On behalf of the 8 Union City Police -- on behalf of the Union City 9 Police Department we thank you for coming out to 10 this awards ceremony. 11 At this time we’re going to ask you to 12 please stand, as we honor our flag. 13 And Captain Nichelle Luster will lead us in 14 the Pledge of Allegiance. 15 CAPTAIN LUSTER: Gentlemen, if you’re in 16 uniform and have a cover on, please salute. 17 18 (Whereupon, the Pledge of Allegiance, led 19 by Captain Luster, and said by all.) 20 21 CAPTAIN LUSTER: Please remain standing. 22 CAPTAIN WOLPERT: You could have a seat. 23 Folks, at this time I’m going to introduce 24 Father Sutton. He’s going to give us his opening 25 remarks and an opening prayer.  6 1 Father Sutton? 2 CHAPLAIN SUTTON: Thank you, Captain. 3 We bow our heads as we place ourselves in 4 the presence of our God. 5 In a special way we ask to please remember 6 Margaret Stack and the Mayor and his family in 7 your prayers. 8 Precious God, these men and women are 9 honored today as Union City police officers and 10 supervisors. Continue to bless their lives of 11 integrity and service and justice as we are 12 mindful of those who give their lives and 13 especially the six men who posthumously were 14 remembered on the signs of 15 th Street this 15 afternoon. Continue to bless us, bless the 16 members of the Union City Police Department and 17 all the people who reside here. 18 We ask this in your name, the Father, the 19 Son, and the Holy Spirit. 20 Amen. 21 Thank you. 22 CAPTAIN WOLPERT: It’s my pleasure to 23 introduce the Police Chief of the Union City 24 Police Department, Richard Molinari. 25 CHIEF MOLINARI: Thank you, Captain.  7 1 About three months ago I got a little memo 2 from the Mayor. And he basically said that he 3 really wants to do something special for National 4 Police Week. And he basically said let’s come up 5 with some ideas, let’s come up with some things 6 and let’s recognize not only the Union City 7 Police Department but the six fallen officers who 8 gave their lives to the residents of Union City. 9 And we came up with a couple of things this 10 year. And one was dedicating 15 th Street, from 11 Kerrigan Avenue all the way to Palisade Avenue; 12 it’s going to be renamed Union City Police 13 Memorial Way. And each individual street was 14 named after each of the officers killed in the 15 line of duty. 16 This is something that’s probably long 17 overdo but I think with the new construction 18 going on, the lighting, the trees, -- and we all 19 know how the Mayor feels about moving Union City 20 forward -- I thought it was only fitting that 15 th 21 Street was chosen; the beauty that it’s going to 22 exemplify. And memorializing the six police 23 officers who gave their ultimate lives for the 24 residents of Union City, number one. 25 Number two.  8 1 The Mayor said once again we need to go out 2 of our way and recognize the men and women of the 3 Union City Police Department for their day in and 4 day out work that they do for every resident of 5 this town. 6 In addition, those who go above and beyond 7 -- and that’s what we’re going to recognize 8 tonight. Some of the awards that you’re going to 9 hear, the men and women who go above and beyond. 10 But I say this as the Chief of Police, -- 11 and I’ve often said this -- this is by no doubt 12 in my mind the best, finest Police Department in 13 the State of New Jersey and anywhere across the 14 country. These brave men and women go out 15 everyday, they put the residents first. They 16 find out what their needs are. They attend to 17 their needs. And they make sure that everything 18 that the public needs we attend to. 19 I am utmost proud to lead this Department 20 day in and day out. 21 And I want to publicly thank every member 22 of the Police Department right here, right now. 23 24 (Applause.) 25  9 1 CHIEF MOLINARI: Finally on Friday at three 2 o’clock the Mayor came up with an idea. We 3 currently have a Fire Memorial Park where we 4 honor all the firefighters that are killed in the 5 line of duty. And the Mayor said it was time to 6 honor those police officers. 