probably 8 planting about a thousand trees again this year. 9 Which we’re really trying to make the City not 10 only nicer and cleaner but healthier. And make 11 it nicer for all the residents that live here. 12 With the amount of money that’s being 13 invested -- and whether we get it from grants or 14 bonds -- that we’re doing the sidewalks and 15 street improvements, is unprecedented in Union 16 City. Hopefully -- 17 We paved all of New York Avenue in the 18 City. That’s been done. 19 Central Avenue’s been completely done. 20 Bergenline Avenue, we’re working north up 21 to 9th Street. 22 Right now 9th to 16th next -- the end of 23 this year that will be happening. 24 Broadway and Park Avenue, we did the 25 sidewalks and we did the street on Broadway.  12 1 So hopefully we’re making this happen 2 throughout the whole entire community. 3 West Street we did, from 14 to 26. 4 And we’re going to continue doing that. 5 We try to pick out the worst streets in the 6 City that have the most potholes and the 7 sidewalks are really the worst. 8 So I know everyone asks me, when are you 9 doing our block. 5 MAYOR STACK: Sure. 6 Just before I do I would just like to just 7 point out that we’re awarding a bid here tonight 8 for wrestling supplies and equipment. 9 I just wanted to thank Commissioner 10 Valdivia for the job he’s been doing in our 11 sports programs and our recreation. 12 We’ve really expanded to many, many 13 programs. Whether it’s karate programs, 14 wrestling, softball for young ladies, whether 15 it’s baseball, football, the facilities that we 16 built at 2nd and Palisade Avenue and what we’re 17 doing in sports in Union City. 18 I mean growing up in Union City, I didn’t 19 have a lot of the programs that we now have today 20 when it comes to sports. And that’s critical 21 when you’re keeping children out of trouble and 22 when you’re really doing the right thing for the 23 community; keep them out of harm’s way playing in 24 the street. 25 I mean growing up there wasn’t many places  26 1 to play. I remember playing in Yardley’s and 2 playing on Palisade Avenue and having our own 3 makeshift games. And when Larry Price would come 4 through, we wouldn’t let him come through. 5 That’s why he’s mad at me now. 6 But, no, I’m only teasing him. 7 But, in reality, what we’re doing for the 8 children I think is critical. And, Commissioner 9 Valdivia, you deserve a lot of credit in the 10 short time you’ve been here as a Commissioner. 11 He’s worked hard at building the recreation 12 programs and more and more -- we’re getting new 13 programs every day. Whether it’s cheerleading, 14 whatever it may be, thank you, Commissioner, -- 15 to all the Commissioners for working hard on 16 this. 17 I’d also like to thank the Chief and the 18 Police Department -- I know members of the Police 19 Department are here today on liquor license 20 hearings -- on the remodeling of the Union City 21 Police Command Center radio room. We’re doing a 22 lot of work in the Police Department. 23 We’re also updating the Police radios. It 24 hasn’t been done in many years. We’re doing that 25 for the safety of the officers.  27 1 And something I’d like to point out. The 2 relationship that we’ve been able to build in 3 Union City between the Police Department, the 4 Mayor’s Office and the public has been 5 tremendous. 6 Many of the problems that you see happening 7 in many other places right now, thank God, don’t 8 happen in Union City. And it’s because of the 9 relationship that we built. Not yesterday -- 10 that we’ve been building over a many year period. 11 Whether it’s Police Community Meetings, Fire 12 Prevention Meetings, whatever it may be, you see 13 the relationship improving every day. 14 And in Union City, people pick up the phone 15 and call the Police. They actually pick up the 16 phone and call. 17 Our calls for service probably in 2014 18 were -- 19 And I don’t want to put you on the spot, 20 Lieutenant, but how -- what were our calls for 21 service in 2014? 