1 Bicycle and Pedestrian Advisory Commission (BPAC) 2 Meeting Minutes 3 Date: Tuesday, October 20, 2020 4 Time: 7:00 p.m. 5 Place: City Council Chambers, 400 South Vine Street, Urbana, IL 61801 held virtually via Zoom 6 Members Present: Bill Brown* (Chair), Annie Adams, Shannon Beranek, Kara Dudek, Cynthia 7 Hoyle, Audrey Ishii, Susan Jones, Jeff Marino, and Nancy Westcott 8 9 Late Arrival: None 10 11 Staff Present: Lily Wilcock 12 13 Others Present: Brianna Lawrence, Gabe Lewis, Ashlee McLaughlin, Christopher Hansen, and 14 Deborah Liu 15 16 Members Absent: Sarthak Prasad 17 18 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 19 Bill Brown called the meeting to order at 7:01 p.m. Roll call was taken. A quorum was present. 20 21 2. APPROVAL OF AGENDA 22 Susan Jones moved to approve the agenda 23 Cynthia Hoyle seconded the motion. 24 Roll was taken on the motion to approve the agenda. APPROVAL OF MINUTES FROM PREVIOUS MEETING 30 Jeff Marino moved to approve the minutes. 31 Nancy Wescott seconded the motion. 32 Roll was taken on the motion to approve the minutes from the August 18, 2020 meeting. The Recording Secretary noted that no input was received via e-mail. 40 41 5. NEW BUSINESS 42 a. Appointment of High School Student Commissioner to BPAC 43 Bill Brown announced that Commissioner Leonardo Covis had tendered his resignation. He asked the 44 Commission to consider appointing a non-voting member in addition to the position vacated by Mr. Covis. 45 He posed the question of how the appointment would impact the quorum. 46 Chair Brown proposed the additional non-voting commissioner be filled by a high school student similar to the 47 position created for the Sustainability Advisory Commission. He explained that the person, aged 14 to 18, 48 49 *Chair Bill Brown was physically present at the meeting location, 400 South Vine Street, Urbana, Illinois 61801. 50 would serve for a one-year term without voting privileges for items that would obligate the City. He added that 51 the student commissioner could provide more input from the school district. Discussion followed. Chair Page 1  1 Brown stated that the bylaws would need to be revised to create the new member. He asked that the change be 2 discussed at the next meeting. 3 Ms. Adams said that a non-voting student member from the University of Illinois would be a good idea. 4 5 6 6. UNFINISHED BUSINESS 7 a. Vision Zero Resolution – Subcommittee 8 The Commission discussed the Vision Zero Resolution presented by the Vision Zero Subcommittee (Brown, 9 Hoyle and Ishii). The Commission made suggested grammatical changes to the resolution. Shannon Beranek 10 asked that the language stating that “fatalities and serious injuries are avoidable” be stricken from the 11 resolution since the goal of the resolution was already stated in the first paragraph and the phrase as written 12 would be impossible to achieve. Chair Brown noted Ms. Beranek’s concerns. 13 14 Cynthia Hoyle moved to approve the resolution with the grammatical changes leaving in the phrase, “fatalities 15 and serious injuries are preventable.” 16 Susan Jones seconded the motion. 17 Roll was taken on the motion to approve the resolution with the grammatical changes leaving in the phrase, 18 “fatalities and serious injuries are preventable.” The motion was approved (8—Ayes; 1—Nay). 19 20 Brown—Aye Adams—Aye Beranek—Nay Dudek—Aye Hoyle—Aye 21 Jones—Aye Marino –Aye Prasad—Aye Westcott--Aye 22 23 The resolution will go to the City Council for their review. 24 25 7. ANNOUNCEMENTS 26  September 24, 2020 - Light the Night, sponsored by the University of Illinois and the Mass 27 Transit District on the U of I Quad. 28  Additional locations where Bicycle Registration shields may be picked up were announced. Bike 29 shields can be picked up at the Urbana Free Library and Enterprise Works at the Illinois 30 Research Park. For more information go to https://bike.illinois.edu/. 31  The Urbana Park District is applying for an Illinois Transportation Enhancement Program 32 (ITEP) grant for Crystal Lake Park.
