1 Bicycle and Pedestrian Advisory Commission (BPAC) 2 Meeting Minutes 3 Date: Tuesday, May 18, 2021 4 Time: 7:00 p.m. 5 Place: City Council Chambers, 400 South Vine Street, Urbana, IL 61801 held virtually via Zoom 6 Members Present: Bill Brown* (Chair), Shannon Beranek, Cynthia Hoyle, Audrey Ishii, Sarthak 7 Prasad, Nancy Westcott, Annie Adams, Kara Dudek 8 9 Late Arrival: Jeff Marino 10 11 Staff Present: Lily Wilcock 12 13 Others Present: 14 15 Members Absent: Susan Jones 16 17 1. CALL TO ORDER, ROLL CALL, AND DECLARATION OF QUORUM 18 Bill Brown called the meeting to order at 7:00 p.m. Roll call was taken. A quorum was present. 19 *Chair Bill Brown was physically present at the meeting location, 400 South Vine Street, Urbana, Illinois 61801. 20 21 22 2. APPROVAL OF AGENDA 23 Cynthia Hoyle moved to approve the agenda. 24 Audrey Ishii seconded the motion. 25 Roll was taken on the motion to approve the agenda. APPROVAL OF MINUTES FROM PREVIOUS MEETING 31 Audrey Ishii moved to approve the minutes. 32 Nancy Westcott seconded the motion. 33 Cynthia Hoyle requested two corrections be made to the minutes from March 16, 2021. 34 Roll was taken on the motion to approve the minutes from March 16, 2021 as amended. PUBLIC INPUT 41 Charlie Smyth reminded everyone of the Ride of Silence which was scheduled for Wednesday May 19th, 2021. 42 Smyth then addressed the commission with concerns on the increase in the local per capita death rate for 43 pedestrian vs. vehicle crashes. “Locally we need to deal with the problem intersections that make it difficult for 44 pedestrians and bicyclists to get where they want to go. We need to lower the speed limits in residential areas to 45 25 mph and think about redesigning our least safe roadways.” 46 47 Jeff Marino joined the meeting. 48 49 Audrey Ishii asked Charlie about the letter that was sent to the commission preciously regarding the 50 Champaign County Bikes three foot sign initiative and if it specified locations for those signs. 51 Discussion followed. Orchard Downs Traffic Garden 5 Two students from the University of Illinois and the Community Learning Lab shared a PowerPoint presentation on a 6 Traffic Garden project proposal with the commission. This presentation provided an overview of what a traffic garden 7 is and why they are important to the community. One main goal behind this project proposal is to increase bike safety 8 and awareness locally especially among young cyclists. 9 The proposal includes setting up stations throughout the traffic garden that refine specific skills such as starting, 10 stopping, turning, signaling, etc. 11 There would be 3 phases of this project which would include paint in the first phase, signs in the second, and 3D 12 elements in the third. Funding for the first phase could be acquired through volunteer work, fundraising, and various 13 grant programs available. It has been estimated that maintenance for this project would mostly consist of paint touch 14 ups which has been predicted to be needed every 2-5 years. 15 Discussion followed 16 b. Discussion on staff support for BPAC 17 Bill Brown initiated discussion on the need for a city staff support to devote time for the BPAC efforts. Commission 18 members expressed great need for this support similar to what other commissions currently have. 19 Discussion followed. 20 21 6. UNFINISHED BUSINESS 22 a. Vision Zero Update 23 Cynthia Hoyle shared a presentation on the updated status of the Urbana Vision Zero effort. Currently, the Vision Zero 24 subcommittee is working through the task force kick-off along with the development of a communication strategy. 25 26 A draft Urbana Vision Zero Community Survey was presented for feedback. 27 28 Hoyle asked for approval from the commission on moving forward with the next steps which include: website and 29 WikiMap setup, finalizing the Vision Zero Community Survey, the Vision Zero Pledge, and having the proclamation and 30 press release drafts forwarded to the Mayor’s office. 31 32 Discussion followed. 33 34 Jeff Marino moved to motion for the Vision Zero sub-committee working group to continue with the plan for 35 implementing the WikiMap and Survey as discussed. 36 Annie Adams seconded the motion. 37 Roll was taken. Annie Adams mentioned a survey currently in circulation from the University of Illinois- Urban 3 and Regional Planning regarding transportation needs 4 b. Urbana Green Loop Bike Tour scheduled for Saturday May 22, 2021 at 2:00pm 5 c. Bicycle related TED Talk and discussion scheduled for May 26, 2021 from 6:00pm-7:00pm 6 d. Bike from Work day in conjunction with Light the Night tentatively scheduled for September 7 15th or 16th 8 e. Walkability audit for The University of Illinois campus currently in the works for the next fiscal 9 year 10 11 8. FUTURE TOPICS 12 a. Bike Registration 13 b.