22 LIEUTENANT LOACES: In excess of a hundred 23 thousand. 24 MAYOR STACK: In excess of a hundred 25 thousand calls to the Police Department. And we  28 1 encourage that. You see something, say 2 something. We want that. 3 You look right around us, we don’t 4 experience a lot of the problems that are around 5 us. People see graffiti, the residents call. 6 They see somebody suspicious on the corner, they 7 call. We want to encourage that. 8 And I thank the Police Department for their 9 work under the leadership of Chief Molinari and I 10 thank the public for being so involved. And we 11 push it all the time, call the Police if you see 12 something. I’m 5 the President and co-founder of Act Now 6 Foundation. 7 We are a nonprofit organization that raises 8 awareness and educates the community about 9 Alzheimer’s disease, focusing in the Hispanic and 10 the urban communities. 11 I’m speaking to you guys today, all of you, 12 which I’ve met a few of you already. I’m 13 speaking to you because Act Now Foundation wants 14 to open an Alzheimer’s Awareness Center here in 15 Union City. 16 We’ve been asked by many counties and many 17 cities but we’ve chosen Union City because Union 18 City is the city that gave us our first start 19 about a year ago. 20 We’ve done many presentations at all of 21 your school districts -- all of your schools in 22 your District, presenting to parents, and we 23 started our organization here a year ago. 24 So we want to open the Center hopefully in 25 the spring of this year. We have secured some  56 1 funding from the Alzheimer’s Foundation of 2 America; however, we are looking for additional 3 funding and, more importantly, -- very 4 importantly, we’re looking for a location. 5 So I’m hoping that maybe the City can 6 support us. 7 I know my co-founder, Cary Lopez, Mr. -- 8 Mayor Stack, has spoken to you about -- 9 MAYOR STACK: Yes. 10 MS. ALLEN: -- setting up a meeting with 11 you. 12 MAYOR STACK: Yes. 13 MS. ALLEN: We still need to do that. 14 But we need to secure a location. We’re 15 looking for a retail location. Would be really 16 nice, since we’re a nonprofit, if the -- somebody 17 could sponsor us maybe for our first year in 18 residence here in Union City. 19 But I have brought some information about 20 who we are, what we do. ALLEN: I would like to ask for the 17 Board’s support and Mr. Mercado’s support in 18 rescheduling that fundraiser. That’s going to go 19 a long way to help open our Awareness Center this 20 spring. 21 Also, there’s a flyer in the back. The New 22 Jersey Devils is throwing us a fundraiser, so I 23 want to get the City behind us, invite everyone 24 in the City to come buy tickets. REINHARDT: It’s Charles Reinhardt. 17 I’m a retired Police Lieutenant and I was also a 18 Captain and an Acting Chief in Maryland for two 19 and a half years. 20 First of all, I just wanted to wish the 21 Mayor and Commissioner a very Happy New Year. 22 I wanted to address the fact -- I want to 23 thank the Mayor for everything he’s done for 24 Nicholas Guirado. I mean I knew Nicholas in the 25 early to mid-70’s and he was outstanding. He was  60 1 my role model, as well as for others. 2 And I can’t thank you enough for everything 3 that you and the Commissioners have done in his 4 name. That’s -- really, I can’t praise you 5 enough for that. 6 The second thing I wanted to say -- 7 MAYOR STACK: Just to interject real quick 8 before you do, we’re doing actually a park 9 renovation on 11th and West at a park that’s 10 dedicated to Nick Guirado. 11 We’re doing the renovation; it should be 12 starting sometime in April. We should have it 13 finished sometime before the end of the summer. 14 And the park will be themed after Union 15 City Police and also it will -- we’re looking for 16 some ideas maybe in the fencing around the park, 17 maybe to put his badge number and maybe his 18 shield on the fence. A larger -- a larger 19 shield, obviously. 