GOUDA: I am Moustafa Gouda with Maser 11 Consulting. I am the Reservoir Engineer for the 12 City of Weehawken and the Engineer of the new 13 Reservoir Park, the Recreation Park. 14 With me is Gus DeBlasio. 15 Gus, would you introduce yourself? 16 MR. DeBLASIO: My name is Gus DeBlasio with 17 Maser Consulting. And I had the pleasure of 18 working with Moustafa on this project, as well as 19 the Mayor and others. 20 MR. GOUDA: Mr. Mayor, as you are aware, 21 the project won the 1st place as the Best 22 Recreation Project in the State of New Jersey in 23 2015. 24 And we would like to present you with the 25 plaque for the Society of Municipal Engineers.  6 1 MAYOR STACK: Thank you very much. 2 Thank you. 3 (Applause.) 4 MAYOR STACK: Thank you very much. 5 MR. GOUDA: My pleasure. 6 MAYOR STACK: Thank you very much. 7 Thank you. 8 Thank you. 9 MR. GOUDA: This is the project plaque for 10 the City to keep. 11 MAYOR STACK: Sure. You know what we’ll 12 do, we’ll put it right in front of the table -- 13 MR. GOUDA: Can we take a picture, Mr. 14 Mayor, -- 15 MAYOR STACK: Sure. Absolutely. 16 MR. GOUDA: -- maybe Gus and I with you -- 17 MAYOR STACK: Sure. 18 MR. GOUDA: -- and the Board of 19 Commissioners. 20 MAYOR STACK: Let’s come -- Commissioners, 21 let’s walk around the table. 22 Just before we do, as we’re going around 23 the table, I would just like to thank Maser 24 Engineering for their work on this project. The 25 Reservoir is actually shared by and owned by  7 1 Union City and Weehawken together. 2 Both Mayor Turner and myself came up with 3 this concept to preserve this open space and not 4 have it possibly come a future development. 5 So it’s 16 acres of property, mostly water, 6 that we preserved at this site. It’s now a 7 passive park where people can go and walk around. 8 Moustafa’s working with Mayor Turner and 9 myself on putting a dog park, about 4,000 square 10 feet, on the corner of 20th and Palisade, which 11 would be 20th on Weehawken side, Washington Street 12 from Palisade to Mountain Road. There will be a 13 small dog park there where people will be able to 14 bring their dogs, sit with their animal, let 15 their animal run around a little bit. 16 And we’ll still preserve the entire walkway 17 around that, along with other improvements that 18 we’re planning in the future. 19 But once again this is a property that 20 Union City didn’t own before. We took ownership 21 with Weehawken to keep it as open space. So we 22 gained open space in Union City. We share it 23 with Weehawken. If you divide it up it would be 24 eight acres each municipality. 25 So this is I think a great urban park. And  8 1 I think that the -- the plaque speaks for itself 2 how it received the aware of the Municipal 3 Engineers. 4 And it’s something that a lot of people are 5 using. Many, many residents go from both 6 Weehawken and Union City to this shared property 7 and go and walk there and walk around. 8 Especially in the summer months but even in the 9 winter I still see many people there. 10 So it’s great to preserve this open space 11 for generations to come in Union City and in 12 Weehawken. 13 I have the pleasure representing also -- in 14 addition to being the Mayor, also State Senator 15 of Weehawken. 16 So thank you very much to everyone who was 17 involved. 18 Thank you to the Commissioners for their 19 commitment to keep this as open space. 20 Also to the Weehawken Council and Mayor 21 Turner. 22 Thank you. 23 (Applause.) 24 (Whereupon, there was a pause while 25 photographs were taken.)  9 1 MAYOR STACK: Thank you very much. 2 I know that both -- 3 MR. VITE: Mr. Mayor, I think we all will 14 want to say something in regards -- 15 MS. DILLON: Okay, but you need to -- 16 MR. VITE: -- to the same ordinance. 17 MS. DILLON: You have to -- 18 MAYOR STACK: Sure. 19 MS. DILLON: -- you have to come up here, 20 sir. 21 MR. VITE: I’d like to say -- 22 MAYOR STACK: You want to wait for the 23 meeting when you meet with me? 24 Or do you want to do it tonight? 25 MR. VITE: I’d like to say it here.  13 1 MAYOR STACK: Sure. 2 MR. VITE: Yes. 3 MS. DILLON: Name for the record? 