Adoption upon first reading 16 authorizes the Municipal Clerk to advertise the 17 Ordinance(s) with a notice of the public hearing. 18 It will be further considered at a meeting of the 19 Board of Commissioners to be held on Wednesday, 20 July 6th, 2022 at the Jefferson Elementary School, 21 3400 Palisade Avenue, Union City, at 7:00 p.m. 22 Ordinance authorizing the sale of City's 23 interest in undersized parcel of property pursuant 24 to N.J.S.A. 40A:12-13(b)(5) contiguous to 3329 25 Hudson Avenue.  6 1 May I have a motion to introduce? 2 COMMISSIONER VALDIVIA: Motion. 3 MAYOR STACK: Second. 4 MS. ROSARIO: Motion by Commissioner 5 Valdivia, second by Mayor Stack. 6 MAYOR STACK: Just before we do, so the 7 Commissioners understand what we're doing here. 8 This is a very small piece of land that's next to 9 Peter Street, the new street we're putting in. 10 The piece of land might be about the size of this 11 little space, where we're sitting in here, it may 12 be a little smaller. It's contiguous right next 13 to the new Peter Street. 14 It's basically -- just for lack of -- 15 for better explanation, if this is the new street, 16 going through, this is Hudson, this is Palisade 17 Avenue. And the street will run east. There's a 18 little piece of land that actually goes into 19 somebody's backyard. And it's about the size of 20 this space right here, maybe a little smaller. 21 And this piece of land is what we're giving back 22 to the people for their backyard because we have 23 no use for it. We're not going to run the doggie 24 park, the doggie park is on this side. We're not 25 going to run the doggie park in say, four foot  7 1 into the back of their property. It just makes 2 sense to give it to them. And it becomes another 3 little piece of taxable property in the City. It 4 would be very minimal -- very small amount of 5 money that we would gain. But it would give 6 people back a small piece of property. 7 We actually cut into their property. 8 For some reason, there was a building up here. 9 There was an old white building, if everybody 10 remembers, a white building. And the building for 11 some reason cut into this property like this. All 12 we're doing is giving them this piece of property, 13 I don't know, I think it's for $100 or something, 14 right? 15 MR. de ARMAS: Yes. 16 MAYOR STACK: For $100, it would go back 17 to their property. We have no need for this, 18 we're running a fence all the way up here. Lucio, 19 you remember this, where we're putting the dog 20 park. We're just putting a fence up here and then 21 the doggie park is here. This would be the 22 street. Just before we do, 15 just for the record, we normally don't have a 16 Commission meeting on a Friday evening at 7:00 17 p.m. The reason we're holding this meeting -- I 18 should have said this at the beginning of the 19 meeting -- is because we had high school 20 graduation on Tuesday. And there was no way to 21 know that the Board of Ed was going to move 22 graduation due to they had bad weather records for 23 Wednesday, which was the original date of the 24 graduation, they moved it to Tuesday. That's what 25 caused us to cancel our Commission meeting so we  14 1 could be at the high school graduation and move it 2 to Friday. That was the reason we did that. 3 Just before we take public comment, 4 we're designating Hudson Avenue between 34th and 5 35th "Beatrice Hults Way". Beatrice Hults started 6 as a meter maid, back in the day they called them 7 meter maids. She was a meter maid in the City, I 8 believe she was employed for 35 or 40 years, I'm 9 not sure. She lived until she passed away on 35th 10 and Hudson and that's the reason we're naming that 11 after her for her service to the City. 12 Resolution 18 on the appraisal service 13 at 4100, this is something that Green Acres is 14 asking us to do again, we need an updated 15 appraisal on that property. That's the property 16 that we were taking by eminent domain to make it 17 into a small soccer field and a small park. So 18 we're hoping that we could move this along this 19 year, gather everything that we need. I believe 20 we're at the final end of getting the additional 21 funding that we need for this property, for the 22 acquisition, and also for the installation of a 23 very nice soccer field for young children, which 24 the Commissioners have been working with me on and 25 also a small park. So hopefully that will be our  15 1 project, not for this year, but for next year, but 2 we're moving along this year. 3 Any member of the public have any 4 questions at this time, please step forward, state 5 your name and address for the record? Lucio and I have been up at the 8 property at 4100, we were on the roof, right, 9 Lucio. 