Special Upland City Council Meeting

MINUTES OF THE SPECIAL MEETING OF THE UPLAND CITY COUNCIL May 18, 2026 5:00 p.m. Council Chamber City Hall, 460 N. Euclid Avenue Members Present: Councilmember James Breitling, Councilmember Carlos A. Garcia, Councilmember Shannan Maust, Councilmember Rudy Zuniga Members Absent: Mayor Bill Velto Staff Present: City Manager Michael Blay, City Clerk Keri Johnson _____________________________________________________________________ 1. CALL TO ORDER AND ROLL CALL The special meeting of the Upland City Council was called to order by Mayor Pro Tem Shannan Maust at 5:01 p.m. in the Council Chamber of the Upland City Hall. Moved by: Councilmember Breitling Seconded by: Councilmember Zuniga Excuse the absence of Mayor Velto Motion: Carried unanimously with Mayor Velto absent 2. ORAL COMMUNICATIONS None 3. AGENDA ITEMS a. PROPOSED FISCAL YEAR 2026-27 – 2027-28 BIENNIAL BUDGET Assistant City Manager Parker and Finance Manager Sullivan presented the proposed budget along with a PowerPoint presentation and answered questions from the Council regarding the structural deficit, the use of Reserve Funds to reduce the deficit, and personnel changes. Assistant City Manager Arrula presented information on Public Works personnel changes. There was discussion regarding redirecting park lease revenues to the General Fund for the next two years. City Treasurer Bradley stated concerns on the use of Reserve Funds and increased personnel creating a future CalPERS pension liability for the City. Assistant City Managers Parker and Arrula responded to questions from City Treasurer Bradley regarding the enterprise funds, staffing increases, and compensation for the Police Department. 1  Assistant City Manager Arrula answered questions from the Council regarding the City exploring operational efficiencies. City Manager Blay provided additional information regarding processes that have been implemented to increase efficiency. 4.