4 MR. VITE: Yes, my name is Marlon Vite. 5 Good evening. 6 I am a U.S. -- U.S. citizen. I don’t yet 7 have the additional powers for senior citizenship 8 yet but soon. I live in my own apartment, number 9 1, at 1215 Bergenline Avenue, Union City. This 10 is my property. It is a legal three-family house 11 with an approved green card and a State of New 12 Jersey certification of inspection, same -- same 13 copy which is posted in the lobby of my property. 14 Honorable Mayor and Board of Commissioners, 15 I am here because you keep putting your hands in 16 my pockets and in the pockets of each property 17 owner when your taxes ask more. Last time you 18 blamed the fire department. The fact that you 19 sign all the tax increases, in doing so you 20 certify that you fail big time in reducing the 21 taxes of our properties because you have no 22 subsidies and you not know how to increase the 23 income of business owners, tenants, and landlords 24 alike even though we’re close to touristic New 25 York City.  14 1 Each time -- each time that you fail to 2 reduce property taxes and municipal expenses, it 3 certifies to all that you are a failure in 4 accounting, management and investing peoples’ 5 money. 6 You must also educate yourself in lowering 7 taxes and making sure that each year property 8 owners pays -- pays less tax. Make a goal to 9 reduce by at least $1.00 a year. 10 The history will keep your name dearly. 11 You are if not the greatest mayor in the history 12 of Union City; I’m not -- I’m not blind to see 13 that, Mayor. Hear me out please. 14 I paid about $11,000.00 in property taxes 15 and if you were money brokers and if I was 16 invested in your skills, I will have pooled my 17 cash and place it in more experience individuals. 18 Increasing property taxes is not a must. 19 It happens when you -- when you don’t grow sales 20 or goods to the world outside of Union City. But 21 I am not here for you to tell me to do a tax 22 appeal. When you -- neither I am here to help 23 you not be financial failures. I am here because 24 you have created a law, although you are not 25 lawyers but you may be vested with those powers  15 1 to do so. 2 And I refer to short term renting without 3 inviting property owners and tenants to work for 4 the opportunity to host guests in their very own 5 homes. Of course you’re forcing the town hall 6 and advertised it as required for all to see but 7 prior to that you did research about Union City 8 residents hosting but you could have invited 9 hosts to explain their experiences, which I 10 believe are great in big numbers. 11 You are not blind but it is difficult to 12 see the opportunity of progress and need. That’s 13 -- you are missing important data in hosting. 14 I think the ordinance was implemented 15 because of one bad case, maybe two. The overall 16 hosting may about -- hosting about guests who 17 come here, not destroy or disobey. It may be 18 about good hosts -- good guests. 19 Why would guests would entirely want to add 20 expenses for breaking the law or any part of the 21 City or homes? My instinct says no more bookings 22 to avoid fines. I think the ordinance -- there 23 are hundreds of hosts here in Union City that you 24 are very aware of. They are not here because 25 they are doing number 2 in their pants at home.  16 1 Why would they not? Because you have a $200.00 2 night. Because your increasing it to 200 or 3 $500.00 -- (indiscernible) -- tonight. Because 4 this is your legal way of making sure Union City 5 residents are not given reasonable time to comply 6 because you know no other way to pay for your own 7 increased expenses. 8 Because you are no different than any 9 authoritarian regime. Because you may think you 10 are different than Castro himself. You are not. 11 You have forgotten that -- 12 MAYOR STACK: Sir? 13 MR. VITE: But one -- 14 MAYOR STACK: Sir? 15 MR. VITE: -- one thing is sure, -- 16 MAYOR STACK: Any -- any comparison to 17 Castro I have a problem with that. 18 MR. VITE: Excuse me, sir. 19 MAYOR STACK: Sir, no. Sir, just one 20 second. 