The Urbana City Council held a public hearing Monday, June 22, 2020 at 7 p.m. via zoom to
received public input on the proposed annual budget FY 2020-2021.

I. CALL TO ORDER AND ROLL CALL
With a quorum present, Mayor Marlin called the public hearing to order at 7:00 p.m.
Mayor Marlin opened the hearing and stated the purpose of the hearing, which was to receive
public input on the proposed annual budget FY 2020-2021.
II. PUBLIC INPUT
The following residents addressed the council to express their opposition to approve the annual
budget for the Urbana Police Department. Alana Ackerman, Beau Barber, Allison Casar, Natalie
DeClerck, John Drobny, Christopher Hansen, Austin Hoffman, Ben Joselyn, Emily McKown,
Bijal Patel, Lisa Tomlinson, Rev. Dr. Evelyn B. Underwood. Some of the comments included:
reject budget line for UPD, decrease and redistribute, defund police, defund police by 50%,
eliminate canine unit, eliminate license recognition software.
The following residents sent emails in opposition of approving the police budget: Brooke
Armstrong, Anna Asplund, Chelsea Birchmier, River Brown, Bronwyn Cain, David Cisneros,
Nancy Dietrich, Brian Dunn, C.G. Estabrook, Kacie Gastanaga, Marcey Goldstein, Michael
Johnson, Jon Hays, Lara Jobe, Caitlin Kingsley, Rohn Koester, Jamie Keener, Kelsey Langley,
Elise Lanker, Arum Lee, Erin Long, Kathleen McGowan, Katherine Majewski, Elizabeth
Matsushita, Drake Maxson, Danielle McFarland, Megan Mericle, Logan Middleton, Richard
Miske, Marion Morris, Brian Mottashed, Valerie O’Brien, Lesley Owens, Sara Paige, Patricia

Paulausky, Elisabeth Potsch, Sarah Sauce, Veronica Severini, Elizabeth Simpson, Nicholas Stine,
Miriam Tworek-Hofstetter, Brandi Vail, Aidan Watson-Morris, Lillian Wright. Some of the
comments included, defund police, reallocate funds to social services, community development,
mental illness, and/or reduce budget.
III. ADJOURNMENT
There being no further comments or questions, Mayor Marlin declared the virtual public hearing
meeting adjourned at 8:06 p.m.

NOTICE OF PUBLIC HEARING
OF THE URBANA CITY COUNCIL
NOTICE IS HEREBY GIVEN that the proposed annual budget for the City of Urbana in the
County of Champaign, State of Illinois, for the fiscal year beginning July 1, 2020 and ending June 30,
2021, is on file and conveniently available for public inspection on the City’s web site
(https://www.urbanaillinois.us/departments/finance/financial-reports/annual-budget).
Notice is further given that a public hearing on said proposed annual budget will be held at 7:00 pm on
Monday, June 22, 2020. Estimated revenues for the proposed budget for fiscal year 2020/21 are $46.7
million and proposed expenditures are $45.3 million.
All interested persons are invited to watch the hearing on UPTV, livestream the hearing at
https://livestream.com/urbana or attend virtually via Zoom at
https://us02web.zoom.us/j/89970224955. Persons attending the hearing shall have the right to
provide written and oral comments and suggestions regarding the proposed annual budget.

this page.

*Due to the Governor’s Disaster Declaration and the Mayoral Emergency Orders, the Urbana City
Council Chambers will be not be open to the public during this meeting. For those wishing to provide
public input, please email your statement to CityCouncil@urbanaillinois.us by 7:00 pm Monday evening of
the date of the meeting. Your statement will be read into the record per council public input rules. Public
input also may be provided via Zoom. Anyone can watch the meeting on streaming services, UPTV, or

Providing Public Input by e-mail:
We ask that you submit your public comments by email by 7:00 pm to citycouncil@urbanaillinois.us Email sent
to this account is transmitted to all council members, the mayor, city administrator, and city clerk. Emailed
Public Input received before start of meeting (7 pm) will be incorporated into the public record, with personal
identifying information redacted. Due to the high volume of emails, please put PUBLIC INPUT and meeting
date in the subject line.
Providing Public Input from a computer browser or the Zoom app on a mobile device:
· The link to join by computer and the Webinar ID to join by the Zoom app are listed on the agenda. You
will be asked to provide a name and email before joining.
· Make sure you have a microphone on your computer if you wish to speak. Please identify yourself with
first and last name in Zoom for the record if you wish to speak*. FCC Guidelines will be followed.
· We will be muting participants except during public input, when they will be recognized to speak after
raising their hand (see the next bullet point). Video will remain off for all members of the public, even
while they are speaking.
· Per council rules you must identify yourself to provide public input with your first and last name*.
During Public Input, if you wish to speak, please “Raise your hand” using the option at the bottom of
the screen. When called on by the chair or host, you will be un-muted and you should state your name
for the record per city code*.
Providing Public Input by phone:
· Join by calling the phone number shown in the agenda.
· Callers will then be asked to enter the Webinar ID number followed by the # key. The Webinar ID
number is listed on the agenda.
· All callers are muted by default.
· If you wish to speak, please “Raise your hand” by pressing *9 once - this toggles the
raise/lower hand option. When called on by the chair or host by your phone number, you will
be un-muted and you should state your name for the record per city code*. When you are
done, the host will “lower your hand” and mute you - there is no need to press any more
buttons.