10 COMMISSIONER FERNANDEZ: Yeah. 11 MAYOR STACK: And the property is not as 12 small as it seems. It's going to be a nice sized 13 field and a small reading park, so to speak where 14 the parents could go and sit in that little area 15 while their children play soccer. The field is 16 more meant would you say, Lucio, for like 3 to 8 17 years old, like in that range? 18 COMMISSIONER FERNANDEZ: Yeah. 19 MAYOR STACK: It will give us a field in 20 the uptown area and will tie into the work that 21 we're doing on Palisade. We started the paving 22 today on Palisade Avenue up there, we'll 23 ultimately pave 41st Street on the side and 24 beautify that street once we get the field done. 25 COMMISSIONER MARTINETTI: Nice.  16 1 MAYOR STACK: Seeing no comments. 2 MS. Number 3 one is an ordinance of the City of Union City, 4 County of Hudson, New Jersey appropriating the sum 5 of $1,000000 in funding from the capital 6 improvement fund for the completion of certain 7 Central Avenue corridor improvements. 8 May I have a motion? 9 MAYOR STACK: Just before we do, on 10 this, this is money that we're taking from another 11 ordinance and putting it there. If you really 12 haven't had an opportunity, take a ride on 13 Central, they're up to 29th Street, at this point, 14 they may be at 30th Street, I know, Celin, you 15 live in the neighborhood. 16 COMMISSIONER VALDIVIA: Yes. 17 MAYOR STACK: It really looks nice. We 18 got the trees and the sidewalks. The street will 19 be paved probably over the next couple months, and 20 then the lights will be coming in. But Central 21 Avenue really looks beautiful. It was long 22 overdue and needed. We have that going on, 23 Palisade Avenue going on, and soon we'll be 24 starting Bergenline Avenue from 49th south. So 25 there's a lot of work going on. But definitely,  20 1 we received a lot assistance, too, from the 2 governor and the state on that project. 3 COMMISSIONER MARTINETTI: If I can add, 4 Mayor, I just want to say thank you. I was at the 5 Jose Marti field, my daughter played softball 6 there and I was amazed how beautiful it looks now. 7 So thank you for improving. The kids are taking 8 advantage of all the beautiful parks that you have 9 made for them. And thank you again. My daughter 10 was very excited to be on the new field. 11 MAYOR STACK: Next will be the high 12 school, we'll be working on the high school field. 13 COMMISSIONER MARTINETTI: Thank you. 14 It's very important to have this recreation 15 program, thanks to you and Commissioner Valdivia 16 also for having all these programs. It's 17 important to keep the kids busy. My kids 18 definitely have always taken advantage of the 19 programs that we offer. My son used to be a 20 wrestler in the recreation program, now my 21 daughter does softball. And she loves it. Thank 22 you for -- 23 COMMISSIONER VALDIVIA: Jose Marti, you 24 go by any time now, when the weather is good, in 25 the summer, there's always kids there.  21 1 MAYOR STACK: Nice to see that. 2 COMMISSIONER VALDIVIA: Right here on 3 Summit Avenue. 4 MAYOR STACK: 21st and Summit. 5 COMMISSIONER VALDIVIA: Just walk by 6 there, throughout the entire summer, even on 7 Sundays, it's always packed. 8 MAYOR STACK: Thank you to all the 9 Commissioners in sharing the vision to make the 10 city better. It shows when there's team work how 11 well it goes. 12 I just wanted to say one thing, I made a 13 mistake. Beatrice Hults worked for the City for 14 48 years, so she was 48 years. 15 COMMISSIONER MARTINETTI: Well deserved. 16 MS.