21 MR. VITE: Yeah. 22 MAYOR STACK: I allowed you to speak 23 tonight, even though I adjourned this. I didn’t 24 have to. 25 MR. VITE: Yeah.  17 1 MAYOR STACK: To insult us is one thing and 2 I’m -- I will never be compared to Fidel Castro. 3 If anybody does anything openly, -- find 4 another municipality that would mail out the 5 ordinance to every resident in the community like 6 we did. You would have simply got a letter, if 7 that, or the inspectors would have showed up at 8 your house and said, listen, sir, your city 9 adopted this ordinance, you’re not adhering to 10 the ordinance. You wouldn’t have even known. 11 Our only obligation -- and we don’t do that 12 -- is to publish in the newspaper. We’ve gone 13 way beyond that. 14 So any comparison to Castro regime or 15 anything, I take offense to that big time. 16 MR. VITE: Okay. 17 MAYOR STACK: Okay? 18 MR. VITE: I’m going to take those words 19 out. 20 And may I continue reading the rest? 21 MAYOR STACK: You -- you can continue. But 22 we’re going to have a meeting -- 23 MR. VITE: It’s going to be just short. 24 MAYOR STACK: We’re going to have a 25 meeting, which we agreed to. I -- I agreed to  18 1 hold it off tonight. I was asked to hold this 2 off tonight and vote on this at another time and 3 I said I would. 4 MR. VITE: Mayor, I’m not against you. I 5 do really -- 6 MAYOR STACK: It has nothing to do with –- 7 Sir? 8 MR. VITE: I do really love what you’re 9 doing in this City. 10 MAYOR STACK: It has nothing do with being 11 against me. 12 MR. VITE: This is -- 13 MAYOR STACK: I will never be compared to a 14 dictator, -- 15 MR. VITE: I say -- 16 MAYOR STACK: -- to Fidel Castro or anybody 17 else, sir. 18 MR. VITE: I’ll ask you your forgiveness 19 then. 20 MAYOR STACK: No you don’t need my 21 forgiveness. I will just never be compared to 22 them. 23 MR. VITE: Okay. 24 May I continue? 25 MAYOR STACK: You can.  19 1 MR. VITE: Thank you. 2 Well, I am here to state that I have three 3 apartments; I live in one and rent out on a month 4 to basis -- month-to-month basis to the other two 5 apartments, which is legally permitted. 6 My two tenants have live in my two 7 apartments for more than three years. They are 8 not perfect and I continually and I must remind 9 them what I accept and I do not accept in my own 10 property. 11 However, I am divorced and my son decided 12 to live with his mother in Secaucus because 13 teachers here said our schools are bad. This may 14 sound ironic but I -- I may be -- it may be just 15 honesty but I am not here for that either. 16 I have two bedrooms that mostly remain 17 empty because my wife and my son don’t live with 18 me. I love Union City because it’s the heart of 19 Hudson County so I stay here. 20 Union City’s full of ugly houses because 21 Union City gives no tax incentives -- incentives 22 for improving. On the contrary, Union City tax 23 property owners more and as soon as each 24 property’s improved, because you’re not -- no 25 other way to pay for city expenses.  20 1 Just minutes ago I was a stranger to many 2 of you. Lucio, Marjorie, Mr. Brian, I have 3 spoken to you before but I am not a stranger to 4 you at all no more since already all of you know 5 my name. My name is Marlon Vite and I live here. 6 Where I am here -- why am -- where am I 7 going with this? Please hear me out, Mayor. You 8 are all afraid of strangers buying goods in our 9 city because I quote, in case of emergencies, 10 fire responders may not -- may have a difficult 11 time locating people. But I know experts in this 12 do it all the time; find people fast and help 13 them fast. 14 When I see a fireman or policeman or woman 15 coming into my home, I feel them as strangers to 16 me but I know better. They most surely come to 17 help me and I am not fully confident of them but 18 not afraid of strangers in that sense. 