7 We’re taking the park located at 11th and 8 West and we’re re-dedicating that in the honor of 9 the six officers killed in the line of duty. 10 So Friday at three o’clock we welcome 11 everybody to come back. We’re going to have a 12 small groundbreaking ceremony. I can guarantee 13 you, when you come back in October or November 14 when the park is done, you will be very proud. 15 We’re going to have a national monument 16 where we’re going to honor and place the names of 17 plaques of all of those officers killed in Union 18 City. It’s going to be a phenomenal, phenomenal 19 park. 20 I want to publicly thank Mayor Stack 21 because this was his initiative. He’s been 22 working on this every day. He comes up with new 23 ideas. 24 And I can’t tell you how much he wanted to 25 be part of this today. So, I want to thank the  10 1 Mayor because it was all his insight to get this 2 done. So, please, if you have the opportunity to 3 come three o’clock on Friday, we’re going to 4 break ground. And certainly in the fall, you are 5 going to see a tremendous tribute to the six 6 police officers who lost their lives serving the 7 community of Union City. 8 Once again I thank everybody tonight for 9 coming out. 10 11 (Applause.) 12 13 CAPTAIN WOLPERT: We’re going to move ahead 14 to the Award Presentation portion. 15 When your name is called please step up to 16 the front to accept your award. 17 Please don’t make fun of the glasses. 18 Officers James Glaser and Juan Rodriguez -- 19 if he’s here. 20 21 (Applause.) 22 23 CAPTAIN WOLPERT: In early February of 24 2015, multiple calls directed officers to a group 25 of males threatening citizens with handguns.  11 1 At one point three different victims 2 notified Communications that they were threatened 3 by a group of males last scene within a motor 4 vehicle. 5 Information provided by the victims led to 6 both a description and registration of the 7 suspect vehicle. The information was broadcast 8 to all patrol units, with special attention to 9 those operating in the 39th Street area where the 10 vehicle was last reported traveling. 11 Officer Glaser and Rodriguez immediately 12 responded to this area in search of the armed 13 suspects. Upon arriving the vehicle was located 14 in a small parking lot behind a residential 15 building. 16 At the time the vehicle was occupied by 17 multiple male suspects. This vehicle and the 18 suspects were positively identified as the group 19 that threatened citizens earlier. A subsequent 20 search of the vehicle recovered a loaded handgun. 21 Officer Glaser and Rodriguez participated 22 in an investigation that ensured several armed 23 suspects were taken into custody with no civilian 24 injuries. 25 Proactively patrolling their assigned  12 1 sector, the officers were both diligent and alert 2 in the broadcast. Without hesitation when 3 confronted by the suspect vehicle, the officers 4 took action controlling the scene, protecting the 5 neighborhood and securing armed suspects. 6 The have been awarded the Honorable Service 7 Award. 8 9 (Applause.) 10 11 CAPTAIN LUSTER: Can I please have Sergeant 12 Archer Cuellar, Captain B. Wolpert, Jonathan 13 Rivera, Nick Alvarez, Dave Ovalle, Al Soto, and 14 Jason Bellamy. 15 These officers, in August of 2014, were 16 able to successfully prevent a male armed with a 17 sword from either harming himself or harming 18 nearby residents. 19 Officer Rivera and Alvarez were the first 20 officers that arrived on scene and they were 21 confronted with an armed suspect. The suspect 22 threatened to kill them. 23 The officers maintained their composure, 24 they tactically retreated, and they secured the 25 apartment door.  13 1 Unusually calm in their transmissions, they 2 were able to advise Communications of the 3 situation and request assistance. 4 Captain Brian Wolpert was the first 5 supervisor on scene. He deployed personnel in a 6 tactical formation, securing the perimeter, 7 evacuating residents, and maintaining command and 8 control of the entire operation. He directed 9 officers that were arriving to positions that led 10 to a successful resolution. 11 Sergeant Cuellar arrived on scene and 12 immediately began negotiating through a door with 13 the suspect. He positioned himself on several 14 occasion in harms way in order to gain better 15 access and communication with that suspect. He 16 negotiated for nearly 45 minutes bringing him -- 17 to bring the suspect out of the apartment 18 unarmed. 