1. CALL TO ORDER, ROLL CALL AND DECLARATION OF QUORUM
The Urbana Arts and Culture Commission was called to order at 4:30 P.M by Samman.
Storm took roll and a quorum was declared present.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Miller moved to approve minutes from June 9, 2020, Hedlund seconded. With no
changes, all were in favor and minutes were approved.
3. ADDITIONS TO THE AGENDA
There were none.

5. PRESENTATIONS
• Staff Report – Rachel L Storm, Urbana Arts and Culture Coordinator
Storm presented the monthly staff report including updated information on COVID-19
resource relief for artists and the impact it is having on Urbana’s Arts and Culture
program, as well as the internship programs being utilized by the Arts and Culture
Program throughout the summer (Summer Arts Internship, Care 4U, and Community
Engaged Scholars at the University of Illinois (We CU). Ongoing initiatives include the
Great Artdoors in collaboration with 40 North and Spurlock Museum, and Monday Artist
Inspiration with The Urbana Free Library. The report also included updates on the Poet
Laureate programs (Poets in a Pandemic, Poems on Glass, Poems by Request, Postcard
Poetry Project,) including the official extension of his tenure to October 31st, 2020. The
Murals on Glass program had an unveiling during a community organized event called
Urbana Amble, a short video was played. Storm also updated the board on the 2020
Urbana Arts Grantees, and how the new COVID-19 Guidelines may be affecting their
programs.
• COVID-19 Impact on Urbana’s Arts and Culture Program
The information for this presentation was included during Storm’s staff report. There was
no additional discussion.
• Community-Responsive & Culturally Focused Programming
Storm presented a slideshow and facilitated a discussion with the board of how the
Urbana Arts and Culture Program has engaged in cultural programming and community
responsive programming since the program was first initiated in 2008. Storm asked the
board to reflect and discuss on two specific questions: In what ways would they like to
see more cultural programming and community responsive programming emerge? How
should we measure how well the Urbana Arts and Culture Program offers diverse,
inclusive, and community-responsive programming?

With no further business and no objection, Samman declared the meeting adjourned at
6:08 P.M.

COVID-19 on general operations of the Urbana Arts and Culture Program and the
local arts and culture community.

Arts and Culture Coordinator Rachel Storm will facilitate a discussion of how the
Urbana Arts and Culture Program has engaged in cultural programming and
community-responsive programming, followed by a discussion of how the program
can grow future efforts.

*Due to the Governor’s shelter in place order, the Urbana City Council Chambers will be
not be open to the public during this meeting. For those wishing to provide public input,

Public Input and Viewing for Urbana City Council, Committee of the Whole, and some Boards and
Commissions
Anyone can watch the meeting on streaming services or UPTV. You can attend virtually via Zoom if you wish
to provide public input during the meeting. If you attend the meeting via Zoom, please turn off any sound
from other sources such as UPTV, as there will be a lag in the audio. The meeting will be recorded by the
City as part of the record. The recorded video will be available on the City’s website. The Zoom webinar
information is listed on the agenda.

Providing Public Input by e-mail:
We ask that you submit your public comments by email by 4:30 pm to rlstorm@urbanaillinois.us. Emailed
Public Input received before start of meeting (4:30 pm) will be incorporated into the public record, with
personal identifying information redacted. Due to the high volume of emails, please put PUBLIC INPUT and
meeting date in the subject line.
Providing Public Input from a computer browser or the Zoom app on a mobile device:
· The link to join by computer and the Webinar ID to join by the Zoom app are listed on the
agenda. You will be asked to provide a name and email before joining.
· Make sure you have a microphone on your computer if you wish to speak. Please identify
yourself with first and last name in Zoom for the record if you wish to speak*. FCC
Guidelines will be followed.
· We will be muting participants except during public input, when they will be recognized to
speak after raising their hand (see the next bullet point). Video will remain off for all
members of the public, even while they are speaking.
· Per council rules you must identify yourself to provide public input with your first and last
name*. During Public Input, if you wish to speak, please “Raise your hand” using the option
at the bottom of the screen. When called on by the chair or host, you will be un-muted and
you should state your name for the record per city code*.
Providing Public Input by phone:
· Join by calling the phone number shown in the agenda.
· Callers will then be asked to enter the Webinar ID number followed by the # key. The
Webinar ID number is listed on the agenda.
· All callers are muted by default.
· If you wish to speak, please “Raise your hand” by pressing *9 once - this toggles the
raise/lower hand option. When called on by the chair or host by your phone number, you
will be un-muted and you should state your name for the record per city code*. When you
are done, the host will “lower your hand” and mute you - there is no need to press any
more buttons.