19 When, I quote, Union City’s a great place 20 to call home but we cannot invite no one to stay 21 in our homes because for all that just remove the 22 heart from it. So we cannot say to any good 23 people out there that mi casa is your casa and 24 you’re welcome to come. 25 Our city allows to pass through 30 th Street  21 1 millions of strangers to New York City every day; 2 twice or more a day. But we really never cared 3 for that before did we. Thousands of strangers 4 stop by Union City to get goods, gasoline, eat, 5 coffee and merchandise and do business. And we 6 even invite strangers with their reduced tax of 7 3.5 percent in the Urban Enterprise Zone. 8 But the Board of Commissioner have decided 9 along that we don’t need a hosting service in 10 Union City. You contradict yourself. You may 11 say that you don’t care if Union (sic) City Mayor 12 Steven Fulop publicly supported short term 13 housing. He’s throwing opportunity for all and 14 took advantage of it and maybe he saw more votes. 15 You may even see that you didn’t care about 16 the extra revenues for all Union City when you 17 decided that hosting in Union City would be 18 illegal but I know that is not true. 19 We all want a lot of people to come and 20 bring the businesses here, don’t we? 21 And it’s just a little bit -- Mayor, I’m 22 about finished. It’s this much. 23 The Board of Commissioner may even think 24 that we don’t need this hosting but I tell you 25 this, -- our museum uninvited strangers before,  22 1 great people of art. And when business strangers 2 come here to town they couldn’t book a Union City 3 hotel. Do you know why? Because we don’t have 4 in Union City a decent hotel of this -- for 5 decent people to stay at who are strangers. We 6 don’t have legal hosting here either now. 7 Our museums, good people -- it is the 8 Commissioner, Lucio Fernandez, and curator Amado 9 Mora, and many more Union City museums hosts may 10 have been shamed for not having the immediate 11 accommodations to welcome their out-of-town 12 friends or honorable guests at some events. 13 Once there was a movie star, a cowboy, 14 President Reagan who asked Mr. Gorbachev, tear 15 down this wall. Union City cannot close the gate 16 to New York City or avoid its strangers in our 17 town. Our Mayor cannot do that. 18 Our -- Union City cannot avoid hosting New 19 York City people should they have another 20 horrific event. I ask God it never happens 21 again. But if it does my home would be available 22 to home -- to good strangers of New York City. 23 Union City cannot say no to strangers. When it 24 is a fact that works heritage location to invite 25 and accommodate strangers in their homes where  23 1 they’re sure touristic state. 2 Visitors usually stay less than 30 days 3 leaving great reviews of our homes. Because like 4 Mayor Stack wants to make sure our homes is 5 clean, neat, a great place to call home -- and I 6 quote it. 7 Imagine if Union City was the Galapagos 8 Island? It is a world heritage as Rome is. So 9 it is the Statue of Liberty in our very own 10 museum couldn’t say to the world, you are -- if 11 you are not a Union City resident you will not be 12 welcome to stay for less than 30 days. 13 Mr. Gorbachev, tear down this wall. 14 A great place to call home needs its doors 15 open to good people. Don’t build iron walls. 16 Say to the world Union City’s not Cuba. Almost 17 all Cubans and Dutch left us already. Open the 18 gates. 19 I am not asking you to undo the short term 20 granting ordinance because it may look bad on 21 your record but I assure you will have wisdom 22 like your very own parents did when they provided 23 a place to stay to others in their own home. Our 24 parents may have even welcome in other peoples’ 25 homes themselves.  24 1 When I came to the USA I was receive a 2 short term guest with open -- open arms then. 3 Mr. Stack, tear down this wall. Show the 4 world that you are indeed your mother’s son who 5 invited strangers in need to temporarily stay in 6 their apartments and buildings regardless of how 7 short the stay would be. 8 Some of us residents want to legally do the 9 very same, same that your family did. Maybe you 10 even had a good experience in welcoming some in 11 your own home before. 12 Thank you for listening to me. 13 MAYOR STACK: Thank you. 14 MR. VITE: I appreciate it. 15 COMMISSIONER FERNANDEZ: Mayor, I’d like to 16 say something. 