18 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
19 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum of members was
20 present.

22 2. APPROVAL OF AGENDA
23 Cynthia Hoyle moved to approve the agenda.
24 Nancy Westcott seconded the motion.
25 The motion carried.

27 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING
28 The minutes from the December 17, 2019 meeting were presented.
29 Susan Jones moved to approve the minutes.
30 Shannon Beranek seconded the motion.
31 The Commission approved the minutes from the December 20019 meeting.

36 5. NEW BUSINESS
37 a. 2019 Annual Report
38 Bill Brown stated that the 2019 Annual Report had not been started. He asked for volunteers to assist with
39 the preparation of the report.

41 Susan Jones volunteered to help with the report.

43 6. UNFINISHED BUSINESS
44 a. Vision Zero – Subcommittee
45 Bill Brown reported that the City Council tasked the Bicycle and Pedestrian Advisory Commission with the
46 preparation of a resolution for Council to discuss. He said that the Task Force was to develop a Vision Zero
47 policy, establish goals, and identify funding sources for Vision Zero.

2 Shannon Beranek emphasized the importance of securing funding sources prior to bringing the program to
3 City Council. Cynthia Hoyle said that potential funding sources were listed in the report. Ms. Beranek said
4 that actual funding sources needed to be secured, not possible sources. Bill Brown said that the task force
5 could be established to find funding sources. Cynthia Hoyle said that she was gathering data to develop the
6 framework for the program. She added that she needed crash information from Public Works to help with
7 her report. Shannon mentioned that the Vision Zero website provided information about setting up a
8 program. Audrey Ishii said that Police Department should be involved and suggested that the Task Force take
9 over the time slot currently set aside for Traffic Commission meetings. She recommended involving other
10 groups in the meetings, such as the C-U Public Health District, Champaign-Urbana Mass Transit District,
11 Champaign County Regional Planning Commission, Urbana School District #116, and the University of
12 Illinois. She also suggested that the group meeting every three months so more people would attend.

14 b. BPAC Webpage Content – Subcommittee
15 Annie Adams gave an update on the webpage content. She read the draft and asked for input from the
16 Commission. Susan Jones and Nancy Westcott agreed to work with Annie Adams to clean up the
17 document. Bill Brown asked Ms. Adams to bring the revised draft to the Commission once she made the
18 changes recommended by the Commissioners. Lily Wilcock said that she would work with City staff to
19 see what could be added to the City’s website.

21 7. ANNOUNCEMENTS
22 The March meeting of the Urbana Bicycle and Pedestrian Advisory Commission will be
23 moved from March 17 to March 10
24 May 1—Bike to Work Day
25 May 6—Bike to School Day
26 May 16—Bike Rodeo—Champaign Regional Safety Events
27 May 20—Ride of Silence
28 After five years of planning and fundraising, Crystal Lake Park will undergo reconstruction
29 beginning this Spring.
