Proclamation Presentation (Honoring Otis 20 Davis) 21 22 ACTING CITY CLERK: First item on the 23 agenda, we have a Communication Proclamation 24 Presentation. We’re honoring Otis Davis. 25 Commissioner Fernandez?  5 1 MAYOR STACK: Just before we do, just 2 before we read the Proclamation, I just wanted to 3 make just a few comments. 4 I -- I’ve known Otis Davis for many, many 5 years. Otis has always been a person that’s gone 6 out of his way to help others. He lives right 7 over here on 7th -- 6th -- 7th and Palisade Avenue. 8 And I just wanted to thank him for his commitment 9 not only to the community but, more importantly, 10 Otis Davis’ commitment to children. 11 COMMISSIONER FERNANDEZ: Mr. Davis, if you 12 could please join us? 13 MAYOR STACK: Hi, Otis, how are you? 14 MR. DAVIS: Good. 15 MAYOR STACK: Thank you very much, Otis. 16 Thank you. 17 (Whereupon, there was a pause in the 18 proceedings.) 19 COMMISSIONER FERNANDEZ: Your Proclamation 20 reads as follows: 21 Whereas, the City of Union City is pleased 22 to honor Otis Davis of the United States Army for 23 his exemplary record unmatched in both his 24 military career and his Olympic career; and 25 Whereas, Otis Davis has made significant  6 1 contributions to the betterment of the City of 2 Union City and has dedicated countless hours to 3 many worthy causes; 4 Whereas, Otis Davis was born in Tuscaloosa, 5 Alabama, on July 12, 1932. He served four years 6 in the United States Air Force during the Korean 7 War. Following the Air Force he attended the 8 University of Oregon on a scholarship. He joined 9 the track and field programs for the Oregon 10 Ducks, winning the national AAU champion in the 11 440-yard run in 1960. That same year Otis made 12 the U.S. Olympic Team, setting the world record 13 of 44.9 seconds, becoming the first man to break 14 the -- the heralded 45 second barrier, leading to 15 win two gold medals. 16 In 1991 he moved to Union City and around 17 2003 Otis was hired by Union City Board of 18 Education as a truancy officer, teacher, coach 19 and mentor. He coaches Union City special needs 20 students and -- and elected United States 21 Olympians, Tri-State Chapter President in -- was 22 elected our Olympians Tri-State Chapter President 23 2012. Mr. Davis now organizes the Annual Mayor’s 24 Cup competition; and 25 Whereas, Otis Davis has achieved excellence  7 1 in training and mentoring others, his 2 accomplishments serve as an inspiration to the 3 citizenry of the City of Union City are hereby 4 lauded and recognized; and; 5 Therefore, Be It Resolved, that Brian P. 6 Stack, Mayor of the City of Union City and the 7 Union City Board of Commissioners do hereby honor 8 Mr. Otis Davis. 9 Congratulations. 10 (Applause.) 11 MAYOR STACK: Thank you very much, Otis. 12 Thank you. 13 MR. DAVIS: Thank you very much. 14 MAYOR STACK: Would you like to say a few 15 words? 16 MR. DAVIS: I don’t have that many words to 17 say but I’m just honored to be here and I’m 18 dedicated to helping the youth. 19 The answer to some of the problems we have 20 in the communities is not hiring more policeman; 21 it starts at home with the children. They need a 22 healthy environment. 23 You can see in some of the other cities -- 24 and I won’t name them -- they hire more policeman 25 and they have crime.  8 1 The media cooperates with me a lot because 2 they know I’m a positive contributor. And I urge 3 all of you to love your children, try to get them 4 a good start because they have fun in the 5 programs I have. We’re now working on some of the side 21 streets. I know everyone sees that 22 nd Street is 22 now being done from Palisade to Kennedy. We’re 23 going to be doing the same thing on some of the 24 smaller streets now. And we broke the City down; 25 downtown, midtown, uptown. And we’re trying to  28 1 do that over the next two years or so. 2 We’re trying to take those blocks that we 3 consider the worst blocks first where there’s 4 holes in the pavement, the street hasn’t been 5 paved in many, many years. The problem that you 6 have in Union City is many streets haven’t been 7 paved in 60 or 70 years. So right now we’re 8 going back and doing a lot of these streets and 9 you see a lot of work going on in the City. 10 I just ask everyone to be patient. We’ll 11 get to everybody’s block either sooner or later 12 so-to-speak. We try to do as many as we can. 13 This year, in addition to all the roadwork 14 that’s going on on Summit Avenue, We’ll be doing 15 from 21st to 32nd on Summit. We’ll be doing 13 to 16 18 on Bergenline Avenue. We’ll also be doing 22 nd 17 Street obviously -- that we’re doing right now. 18 And then we’ll be doing about 30 side streets in 19 the City over the summer. That will be August, 20 September, October, into November. 