17 Mr. Marlon, I’d like to say that -- 18 MR. VITE: Yes. 19 COMMISSIONER FERNANDEZ: -- although we 20 have a time limit of speaking, the Mayor has 21 allowed and the Board of Commissioners allowed -- 22 MR. VITE: I appreciate. 23 COMMISSIONER FERNANDEZ: -- you to speak 24 over ten minutes in length. And I believe -- and 25 I think I speak on behalf of all the  25 1 Commissioners that I think what you just read is 2 a little premature being that the Mayor tabled 3 this to the 1st of -- of the month in order to 4 hear your -- your commentary on this. 5 So I think what you just read is a little 6 -- a little bit overboard in terms of being 7 insulting to the Mayor and the Board and also a 8 little premature for you to address the Board, as 9 the Mayor stated that he has tabled this to the 10 next meeting. 11 I think what you have said could have been 12 done in private with a group of hosts with the 13 Mayor to discuss possibilities. 14 I think, with all do respect, I know you, I 15 think you owe the Mayor a big apology, sir. 16 MAYOR STACK: I -- I don’t need -- I don’t 17 need an apology. 18 The thing I take -- 19 COMMISSIONER FERNANDEZ: But I think you 20 do, Mayor. 21 MAYOR STACK: The thing I take issue 22 with -- 23 MR. VITE: I’ll apologize, Mayor. 24 MAYOR STACK: You don’t need to. 25 MR. VITE: I do.  26 1 MAYOR STACK: You don’t need to. 2 The thing I take issue with is the comment 3 about the schools. But when you look at things you see the 8 whole picture. You see the overall. 9 Sometime somebody get effected by it, when 10 in reality everybody gets and benefits. 11 Sometime you can’t just look at your own 12 pocket; you got to look at the whole picture. 13 You got to look at the whole picture by bringing 14 people sometime -- 15 MAYOR STACK: Just -- just if you can keep 16 your comments here. 17 MR. I live in an apartment 15 building. I’ve lived in apartment buildings all 16 my life. My mother was a superintendent and my 17 father of an 82-unit building. And the greatest 18 thing we knew is who lived in apartment 1L, who 19 lived in apartment 1M. 20 And I think it’s important from all our 21 messages out there that we get a sense of who we 22 know in our community so we can look out for each 23 other. And I really, really think that, you 24 know, that is so important, the sense of 25 community.  30 1 Why has crime gone down in Union City? 2 Why are the neighborhoods improving? 3 Because we look out for each other. 4 Would I personally want somebody living 5 next store to me every other day -- a different 6 man or a different woman? I’m going to tell you 7 no, honestly. I have a right as a citizen of the 8 community -- taking aside that I’m the Mayor and 9 State Senator -- to state that. I wouldn’t want 10 that. 11 I’m not sure there’s many people who would 12 say that they want somebody different every 13 second or third day living next door to them. 14 I’m not sure that’s really where we want to go in 15 this community and that’s why we went ahead and 16 did this. It’s about quality of life. 17 It’s not about the almighty dollar. And I 18 understand, we all fight our own way, to survive 19 in our own way, whether we’re paying for our 20 apartment, our home, our car, whatever our 21 expenses may be. But it’s pretty dangerous when 22 you’re bringing somebody into your home that you 23 don’t even know. 24 I read a story over the weekend. The New 25 York Attorney General’s Office has issued  31 1 subpoenas to Airbnb and Home Away -- Home a Home 2 -- Home Away From Home. They’ve issued subpoenas 3 to them asking them for their records. 4 When people that are on websites have said 5 they’re one person and then the person that shows 6 up is not the person on the website. So there is 7 some danger here. And now 21 there’s no way of tracking that. 22 What this system will do is it will force 23 the owners of the jewelry shops, the owners of 24 the pawnshops to actually every time they 25 purchase any article of jewelry, -- whether it be  41 1 gold, silver, or diamonds -- they must not only 2 enter a record of what they bought, from whom 3 they bought it, the day they bought it, as well 4 as a photographic record of what it looks like. 5 Which makes it easy for the Police 6 Department or at least easier, if we have a 7 specific piece of jewelry -- a charm, for 8 example, with somebody’s name on it or some 9 precious gems if you will. We can actually go, 10 look at the photo, take the photo to the victim, 11 and have the victim positively identify that that 12 is their jewelry. 