19 Officer Ovalle, Soto and Bellamy positioned 20 themselves near the front door of the location in 21 full tactical gear for close to an hour. When 22 the opportunity finally presented itself, the 23 officers did not hesitate. They made entry into 24 the tight confines of the hallway, coming into 25 contact with a violent suspect. Despite  14 1 resistance and struggle, the party was secured 2 and the incident came to a successful conclusion 3 with none of our citizens injured. 4 Because of their teamwork the above 5 officers have been recognized for their actions 6 on this date. 7 Thank you. 8 9 (Applause.) 10 11 CAPTAIN WOLPERT: Police Officer Carlos 12 Pina and Angie Lugo. 13 On March 31st, 2015, officers were directed 14 to a residential building on a report of two 15 suspects armed with handguns. 16 Officers responded directly to the address 17 and maintained observation of the front door 18 awaiting for additional units. While standing by 19 a suspected exited the building armed with a 20 handgun. 21 Officer Pina and Lugo took a tactical 22 position and began giving verbal commands to the 23 armed suspect. The suspect refused to comply 24 with such commands and instead turned facing the 25 officer with the handgun pointed in their  15 1 direction. 2 At this time a second male appeared from 3 the same building. Additional verbal commands 4 were given and armed suspect continued 5 manipulating the weapon refusing to release it. 6 This left a tense situation where deadly force 7 could have been applied. However, the officers 8 on scene continued their commands, maintaining 9 cover as additional officers arrived to assist. 10 Ultimately, the suspects were secured and 11 two imitation handguns were recovered, one on 12 each suspect. 13 Officer Pina and Lugo in this incident 14 demonstrated both bravery and restraint by 15 confronting armed suspects who were refusing to 16 comply with their initial verbal commands. Their 17 actions ensured that a tragedy was averted with 18 horrible results for all involved. 19 Because of their actions on this date, in 20 particular their restraint, they have been 21 awarded the meritorious service award. 22 Congratulations. 23 24 (Applause.) 25  16 1 CAPTAIN LUSTER: Detective Dunlay please. 2 My error; Detective Sergeant Dunlay. 3 This is an Exceptional Service Award. 4 Being honored is Sergeant David Dunlay and also 5 Detective Peter Mendoza. 6 In late July of 2012, Detectives Dunlay and 7 Mendoza were patrolling in the area of 31 st and 8 Bergenline Avenue when they heard multiple 9 gunshots fired. They saw a large scene with a 10 larger crowd; multiple people were running in 11 different directions. 12 They observed a male suspect place a 13 handgun in his waistband. The male began to run 14 from the officers, refusing to comply with their 15 commands to stop. 16 They became involved in a foot pursuit and 17 the fleeing male was observed removing the gun 18 out of his waistband. He discarded the handgun 19 after the foot pursuit. 20 Detective Dunlay and Mendoza moved towards 21 danger, despite the likelihood of facing an armed 22 suspect. When this suspect was confronted, the 23 officers pursued him, a focused determination 24 allowing an armed suspect who had just fired his 25 gun to be apprehended without any injuries to the  17 1 public or to the officers. 2 These courageous actions by these officers 3 have earned them the Exceptional Service Award. 4 5 (Applause.) 6 7 CAPTAIN WOLPERT: Sergeant Angel Cartagena, 8 Police Officer Varona, Sergeant Dunlay, Police 9 Officer Navarro, and Police Officer Figueroa, if 10 they’re present. 11 On January 10th, 2015, at 2:49 hours, 12 patrol units were dispatched to a report of a 13 fire at 208 New York Avenue. 14 Sergeant Cartagena arrived shortly 15 thereafter and observed a large structure fire 16 consuming one building and parts of several 17 others. After updating Communications of his 18 observations, he entered the structure with 19 Police Officer Varona who had arrived to assist. 20 Despite heavy smoke already filling the 21 first floor apartment, the officers located one 22 resident behind stacked furniture and 23 miscellaneous items. The victim was conscious 24 but appeared lethargic and was not responding to 25 verbal directions to exit immediately.  