21 Most of those streets the sidewalks and the 22 plantings will be done. There’s decorative 23 lights going in. Not on all the streets but 24 where we can afford to do so; we always try to 25 add more lighting. The paving will more than  29 1 likely get done next year. 2 The reason we hold off the paving for a 3 year is because we require PSE&G and the water 4 company to go out and fix the mains on these 5 streets. And even though they go back and they 6 fill the trench in, most times the trench settles 7 and it sinks. So we usually leave it for a year, 8 see what kind of sinkage we get and pave them the 9 following year. 10 In addition to that, I know many see that 11 the United Water and PSE&G are doing a lot of 12 work. Any streets that have been dug, they’re 13 repaving over. That will be done in probably 14 August, September and October also. But we’ll 15 keep everybody up-to-date when that will be done. 16 That’s on -- on the street program. 17 The commitment that we’re making -- and I 18 -- I give the Commissioners much praise for the 19 commitment on our Recreation, on the soccer 20 equipment. Commissioner Valdivia’s been doing a 21 great job with the Recreation program. On the 22 football equipment that you see on here, and the 23 trophies. 24 What Mr. Davis just spoke about a little 25 while ago; giving children after school programs,  30 1 good recreation programs -- not only after school 2 but throughout the entire summer, helps the 3 Police Department to continue doing the great job 4 that they’ve been doing. 5 The dog dispensers that we put up -- that’s 6 those little boxes on the poles with the baggies 7 in them. It gets people to pick up after their 8 dog. We’re trying to encourage people constantly 9 pick up after your dog, if not we’re issuing 10 summonses. It’s a major quality of life issue. 11 The upgrade to the audio and visual and 12 lighting here at the William V. Musto Center, 13 Commissioner Fernandez is working very hard on 14 that with Commissioner Rivas and Commissioner 15 Martinetti and Valdivia also. Constantly making 16 upgrades for the different events that they hold 17 here. 18 This has been a great meeting place. It’s 19 almost used seven days a week. Something we 20 encourage. We want people to come in and enjoy 21 the public buildings in the City. 22 In addition to that the Police equipment -- 23 I just wanted to make a comment. 24 Last night we had Night Out Against Crime 25 in Union City. And sometimes it could just be  31 1 another day for -- for people but in Union City 2 it’s not. We really do celebrate the great 3 strides we’ve made in Union City. 4 I don’t say that because I’m the Mayor. I 5 say that because I’m very proud of the community 6 that I represent as the Mayor. The community’s 7 done a great job in reaching out to the Police 8 Department. 9 I think right now in the Police Department, 10 Chief, we’re about a hundred and forty thousand 11 calls? 12 A hundred and forty thousand people have 13 called the Police Department from January 1 st 14 until today so far. It’s a -- it’s a tremendous 15 number. It increases every year. And that just 16 goes to show you, yeah crime is down to about 30- 17 year low. Crime is never going to get low 18 enough. There’s always going to be a level of 19 crime out there. It’s how we go out and how we 20 attack that crime. 21 And I just wanted to say with the Chief 22 here, Chief Molinari has done an outstanding job. 23 He’s here this evening. He didn’t know I was 24 going to say any of this but he’s doing an 25 outstanding job, along with the entire Police  32 1 Department. 2 There’s police officers that are here today 3 -- many obviously are not here, out on patrol or 4 home or getting ready to come on their shift but 5 they do an excellent job. And I’m very proud of 6 the relationship that we’ve built in Union City 7 with the Police and the community. 8 And then another component is having 9 elected officials involved in that. You don’t 10 see the problems that we see in many other 11 communities here in Union City. 12 Last night we had Night Out Against Crime. 13 We had to have five, six thousand people there 14 last night. You see how great the people mingle 15 with the Police Department. There’s a lot to be 16 said about that. 17 Police officers that were raised in the 18 community, took the test in the -- in the Police 19 Department have now moved up, -- became police 20 officers, move up in rank in the Department. 21 This is what we want to see and we’re very proud 22 of that. 23 So, Chief and to all the police officers 24 that are here, thank you for the work that you 25 do. I appreciate it. In the rear, you 24 know, you have a deck out in the back, a patio 25 area in the back and we wanted to know maybe what  50 1 the plans are out there.