13 Now we obviously know who sold it and it 14 will make our job in the sense of identifying and 15 arresting these perpetrators that much easier. 16 MAYOR STACK: Good ordinance. 17 LIEUTENANT LOACES: I think it’s a very 18 good system. 19 MAYOR STACK: Good ordinance. It will be dedicated to five police 7 officers and the entire history of the Police 8 Department that lost their life on behalf of the 9 residents of Union City. It’s going to be half- 10 passive park and half-active park for the 11 children. 12 The streets will be totally redone in that 13 neighborhood. 14 In addition to that we’ll probably be doing 15 about 25 additional streets this summer that 16 we’ll be targeting -- trying to target the worst 17 blocks in the City to do as much as we possibly 18 can. 19 In addition, we’re ordering four garbage 20 trucks. We haven’t had garbage trucks since the 21 1990s. These are being paid out of a bond. 22 This landscaping contract that we have for 23 our parks, to keep our parks in the condition 24 that they are, I’m very proud of the job that 25 Commissioner Valdivia has done in the parks. The  54 1 parks look beautiful. 2 When you compare us to other communities, 3 it’s night and day what we’ve done with the park 4 system in the City. Thanks to the residents for 5 helping keep them -- keep them as nice as they 6 are. 7 Again, the other maintenance project is on 8 Ellsworth and Police -- on -- 9 I’m sorry. 10 -- on Firefighters Memorial Park. The 11 agreement again with the Environmental Protection 12 on the Green Acres program. That was something 13 that wasn’t funded out of the taxpayers’ dollars 14 we were able to secure that out of grant funding 15 that the Governor was actually able to help us 16 secure. 17 And just to mention as a side to that, the 18 schools that you see going up in the community, 19 majority of the parks, the streets that are being 20 repaved, is money we’ve been able to bring into 21 the City from being aggressive and seeking 22 grants. 23 In addition to the 18 -- over 18 million 24 dollars we received from the -- from direct state 25 aid from the State of New Jersey.  55 1 On the pools and spray ground maintenance 2 of the parks, that’s something that we do to have 3 it professionalized to make sure we’re taking 4 care of the equipment we put into the parks. 5 It’s not always that easy to renovate a park but 6 it’s easier to renovate it than it is to maintain 7 it. Maintaining it is something that we take a 8 lot of pride in in Union City. 9 On the sweeper, the Elgin sweeper, we’re 10 purchasing; again, that’s under the bond issue. 11 Also on the salt spreader trucks. I’m very 12 proud of the Department of Public Works; 13 Commissioner Rivas and the entire Department. 14 When you look at the blizzard that we had, 15 I don’t think there’s many people that can say 16 the streets weren’t down to the blacktop 17 throughout the entire storm. I know we were out 18 there for almost four days of that storm. 19 On Summit Avenue, Section 4, this year 20 we’ll be doing -- we did from 15 to 22 on Summit 21 Avenue. Now we’ll be doing from 22 to 26. Once 22 that’s done then the street will be paved from 23 15th up to 26th. There was a time in Union City where the 18 Commission Meetings were held at 11 o’clock in 19 the morning. Detective Dunlay has reviewed 14 the video on the matter and it appears to have 15 been handled pretty well. But, nevertheless, an 16 incident did occur. 17 We have talked about this and I would 18 recommend a five day suspension, which would be 19 February 29th, 1st, 2nd, 3rd, and 4th. 20 So that’s Monday -- they close Sunday 21 night, they could reopen if they want to 12:01 22 Saturday morning.