18 1 Having great difficulty maneuvering in the 2 tight corners with a heavyset male, the officers 3 requested assistance. 4 Shortly thereafter Sergeant Dunlay, Officer 5 Figueroa, Officer Navarro arrived at scene and 6 entered the same apartment. 7 Upon my arrival, -- 8 Which I was actually there so it’s a little 9 -- it means a little something more to me because 10 I physically saw this from the outside. 11 Extremely impressive. 12 Upon my arrival, near the front of the 13 building, I observed flames approximately 30 feet 14 high emanating from the upper floors. 15 Which is the same building that all these 16 officers went into, multiple times. 17 I also observed heavy smoke on the first 18 floor of 208 New York Avenue beginning near the 19 window. This was the same apartment where the 20 officers had entered to evacuate the victim. 21 A short time later the officers were able 22 to carry the victim out to a waiting ambulance. 23 The same officers made several more entries into 24 adjacent buildings, leading citizens away from 25 damaged structures. By the time the Fire  19 1 Department had arrived, all effected structures 2 had been evacuated by the officers on scene. 3 There is no doubt that the actions by these 4 officers on this scene had saved at least one 5 life, if not additional residents, by their 6 actions. 7 Special attention should go to Sergeant 8 Cartagena and Officer Varona who without 9 hesitation made initial entry into the burning 10 structure in search of victims. 11 In addition, Sergeant Dunlay who made his 12 own entries and had the presence of mind to keep 13 track of all Police personnel on scene by 14 conducting several roll calls on the radio 15 ensuring all officers were accounted for and 16 safe. 17 An organized operation at a dangerous, 18 disorganized event could have gone wrong a number 19 of ways. If not for the determination and 20 physical stamina by these officers, a major 21 tragedy was sure to follow. The officers are 22 being recognized for the actions in this 23 incident. 24 25 (Applause.)  20 1 2 CAPTAIN LUSTER: Can I have Detective 3 Sergeant Delatorre, Detective Jimenez, Detective 4 Taveras and Detective Jose Diaz? 5 These officers are being honored with a 6 Unit Citation. 7 Just a little background on a Unit 8 Citation. Normally that’s granted or given after 9 a year time period for exceptional performance 10 within a particular unit or division. This 11 particular award is being given based on two 12 months worth of performance. 13 These Detectives before you are involved in 14 our Narcotics Task Force. In a period of just 15 over two months the Narcotics Task Force 16 diligently conducted numerous investigations, 17 gathering intelligence and working with criminal 18 informants. These investigations are time 19 consuming and often dangerous, as our officers 20 often work undercover. 21 Based on these investigations, in two 22 months time period, the Narcotics Task Force 23 accomplished the following results: 24 In two months, over 30 arrests. 25 The execution of seven search warrants.  21 1 A seizure of over 108 -- I’m sorry -- a 2 seizure of over 85 grams of cocaine. 3 A seizure of over 300 grams of marijuana. 4 A seizure of 30 pills of Oxycodone. 5 A seizure of 48 pills of Adderall. 6 And a seizure of approximately $14,000.00 7 in currency. 8 During those two months time period they 9 also removed two handguns from the street. 10 Hard work, teamwork, motivated officers, 11 they’ve truly produced impressive results and 12 this is in a short time period. 13 For that they’ve been awarded both a Unit 14 Citation and an Honorable Service Award. 15 Thank you. 16 17 (Applause.) 18 19 CAPTAIN WOLPERT: Detective Sergeant Ray 20 Cetinich and Detective Joe Casazza. 21 In September of 2014 a fight in the area of 22 22nd Street escalated where one suspect produced 23 and fired a handgun several times. During this 24 incident two parties were unfortunately shot. 25 Investigative Division Detectives were  22 1 faced with two separate crime scenes and several 2 witnesses. However, after conducting multiple 3 interviews and following numerous leads, 4 Detective Sergeant Cetinich and Casazza were able 5 to identify suspect shooter. 6 Ultimately this party was taken into 7 custody and the handgun fired was recovered. 