1. CALL TO ORDER, ROLL CALL AND DECLARATION OF QUORUM
The Urbana Arts and Culture Commission was called to order at 4:30 P.M by Hedlund. Storm
took roll and a quorum was declared present.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
The vote to approve minutes from September 14th, 2021 and October 12th, 2021 meetings
of the Urbana Arts and Culture Commission was held for the December meeting.
3. ADDITIONS TO THE AGENDA
Howard Shein nominated Barbara Hedlund for chair of the Urbana Arts and Culture
Commission, Frank Modica seconded. All present were in favor and the motion was approved.
The commission recognized Frank Modica's first full-length book of poetry, What We Harvest,
recently published by Cal State Books. Brian Stark will be presenting on the 2021 Urbana Arts
Grant, Flamenco Jazz Reunion.
4. PUBLIC INPUT
There was none.
5. PRESENTATIONS
a. Staff Report
Storm reported that the Arts and Culture Program continues to work in a hybrid
format. Storm provided staffing updates for the Arts and Culture Program
including a search for a temporary program specialist and gave updates regarding
two student interns from The University of Illinois Community Learning Lab, and
one student intern from Urbana High School’s Executive Internship Program.
Storm Provided updates for current projects including the 2021 Urbana Arts grant
applications, Growing Community Public Art Initiative, Young Artist’s Studio,
Art Show and Tell, Art Now, Murals on Glass, Urbana Utility Box Mural Program,
The Great ARTdoors, Juxtapositioned, Urbana Sculpture Project, Urbana Street Pole
Art Banners, and collaboration with Imagine Urbana. Storm also provided updates on
Poet Laureate’s recent activities and recent mural unveilings. Storm concluded her
presentation with information regarding the Americans for the Arts COVID-relief
guide.
b. Grant Presentations
i. Madelyn Witruck presented the final report for the 2020 Urbana Arts Grant,
Save the World Mural
ii. Ja'Naea Modest presented the final report for the 2021 Urbana Arts Grant,
She Spins Urbana
iii. Brian Stark presented a report for the 2021 Urbana Arts Grant, Flamenco
Jazz Reunion

6. NEW BUSINESS
a. Discussion of Tier III Grants Process for 2022 Urbana Arts Grants
The Arts and Culture Coordinator led a discussion of the Tier III Urbana Arts Grant
process.
7. ADJOURNMENT
With no further business, Hedlund declared the meeting adjourned at 5:57 P.M.

The Arts and Culture Coordinator will give an overview of the Tier III Urbana Arts
Grants Process for the 2022 Urbana Arts Grants cycle.
7. Adjournment

COVID-19 pandemic and in accordance with changes to the Open Meetings Act (Public Act (P.A. 101-0640), it has been determined that an in-
