CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 18 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum was present. 19 20 2. APPROVAL OF AGENDA 21 Nancy Westcott moved to approve the agenda. 22 Stacey DeLorenzo seconded the motion. 23 Roll was taken on the motion to approve the agenda. APPROVAL OF MINUTES FROM PREVIOUS MEETING 29 The minutes from the May 19, 2020 meeting were presented. 30 31 Cynthia Hoyle moved to approve the minutes as amended. 32 Annie Adams seconded the motion. 33 Roll was taken on the motion to approve the minutes from the May 19, 2020 minutes. The Recording Secretary noted that no input was received via e-mail. 42 43 5. NEW BUSINESS 44 a. Regional Bicycle Registration Program—Stacey DeLorenzo 45 Stacey DeLorenzo discussed the Regional Bicycle Registration Program sponsored by the University of Illinois 46 which will be publicized in the fall. Page 1  APPROVED August 18, 2020 1 determine the number of bicyclists on campus, educate the bicycling community about bike safety and possible 2 hazards, and recover stolen bicycles. She said that registration fee would be $10. 3 Ms. Adams commented that it would provide a voice for the bicycling community. 4 5 b. Tactical Urbanism—Cynthia Hoyle 6 Ms. Hoyle defined the term of tactical urbanism as “includ[ing] low-cost, temporary changes to the built 7 environment, usually in cities, to improve local neighborhoods and public spaces.” She added that the 8 movement evolved as a result of frustration with engineering by design that did not change quickly. She 9 further explained that tactical urbanism allowed the public to make changes to infrastructure quickly. Ms. 10 Hoyle said that tactical urbanism could be used to test traffic calming in certain areas. She stated that those 11 involved would establish goals and look for locations where experimental changes could be made. She 12 recommended that the areas have measurements conducted before and after the changes were made. 13 Chair Brown asked what happened if the Police Department or Public Works Department did not think a test 14 should be done in a certain area. Ms. Hoyle explained that those who were involved with the tactical urbanism 15 would work with the Police and Public Works departments so that all were in agreement with what should be 16 done. He mentioned that when an engineering firm presented its study on the Vine and Main intersection, the 17 firm worked with the City to propose some minor changes. Commission members expressed surprise that the 18 study was not brought to BPAC for input prior to its final submission to the City Council. Commissioners 19 asked if they could see the findings. Chair Brown recommended adding the presentation to Future Topics. 20 21 6. UNFINISHED BUSINESS 22 a. None 23 24 7. ANNOUNCEMENTS 25  Goodwin Avenue Extended. Bill Brown stated that the City had obtained a 10-year option on 26 the right-of-way that would extend Goodwin Avenue from Bradley Avenue north to Kenyon 27 Road. (https://www.urbanaillinois.us/sites/default/files/attachments/Ordinance_2020-03- 28 014_Ordinance_2020-06-030_all_2.pdf) 29  July 3-4—Urbana Amble walk, bike or bus from 9 a.m. to 5 p.m. on Facebook, “Urbana 30 Amble.” Participants have markers in front of their homes. 31  July 20 (week long) Don Moyer’s Girls and Boys Club Bicycle Safety Camp 32  Vine and Washington improvements were currently underway. Feutz Construction is the 33 contractor for the project 34  Planning Commission’s comments on the Pedestrian Master Plan, and Bicycle Wayfinding Plan 35 will be going to the Committee of the Whole meeting 36 37 8.
