The City Council Committee Of The whole of the City of Urbana, Illinois, met
in regular session Monday April 22, 2013 in the Council Chambers of the
Urbana City Building.
ELECTED OFFICIALS PHYSICALLY PRESENT: Heather Stevenson (Chair); Brandon
Bowersox-Johnson; Eric Jakobsson; Robert E. Lewis; Diane W. Marlin; Dennis
Roberts; Charlie Smyth; Laurel Lunt Prussing; Phyllis Clark.
ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None
ELECTED OFFICIALS ABSENT: None
STAFF PRESENT: Brad Bennett; Tom Carrino; Patrick Connolly; Bill DeJarnette;

1. CALL TO ORDER AND ROLL CALL
With a quorum present, Chair Stevenson called the meeting of the
Committee Of The Whole to order at 7:02 p.m.
2. ADDITIONS TO THE AGENDA AND STAFF REPORT
a. Report: Sanitary Sewer Laterals in Public Right-Of-Way
Brad Bennett, Public Works Engineer presented the results of the
research information that council requested at a previous meeting:
Policies on sanitary sewer lateral ownership within public right-of-
way(R.O.W) of other central Illinois communities, Maintenance practices
and repair programs for sanitary sewer laterals in Illinois communities
that own their laterals within the public R.O.W and the financial
impact of the City assuming ownership of sanitary sewer laterals within
the public R.O.W. William Gray, Director of Public Works was also
available for questions. Discussion followed.
He also presented the council with five options to pick from 1. No
Action; 2. 100% Pavement Reimbursement; 3. City Repairs Laterals within
Public R.O.W; 4. City Ownership of Sewer Laterals within Public R.O.W;
5. Lateral Insurance. At this time The Public Works Department is
requesting guidance from Council on which option to pursue regarding
sanitary sewer lateral repair within the public right-of-way.
After discussion Council picked option three (City Repairs Laterals
within Public R.O.W).
3. APPROVAL OF MINUTES OF PREVIOUS MEETING
Mr. Bowersox-Johnson made a motion to approve the minutes of the
meeting held April 8, 2013. Mr. Lewis seconded. Motion carried by
voice vote.

Carol McKusick addressed the Committee to express her concerns about
the structure of meetings, agendas and the binder that holds the
information.
Bishop King James Underwood did not wish to speak but wanted his
position enter into records stating that he has concerns about the
outcome of the Ellis Subdivision sanitary sewer.
Rex Bradfield addressed the committee in regards to the Sanitary Sewer
Laterals.
Dr. Rev. Evelyn B. Underwood addressed the Committee to express her
concerns about the sanitary sewer laterals options presented.
Gregory Chew, Public Arts Commissions member addressed the committee in
support of the funding for the two Royer Plaques.
5. Ordinance No. 2013-04-037: An Ordinance Amending Urbana City Code
Chapter Twenty-Six, Article II (Vehicles for Hire - 2013)
Elizabeth Beaty, Finance Office Manager presented Staff Report.
Ms. Marlin made a motion to send this Ordinance to Council with
recommendation for approval. Mr. Roberts seconded.
After further discussion and at the request of Elizabeth Beaty, Ms.
Marlin moved to withdrawn. Mr. Roberts seconded. Motion to withdraw
carried by voice vote.
Ms. Marlin made a motion to keep this item in committee. Mr. Roberts
seconded. Motion carried by voice vote.
6. Public Arts Program Update
Mayor Prussing announced that Christina McClelland was awarded Women of
Distinction for Public Arts Efforts by the Girl Scouts Organization.
Christina McClelland, Public Arts Coordinator and Tom Carrino, Economic
Development Manager presented the Public Arts Update.
7. Motion Approving the Public Arts Program Plan (FY 2013-2014)
Christina McClelland, Public Arts Coordinator gave presentation.
Ms. Marlin made a motion to send this item to Council with
recommendation for approval. Mr. Lewis seconded. Motion carried by
voice vote.
8. Ordinance No. 2013-04-036: An Ordinance Amending Chapter Sixteen of the
Urbana City Code (Noise Ordinance)
Jeff Engstrom, Planner II and Robert Myers, Planning Manager presented
this Ordinance for approval.
Mr. Roberts made a motion to send this item to Council with
recommendation for approval. Ms. Marlin seconded. Motion carried by
voice vote.

9. Ordinance No. 2013-04-034: An Ordinance Amending Schedule H of Section
23-93 of the Urbana Local Traffic Code Requiring Stop Signs at a
Certain Intersection (Shurts Street at Cottage Grove Avenue; Greenridge
Drive at Country Squire Drive)
William Gray, Public Works Director presented this Ordinance for
approval.
Mr. Smyth made a motion to send this item to Council with
recommendation for approval. Ms. Marlin seconded. Motion carried by
voice vote.
10. Ordinance No. 2013-04-035: An Ordinance Approving the Champaign-Urbana
Solid Waste Disposal System Annual Budget (FY 2013-2014)
Gale Jamison, Assistant City Engineer presented this Ordinance for
approval.
Mr. Smyth made a motion to send this item to Council with
recommendation for approval. Mr. Lewis seconded. Motion carried by
voice vote.
11. Budget Overview
Bill DeJarnette, Acting Comptroller presented this item. No action
taken.
12. Adjournment
There being no further business to come before the Committee, Chair
Stevenson declared the meeting adjourned at 10:46 p.m.
