16 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
17 Bill Brown called the meeting to order at 7:02 p.m. Roll call was taken. A quorum of members was
18 present.

20 2. APPROVAL OF AGENDA
21 Susan Jones moved to approve the agenda.

27 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING
28 The minutes from the September 17, 2019 meeting were presented. There were two changes to the meeting
29 minutes.

31 Morgan White moved to approve the minutes with changes.

33 Cynthia Hoyle seconded the motion.

35 The Commission approved the minutes from the June meeting.

37 4. PUBLIC INPUT
38 Kelly Wegeng encouraged BPAC to think about how to restructure infrastructure so that there are not
39 unsafe conditions for bicyclists and pedestrians.

41 Jason Rock advocated for Vision Zero implementation.

43 5. UNFINISHED BUSINESS
44 a. Vision Zero - Subcommittee
45 Cynthia Hoyle read a rough draft of the Vision Zero resolution and reviewed changes the subcommittee
46 had made since the last meeting. Commission members discussed the resolution and made additional
47 changes.

2 Cynthia Hoyle made a motion to approve the Vision Zero resolution.

4 Susan Jones seconded the motion.

6 The motion carried.

8 Jeff Marino asked when this resolution would appear on City Council’s agenda. Jeff said approximately 4
9 weeks.

11 b. Update on the Status of Complete Streets in the Subdivision Code and Manual of
12 Practice – Marcus Ricci
13 Marcus Ricci gave an update on the complete streets policy and implementation.

15 Bill Brown asked if it as possible to change the initial statement in the subdivision code inclusions to give
16 priority to the most vulnerable users. Or, at least recognize that pedestrians and bicyclists are the most
17 vulnerable users and they should be given priority. Morgan White suggested saying they should be given
18 added protection. Cynthia Hoyle said they should be provided safe accommodation for mobility.

20 Jeff Marino requested pedestrian scale lighting in residential areas be a priority.

22 6. NEW BUSINESS
23 a. Urbana Park District Strategic Plan – Kara Dudek
24 Kara presented the Urbana Park District Strategic Plan 2020.

26 b. Website Subcommittee
27 Commission Members discussed creating a website subcommittee for the purpose of updating bicycle and
28 pedestrian information on UrbanaIllinois.us.

30 Susan Jones moved to create a website subcommittee comprised of Annie Adams, Nancy Westcott and
31 Susan Jones.

37 7. ANNOUNCEMENTS
38 Bill Brown announced that Craig Shonkwiler has accepted a position with the City of
39 Bloomington, Indiana and will be leaving Urbana soon. Craig introduced Shannon Beranek
40 as his proxy.
41 Craig announced that IDOT is looking to award the higher than expected bid for University
42 Avenue. They have decided not to put it out for rebid. The project would likely start in the
43 spring and be a two year project.
44 The Champaign County Sustainability Network in partnership with the City of Urbana and
45 Midwest Grows Green will hold a lunch-n-learn at the City building at Noon this Thursday.
46 About compost top dressing. There will also be a follow up green drinks at Broadway Food
47 Hall with a panel discussion

1 Cynthia Hoyle is teaching a land use planning workshop at the University of Illinois. Their
2 current project is the Kickapoo Rail Trail extension. They will host an open house Monday,
3 November 11 at 25 o lock brewery at 5:30p.m.to present the student’s proposed concepts and
4 get feedback on them.
5 Annie Adams said there will be a witch’s ride this Thursday evening. The group will meet in
6 the Coop parking lot.
