17 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM
18 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum was present.

22 2. APPROVAL OF AGENDA
23 Cynthia requested to add in a presentation covering Vision Zero to the agenda.
24 Susan Jones moved to approve the agenda as amended.
25 Cynthia Hoyle seconded the motion.
26 Annie Adams joined the meeting
27 Roll was taken on the motion to approve the agenda with the omission the annual report draft segment. The
28 motion was approved.

33 3. APPROVAL OF MINUTES FROM PREVIOUS MEETING
34 A small correction was made in the announcements section of the minutes from the March 16, 2021 meeting.
35 Nancy Westcott moved to approve the minutes as amended.
36 Susan Jones seconded the motion.
37 Roll was taken on the motion to approve the minutes from March 16, 2021. The motion was approved.

48 a. 2021 Urbana Bicycle Friendly Community Update
49 Andrew Koteras, SRTS Intern with the University of Illinois, shared a PowerPoint presentation with the commission.
50 This presentation provided a 2021 update on the progress of the City of Urbana as a bicycle friendly community. In
51 2018 the City of Urbana was awarded the gold tier recognition on the report card from the League of American

1 Bicyclists. This was the third highest tier of recognition that the League rewards. The City of Urbana was provided key
2 steps to achieve platinum status in the future. Those provided steps included: Continuing to expand the bike network,
3 expanding the audience for educational programs, improving road safety and adopt a Vision Zero Plan, creating an
4 incentive program for standard bike parking, and appointing a Bicycle & Pedestrian Coordinator.
5 Some Platinum level progress steps the city has made included completing 1.59 miles of bike infrastructure since last
6 application and Urbana Vision Zero action plan passed in January 2021. Some areas of progress the City has not yet
7 implemented included a bike parking incentive program offered to local businesses and facilities, along with hiring a
8 Bicycle & Pedestrian Coordinator for the city.
9 In 2018, 5.7% of commuters in Urbana cycled to work, which grew in 2019 to 6%. The data for 2020 has not yet been
10 made available. This growth has been made possible through the various ride share services such as VeoRide and other
11 dock-less bike share services.
12 Due to the completion of the MCORE project on Green Street, the city of Urbana has increased from 35.3 miles of on-
13 street bike facilities to 35.8 miles in 2021.
14 It was recommended to include the Kickapoo Rail Trail Connectivity Studies in the City of Urbana’s next application.

17 a. Slow Street Survey Results
18 Annie Adams shared a PowerPoint that covered the 2021 Urbana Slow Streets Survey results. Pie charts were used to show
19 what percentage of people gave each type of response. A list of street names was provided to show what streets the
20 respondents were suggesting as prospective slow street locations. Lastly, a short answer segment was shared which showed
21 respondents short answers related to questions, concerns, and other feedback on relative topics.

23 Nancy Westcott shared the slow streets summary sheet that was planned to be used during future neighborhood outreach.
24 Wording correction suggestions were made on some of the bullet points.

27 b. Vision Zero Update
28 Cynthia Hoyle shared a presentation on the current status of the Urbana Vision Zero effort. A draft Mayoral Proclamation
29 & Press Release was shared with the commission and was planned to take place on May 1st as a kick-off to Bike Month.

31 A proposed action plan schedule was shared and included some of the following milestones: Vision Zero task force to be
32 formed by April, Development for the communication strategy and task force meetings would take place from May-
33 December, and a draft plan is set to be started in August. The final milestone shared was council approving the action plan
34 which is set to take place by May 2022.

38 Annie Adams shared that Deborah Liu, a member of the public, posted the link to an article regarding studying near misses
39 in the chat function of the meeting. Shannon Beranek interjected, stating that utilizing the chat function in the meeting is in
40 violation of the Open Meetings Act. See Appendix A for the comments Deborah shared with the commission through the
41 chat function of this meeting.

3 a. Calendar for Bike Month 2021 has been added to the CU Bike month website
4 b. Bike Census is being held from 10am-11am on April 28th
5 c. Sarthak Prasad has been appointed to be a Walking College Fellow
6 d. Sarthak Prasad will hold a TED talk discussion around cycling in the later part of May
