URBANA CITY COUNCIL CUNNINGHAM TOWNSHIP BOARD SPECIAL JOINT MEETING MINUTES DATE: Monday, July 8, 2019 TIME: 7:00 P.M. PLACE: Urbana City Council Chambers, 400 S. Vine St, Urbana, IL 61801 The Cunningham Township Board and the City Council of the City of Urbana, Illinois, met in special session July 8, 2019 at 7:00 p.m. in the Council Chambers at the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: City Council Members and Trustees (CM) Maryalice Wu (Ward 1), Shirese Hursey (Ward 3), Bill Brown (Ward 4), Dennis Roberts (Ward 5), Diane Wolfe Marlin (Mayor/Chair), Charles A. Smyth (City/Town Clerk) ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Eric Jakobsson (Ward 2), Dean Hazen (Ward 6), Jared Miller (Ward 7) STAFF PRESENT: Carol Mitten, John Schneider, James Simon, John Schneider, Sheila Dodd OTHERS PRESENT: News-Gazette, Bishop King James and Rev. Dr. Evelyn Underwood, Elderess Melinda Carr I. CALL TO ORDER AND ROLL CALL There being a quorum present, Mayor Marlin called the special meeting of the Urbana City Council/Cunningham Township Board to order at 10:10 p.m. following a City Council Committee of the Whole meeting. II. PUBLIC INPUT There was none. III. NEW BUSINESS 1. Consolidated Social Service Funding Allocations Grants Manager Sheila Dodd reviewed the allocations and provided a summary. Discussion followed. CM Wu noted that one of the big points last week was about STEP and TRUCE having incomplete data and that she and Supervisor Danielle Chynoweth were concerned about this. However, TRUCE money raised will be matched by another agency. CM Wu considers STEP to be a candidate for rapid response funds so there needs to be a process in place for new groups. Mayor Marlin stated that she had spoken with Ms. Chynoweth about this as well and about process going forward. She noted the concerns raised and that the process needs to be refined. CM Wu moved to direct staff to allocate monies as proposed in the summary for TRUCE so that they would get matching funds, to omit STEP but work with them in the future, and to accept the remaining recommendations in the summary. Motion seconded by CM Brown. CM Roberts noted that the STEP proposal of $2500 is such a small amount that we could just chance it but if there’s a way to give that to them down the road, he would support the motion. Mayor Marlin noted that city staff had raised $1500 earlier this year. Page 1 of 2 With no further discussion the motion passed by unanimous voice vote. 2. Closed Session: Review of Closed Session Meeting Minutes, Pursuant to 5 ILCS 120/2(c)(21) Council moved this item to a new Joint meeting to be scheduled before City Council on July 15, 2019. IV. ADJOURNMENT With no further business to come before the council, Mayor Marlin adjourned the meeting at 10:19 p.m. Charles A.
