CITY OF URBANA COMMITTEE OF THE WHOLE – Monday October 28, 2013 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The whole of the City of Urbana, Illinois, met in regular session Monday October 28, 2013 in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Carol Ammons; Bill Brown; Eric Jakobsson; Diane Marlin; Dennis Roberts; Charles Smyth; Laurel Lunt Prussing; Phyllis D. Clark ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Michael P. Madigan STAFF PRESENT: Rebecca Bird; Tom Carrino; Patrick Connolly; William Gray; Natalie Kenny Marquez; Mike Monson; Brian Nightlinger; John Schneider; James Simon OTHERS PRESENT: Carolyn Baxley; Clark Bullard; Chris Evans; Cain Kaiser; Christina Nelson; Bishop King James Underwood; Rev. Dr. Evelyn B. Underwood and Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Roberts called the meeting of the Committee Of The Whole to order at 7:07 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT There were none. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Ms. Ammons made a motion to approve the minutes of the meeting held October 14, 2013. Mr. Smyth seconded. Motion carried by voice vote. 4. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records about the sewer issues at the Dr. Ellis Subdivision. Cain Kiser from Adams Outdoor Advertising addressed the committee with a power point presentation about Digital billboards. Carolyn Baxley addressed the committee in opposition of electronic billboards. Mr. Roberts read email correspondence from Mike Lehman; Anthony Santarelli; Grace William; Trent Shephard and Scotty Dossett in opposition of billboards. Mayor Prussing read a letter from Robin Arbiter in opposition of billboards. City of Urbana Committee Of The Whole Minutes: October 28, 2013 Page 2 of 3 Mr. Bill Brown received 32 emails total in response to the billboard subject with 18 oppositions, 9 in favor and 5 neutral. Mr. Erik Jakobsson also received 6 emails in opposition of billboards. 5. Ordinance No. 2013-10-101: An Ordinance Amending Urbana City Code Chapter Three, Section 3-42 (Creating a Class T-4 License – Winetasting and Package Wine Sales at Market, Special and Festival Events) Natalie Kenny Marquez, Marketing Coordinator/Director, Urbana’s Market at the Square presented this Ordinance with recommendation for approval along with Cynthia Johnson Executive Director for Urbana Business Association. Ms. Marlin made a motion to send Ordinance No. 2013-10-101 to council with recommendation for approval. Mr. Jakobsson seconded. Motion carried by voice vote. Mr. Smyth made a motion to direct staff to research the possibility of adding a different classification of licenses to accommodate other interested vendors in the beer microbrewery and distilled spirits industries. Mr. Brown seconded. Motion carried by voice vote. 6. Ordinance No. 2013-10-102: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing Number of Class C Liquor Licenses for Lin & Liang, d/b/a B Spirits, LLC, 306 West Main Street) Mr. Smyth made a motion to send Ordinance No. 2013-10-102 to council with recommendation for approval. Mr. Jakobsson seconded. Motion carried by voice vote. 7. Discussion: Digital Billboards Public Input continue Mr. Clark Bullard addressed the committee in opposition of Digital Billboards. Mr. Chris Evans addressed the committee in opposition of given ones address when given a public input, also in opposition of Digital Billboards. Christina Nelson addressed the committee in opposition of Digital Billboards. Mr. Robert relinquish as chair to join discussion at 8:16pm. Returned to chair at 8:25pm. Mr. Smyth made a motion to table this indefinitely to the next elected city council. Mr. Roberts relinquished as chair to join discussion at 8:16pm seconding the motion. Returned to chair at 8:25pm. Motion to table was defeated by show of hands vote. Mr. Brown suggested reviewing the Digital Billboards in about six months or somewhere in the near future in order to further research options. City of Urbana Committee Of The Whole Minutes: October 28, 2013 Page 3 of 3 Ms. Marlin made a motion to direct zoning administrator to initiate a zoning case and text amendment related to outdoor digital advertising. Mr. Jakobsson seconded. Motion failed by voice vote. At this time there is no action taken on this item. 8. Adjournment There being no further business to come before the Committee, Chair Marlin declared the meeting adjourned at 8:47 p.m. ______________________________ Wendy M.