8 What was even more impressive was that all this 9 occurred within 24 hours after the initial 10 incident. 11 It is obvious that the Detectives’ hard 12 work and determination was the key to solving 13 such a horrible crime. 14 Because of this they are being awarded the 15 Honorable Service Award. 16 17 (Applause.) 18 19 CAPTAIN LUSTER: Lieutenant Perez, can you 20 come up please? 21 Lieutenant Perez is being honored with a 22 Meritorious Service Award. 23 While on patrol, in an unmarked vehicle and 24 in plain clothes, in the area of 21st Street and 25 West, Lieutenant Perez heard shots fired in the  23 1 area. Upon investigating he observed two male 2 parties nearby who appeared to be alarmed by his 3 presence. 4 One male reached towards his waistband and 5 then quickly hid behind a parked vehicle. 6 Lieutenant Perez took up a tactical position 7 while giving verbal commands to the two suspects. 8 The one suspicious male continued maneuvering an 9 item in his waistband; the second suspect began 10 to run from the area. 11 Lieutenant Perez maintained his position 12 while continuing verbal commands when he observed 13 a silver metallic object being removed from the 14 suspicious party’s waist area and then being 15 discarded on the ground. 16 Maintaining his position, Lieutenant Perez 17 calmly notified Communications of shots fired and 18 requested additional officers while holding the 19 suspect at gunpoint. Ultimately the suspect was 20 taken into custody and a handgun was recovered. 21 Despite being initially outnumbered and 22 facing an armed suspect who had just -- just 23 discharged a weapon, Lieutenant Perez took 24 immediate action. His decisiveness and 25 professional approach to the one of the most  24 1 dangerous calls for service for any officer 2 clearly demonstrated his discipline and his 3 bravery. 4 While holding an armed suspect at gunpoint, 5 Lieutenant Perez clearly provided Communications 6 with valuable information about an evolving scene 7 that demanded additional police resources. There 8 is no doubt that his actions on this night 9 deserve to be recognized. 10 11 (Applause.) 12 13 CAPTAIN WOLPERT: Police Officer Astudillo, 14 Police Officer Lazzarini. 15 While on patrol in an unmarked vehicle 16 Officer Astudillo and Lazzarini observed a 17 suspicious person sitting in a vehicle. Upon 18 approaching this person who was parked late at 19 night in a commercial parking lot, they detected 20 a strong odor of burnt marijuana. 21 Further investigation by the officers 22 discovered that the suspect was hiding much more 23 in his vehicle. This included over 20 grams of 24 cocaine, additional marijuana, drug 25 paraphernalia, and brass knuckles.  25 1 The officers should be commended for their 2 awareness and diligent police work. Such work 3 ensured that a suspected drug dealer would not be 4 free to distribute the contraband anymore. 5 For their actions on this date they are 6 being awarded the Honorable Service Award. 7 8 (Applause.) 9 10 CAPTAIN WOLPERT: Okay, at that -- at this 11 time that concludes the ceremony. 12 Once again I’d like to thank the Board of 13 Commissioners for giving them their time. 14 Chief Molinari, without his leadership and 15 management, the Department would not be moving as 16 fast as we are in the future with all the new 17 innovation and technology. 18 So definitely we appreciate that. There’s 19 a lot of energy that it takes to run a Police 20 Department and we’re very fortunate to have him 21 here and this is -- you know, this is a good 22 showing for us. 23 And definitely at the time -- at this time 24 in our country where law enforcement sometimes is 25 maybe getting a little bit of a black eye, it’s  26 1 nice to have not just an awards ceremony but a 2 bigger community event as we honor some of those 3 officers who in the past have gave the ultimate 4 sacrifice. 5 So, again, I appreciate everybody for 6 taking this time. I appreciate for all you to 7 come out -- for all of you coming out and 8 definitely supporting the Police Department and 9 the community. 10 You’re more than welcome to stay and take 11 some pictures after the event. 12 As you can see from outside we have -- 13 there’s some activities for the children, some 14 food and some rides.
