CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 18 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum was present. 19 20 2. APPROVAL OF AGENDA 21 Bill Brown recommended adding the topic, Bicycle Detection at Signalized Intersections, to the agenda. 22 Susan Jones moved to approve the agenda as amended. 23 Annie Adams seconded the motion. 24 Roll was taken on the motion to approve the agenda. APPROVAL OF MINUTES FROM PREVIOUS MEETING 30 Cynthia Hoyle asked to amend the minutes to include, “Commission members expressed surprise that the 31 study was not brought to BPAC for input prior to its final submission to the city council,” to page 2, line 17. 32 33 Audrey Ishii moved to approve the minutes as amended. 34 Susan Jones seconded the motion. 35 Roll was taken on the motion to approve the minutes from the June 16, 2020 minutes. The Recording Secretary noted that no input was received via e-mail. 43 44 5. NEW BUSINESS 45 a. Vine & Main Intersection Report 46 Justin Swinford, Interim City Engineer, discussed the Vine Street and Main Street Intersection report that was 47 presented at a City Council meeting. Mr. Swinford emphasized that the purpose of the report was to study the 48 intersection and identify any safety deficiencies in the functioning of the intersection. 49 50 *Chair Bill Brown was physically present at the meeting location, 400 South Vine Street, Urbana, Illinois 61801. 51 Page 1  UNAPPROVED 1 Shannon Beranek emphasized that the Vine Street and Main Street Intersection Report was specifically 2 requested to look at the current intersection. The study was not a design study. Ms. Beranek said that City 3 staff had made some adjustments to the pedestrian timings at the intersection based on the recommendations 4 of the report. 5 Discussion followed regarding the report. 6 Mr. Swinford stated that the results of the study were shared with the Police Department and there was 7 nothing in the report that conflicted with the report of a recent crash at the intersection. He added that the 8 City would be conducting a city-wide signal audit for signal modernization. 9 Chair Brown stated that he would inform BPAC when more information about the intersection was discussed. 10 11 b. Outdoor Seating Requirements – Lily Wilcock and Shannon Beranek 12 Lily Wilcock, Planner, discussed the process for allowing restaurants to use public space for outdoor seating 13 when the State relaxed its restrictions on outdoor business sales. Ms. Wilcock explained that there was little 14 time once the restrictions were lifted to develop a plan to allow restaurants and other businesses access to 15 outdoor space. She explained that staff developed a plan which followed the restrictions of the Illinois 16 Department of Public Health (IDPH) and provided space on public right-of-way for businesses to operate. 17 She stated that sidewalk cafés, a hair salon, an art supply store, a boutique, and other business types took 18 advantage of the use of public space to sell their food, services, and merchandise. 19 20 c. Bicycle Detection at Signalized Intersections – Bill Brown 21 Bill Brown discussed the bicycle detection signals listed in the Urbana Bicycle Master Plan. He mentioned 22 which intersections had bicycle detection signals installed. Commissioners discussed the effectiveness of the 23 detection systems at various locations. 24 Ms. Beranek said that adding the detection system to all intersections would require the modernization of the 25 signal cabinets. 26 Chair Brown asked if a listing of signalized intersections and the type of detection system used at each 27 intersection could be made available. 28 29 6. UNFINISHED BUSINESS 30 a. Vision Zero Resolution – Subcommittee 31 Chair Brown said that it would be discussed at a later meeting. 32 33 7. ANNOUNCEMENTS 34  A bicycle dismount zone would be considered on Goodwin Avenue between Oregon Street and 35 Nevada Street to prohibit bicyclists from riding through the sidewalk café at the Bread Company. 36  City Council approved the Pedestrian Master Plan and the Bicycle Wayfinding Plan. 37  Six students from the Don Moyer’s Boys and Girls Club participated in the Earn a Bike program 38 this summer. The final event was to ride the Kickapoo Rail Trail. 39  September 4, 2020 – Urbana Moonlight Meander 8:00 p.m. to 8:00 a.m. Bicyclists will ride the 40 trail on own. 41  September 24, 2020 - Light the Night, sponsored by the University of Illinois and the Mass 42 Transit District on the U of I Quad. 43  The Urbana Park District is applying for an Illinois Transportation Enhancement Program 44 (ITEP) grant for Crystal Lake Park. The Park District asked for letters of support from local 45 agencies. 46  The locations where Bicycle Registration shields may be picked up was announced. Beginning 47 August 24, 2020, shields may be picked up at Campus Public Safety Building (Springfield and 48 Goodwin); Savoy Rec Center; Neutral Cycle; Leonhard Rec Center; and Campus Bike Center. 49 More sites may be announced at a later date. 50 Page 2  UNAPPROVED 1 8.
