Bicycle and Pedestrian Advisory Commission (BPAC)
Date: Tuesday, September 16, 2014

1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
Bowersox-Johnson called the meeting to order at 7:04 p.m. and roll call was taken verbally.
There was a quorum present.
2. APPROVAL OF AGENDA
Schmitz moved to approve the agenda; Jones seconded, and the agenda was approved.
3. APPROVAL OF MINUTES FROM PREVIOUS MEETING
Ishii moved to approve the minutes; Shonkwiler seconded, and the minutes were approved.
4. PUBLIC INPUT
There was none.
5. OLD BUSINESS
There was none.
6. NEW BUSINESS
a) Urbana Climate Action Plan – Scott Tess
Scott Tess, Environmental Manager for the City of Urbana, presented information on
Phase II of the Urbana Climate Action Plan. He explained that he was seeking input from
BPAC on some specific action items which are germane to the commission. Specifically,
Goal Area 2, Actions, 2 and 3, which aim to decrease single occupancy vehicle mode
share to 40 percent and to increase bicycle mode share to 12 percent, respectively. The
Commission discussed these goals at length; Shonkwiler suggested changing the bicycle
mode share goal to reflect an increase by a percentage instead of to a percentage to
more closely correspond to the Bicycle Master Plan. Bowersox-Johnson suggested
adding goals for proceeding with pedestrian planning efforts and increasing
collaboration with the University of Illinois. Tess said that the plan would be reviewed
next by the Urbana Plan Commission, and then presented to City Council by the end of
the calendar year.
b) Champaign County Greenways and Trails Plan – Jeff Engstrom
Engstrom presented information on the Champaign County Greenways and Trails Plan,
which outlines the development of off-street trails and greenways throughout the
county. He explained that the plan gives a very general overview of trails for the State to
review; he said the Bicycle Master Plan will supersede this plan for City planning and
reference purposes. Jones said she would like trail connections to other cities and
communities to be more closely examined. Bowersox said he would like to see the plan
amended to more closely match the latest Bicycle Master Plan draft. Shonkwiler said he
would discuss with the Champaign County Regional Planning Commission how to
incorporate updates into the plan. White suggested using GIS mapping to accomplish
this.
7. ANNOUNCEMENTS
• Jeff Yockey, president of Champaign County Bikes, announced a Kickapoo Rail Trail
ride would take place on September 20, 2014. He also announced an SRTS bike
rodeo would take place on September 27, 2014. He announced that Champaign
County Bikes and the University of Illinois would be conducting a bike census on
October 15, 2014. He also said that the 2015 Champaign County bike maps were
being printed and would be available by September 18, 2014.
• Kevin Garcia introduced himself as the Community Development representative for
the Commission, and he reported that 700 lights had been distributed at the Light
the Night events the previous week.
• Shonkwiler announced a joint meeting of the Bicycle and Pedestrian Advisory
Commission, the Sustainability Advisory Commission, and the Urbana Plan
Commission would take place on October 30, 2014 to review the Long Range
Transportation Plan. He also said the Bicycle Master Plan would tentatively be
reviewed by BPAC in November.
8. FUTURE TOPICS
There were no future topics to discuss.
9. ADJOURNMENT
Bowersox-Johnson adjourned the meeting at 8:33 p.m.
