APPROVED—February 18, 2020 1 Bicycle and Pedestrian Advisory Commission (BPAC) 2 Meeting Minutes 3 4 Date: Tuesday, December 17, 2019 5 Time: 7:00 p.m. 6 Place: City Council Chambers, 400 South Vine Street, Urbana, IL 7 Members Present: Bill Brown (Chair), Annie Adams, Cynthia Hoyle, Susan Jones, Shannon 8 Beranek, Nancy Westcott, Morgan White 9 10 Late Arrival: 11 12 Staff Present: Lily Wilcock, Charlie Smyth, Richard Surles 13 14 Members Absent: Leonardo Covis, Kara Dudek, Audrey Ishii, Jeff Marino, 15 16 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 17 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum of members was 18 present. 19 20 2. APPROVAL OF AGENDA 21 Susan Jones moved to approve the agenda. 22 23 Morgan White seconded the motion. 24 25 The motion carried. 26 27 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING 28 The minutes from the November 19, 2019 meeting were presented. 29 30 Morgan White moved to approve the minutes. 31 32 Shannon Beranek seconded the motion. 33 34 The Commission approved the minutes from the November meeting. 35 36 4. PUBLIC INPUT 37 Jason Rock presented gave a presentation titled The Disparate Impact of Policing Targeting Cyclists and 38 Pedestrians. 39 40 5. NEW BUSINESS 41 a. Enforcement - Bill Brown/Urbana Police Department 42 Deputy Chief Richard Surles with the Urbana Police Department answered questions and gave input on 43 rules of the road regarding bicyclists and pedestrians. He discussed the department’s roll in enforcing laws 44 and violations as well as educational efforts within the community. 45 46 a. Kickapoo Trail Land Use and Design Plan - Land Use Planning Workshop Page 1 APPROVED—February 18, 2020 1 Charlie Rasmussen, a student from the Land Use Planning Workshop taught by Cynthia Hoyle at the U of 2 I, presented his group’s Kickapoo Trail Land Use and Design Plan and proposals. Commission members 3 discussed the plan and provided additional input and ideas. 4 5 6. UNFINISHED BUSINESS 6 a. BPAC Webpage Content – Subcommittee 7 Annie Adams gave an update on the subcommittee’s progress. She asked for feedback from the 8 commission on whether a specific page should be called Getting Around or Transportation. Commission 9 members discussed both options. Lily Wilcock said the Planning Division would prefer it to say Getting 10 Around. Annie also asked if commissioners would thought Projects and Plans should be under the Getting 11 Around page or its own section. Lily suggested not making additional Projects and Plans pages because 12 there are already so many. There was a suggestion to link to just link to other existing plans pages. The 13 subcommittee will have another update at the next meeting. 14 15 7. ANNOUNCEMENTS 16  Bill Brown spoke with Kevin about the Pedestrian Master Plan. They are making changes 17 and estimate it will be ready by February. 18  Bill Brown gave an update from Kelly in regards to the application for Student Sustainability 19 Funding to change the path to the arboretum from gravel to concrete. She got through the first 20 phase with approval, but it was not approved in the second phase. They may try again in the 21 future. 22  Bill Brown said that last night at City Council there were updates to a few projects. Fehr 23 Graham is reviewing Lincoln and Springfield. It may be delayed because of other 24 construction in the area. Washington and Vine has been in the capital improvement plan for 25 several years as a resurfacing project. They evaluated it and determined it will not work as a 26 resurfacing project. 27 28 8. FUTURE TOPICS 29 a. Vision Zero – Subcommittee 30 b.
