Minutes UN Public Safety Committee Commission Regular Meeting Minutes FC Thursday, May 19th, 2022 6:00 p.m. to 8:00 p.m. Virtual OF 1. Call to Order Meeting called to order at 6:01PM by Amy Booth 2. Approval of Minutes Pete made a motion to approve the minutes, seconded by Ruthann. Unanimously approved 4. Public Comments No public present 5. WPFR update/ report out – Assistant Chief Scott Adams T Covid restrictions – getting close. After open house WPFR will be opening up all stations and doing station tours. Duck Daze is coming on June 4th at WPFR in UP. Calls in UP 263 – just about 20% of call volume which is typical for UP. No fire calls and nothing significant as far as calls are concerned. Continued problem recruiting paramedics. The state only produces 100 new paramedics a year. This is not enough to fill many of the fire departments in the region. Connected Care position has been doing some resource work connecting with families to get them connected to services. Right now, working with SS911 to get those frequent callers. UN Fireworks messaging is out through social media and on the WPFR website. Both UP and Lakewood only allow fireworks on the 4th of July. Steilacoom – fireworks are banned altogether. 6. UPSD update / report out – Torey Heidelberg FC • UPSD is impacted (like the rest of the region) with an uptick in COVID cases. Nothing like January and February, OF but some of the highest rates we have seen in a while. We continue to offer onsite testing and have take home test kits available for families • While we are not reinstituting a mask mandate, we have made it optional as it always has been as of late, but we have communicated to families in classrooms that have had more cases • We are moving on and getting into end of the year events, with little to no restrictions based on health department guidance • We are aware of safety messaging surrounding prom, not sure what it will look like, but I will work with the high • school team IA We have been working with the police on a report of a grey SUV occupied by a white male making lewd and inappropriate gestures, the district sent out an email yesterday LD • Not much else since the last report out, I am acclimating to my new role in Transportation 7. Public Safety outreach planning – Chief Premo and Christian Sinderman UPPD Report: Chief Premo gave a quick report on UPPD. Large PCSD extended unit display for the EN parade and open house event. Police display will be in the gravel lot where the old City Hall was located. Would love to have PSAC members there. Saturday, June 11th is the UPSD grad tour. Chief would love to have PSAC members present. Event is 10- UM 12 Saturday. Staffing – J Sousley retired. We are currently down 3 bodies. We are working with PCSD to get this position filled. OC • Guild contract is being voted on and appears to be a positive step in the right direction. Hopeful that this will help us retain current staffing levels. We are starting to see an uptick in enforcement activity. Many legislative restrictions have been fixed in this latest session. Officers are doing more with more clarity. Bad news: Jail has new COVID restrictions. Chief Premo and Christian & Lily (NWP) share proposed public outreach PP presentation with Commissioners for feedback. Feedback & Questions… T Amy: This commission is very committed to this. How can we further this project? Lily: Jennifer is building out an aggressive outreach plan that will be shared with Commissioners page 2 Chief: Is there something in the proposed presentation that we’ve missed that we should be including? Did we hit all the marks and include the right information? Jim: Failing to see why we would need traffic enforcement? Chief: Number one complaint Chief gets is related to speeding and traffic concerns. Was surprised with survey results. Should we make an adjustment? We aren’t necessarily set. We are interested in hearing what community has to say. UN Peter: All I hear about is traffic in my neighborhood. Ruthann: I wonder – if we get questions about property taxes – is there a way to explain and translate information and share information about that? FC Chief: Yes – we have it laid out in the one pager and it is broken out. Christian: We should add that slide to the presentation. OF Kim: If it would take a couple years could you spend that money on other areas of enforcement? Matt: It depends on how the structure is ultimately structured. Depending on what flavor we choose it must be for what we say. We are researching that before we go live to Council. Kim: Could traffic cameras fill the gap until we get officers? IA Chief: those are money generators. We have talked about contracting out some of those services and utilize the funds in a more creative way until we are up to speed in staffing. LD Jim: How do we compare to other communities regarding our survey results? Christian: going to ask EMC to see if there is regional answer to that question comparatively. Looking at the intensity delta in other communities. UM 8. City Attorney briefing – Matt Kaser OC Matt presented PP presentation he shared with Council regarding PDC rules and regulations. Jim: Purely educational is A-OK! Matt: Yes – if it is not designed to influence a ballot measure. 9. Other business Outreach opportunity e-mail to follow June meeting in person! 10.