20 MR. REINHARDT: Yes. 21 MAYOR STACK: But all the toys that are 22 going into the park all have a police theme. It 23 will be blue, it will be white; the colors of 24 Union City Police. 25 And we’ll do something really nice there.  61 1 The equipment going in -- maybe there’ll be a 2 police motorcycle that sprays water and some 3 other equipment. We’ll keep you updated on that. 4 We’re also going to have a nice block party 5 the day that we do that, invite his family. 6 Maybe the Police Department and yourself could 7 put us in contact with the family and we’ll have 8 something very nice there. 9 We’re going to repave the street around the 10 park -- totally around the park. 11 So I think that will be a nice thing for 12 him and his family. 13 MR. REINHARDT: Absolutely. 14 MAYOR STACK: I know some of his family 15 members still live in Jersey City Heights. 16 MR. REINHARDT: Yeah, some -- 17 MAYOR STACK: I believe his sister, I 18 believe. 19 MR. REINHARDT: -- and others in Florida. 20 MAYOR STACK: Right. Right. 21 MR. REINHARDT: Yeah. 22 The second thing I wanted to address, Mayor 23 and Commissioners, is the outstanding leadership 24 that you have done here in the Police Department. 25 I really -- with the things that have been  62 1 happening today throughout the country, Union 2 City’s a shining example -- 3 MAYOR STACK: Thank you. 4 MR. REINHARDT: -- of the kind of 5 Department that a lot of police departments 6 should be following. 7 One -- one of the things is the diversity 8 of the Police Department. It’s outstanding. 9 But aside from the diversity is also the 10 programs; the Police programs that -- that you 11 and the Police Chief have instituted throughout 12 the years. And -- and that is really 13 outstanding. And, again, it serves as a shining 14 example for other police departments to follow. 15 I think right now we have the highest women 16 police officers in the Department. But not only 17 as officers but also in the rank structure and 18 that’s really outstanding. 19 MAYOR STACK: Thank you. 20 MR. REINHARDT: So, again, that -- I keep 21 repeating myself but I can’t thank you enough 22 because of that. 23 MAYOR STACK: We’re going to continue 24 working on that, too, to even build it even more. 25 MR. REINHARDT: Right. So, -- and that  63 1 really deserves praise because -- 2 MAYOR STACK: I think you miss us here in 3 Union City; I see you now more than ever. 4 MR. REINHARDT: Yeah. 5 MAYOR STACK: Are you back living up here 6 or -- 7 MR. REINHARDT: Well, I see my family and 8 friends up here -- 9 MAYOR STACK: Good. Good. REINHARDT: The third, I also wanted to 12 make a contribution to the Police Museum. 13 I have a helmet from the Bucket Brigade. 14 One of the Union City residents that participated 15 during 9-11, he -- he gave that to a certain 16 person here in the City and -- and I wanted to 17 contribute it to the Police Museum. 18 Originally I wanted to donate it to the 19 9-11 Museum -- 20 MAYOR STACK: Oh, right. 21 MR. REINHARDT: -- in New York, but I think 22 it would be even more appropriate to do it here 23 in Union City. 24 MAYOR STACK: That’s great. 25 You could reach out for Chris Scardino;  64 1 he’s very active with the museum. And also 2 Commissioner Fernandez to coordinate that. 3 MR. REINHARDT: Oh, okay. 4 MAYOR STACK: That would be great. 5 And we could maybe do some type of -- maybe 6 a stronger ceremony this year for Police Week 7 than we’ve done in years before considering 8 everything that has been happening -- 9 MR. REINHARDT: Right. 10 MAYOR STACK: -- in -- throughout the area 11 and throughout the country. 12 MR. REINHARDT: Yeah. 13 And finally, Mayor and Commissioners, I 14 want to thank all of yous for everything that 15 you’ve done throughout the City. It’s been 16 really, really outstanding. 17 And the Police Department is like -- like I 18 mentioned before, it’s a shining example of what 19 a lot of police departments should be in the 20 country. 21 We all know about what -- seeing the news 22 what’s been happening.
