CITY OF URBANA COMMITTEE OF THE WHOLE – Monday May 12, 2014 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday May 12, 2014 in the Council Chambers of the Urbana City Building. Dr. Evelyn Underwood; Shannon Wolfe; Members of the Media 1. CALL TO ORDER AND ROLL CALL With a quorum present, Chair Smyth called the meeting of the Committee Of The Whole to order at 7:03 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT Mayor Prussing wanted to clarify that Item 6 Budget Presentation will include Finance and the Executive Department. Mayor Prussing also read a communication letter submitted by Dr. Lozar and Ginger Lozar of Lincolnshire Properties who wanted to commend the City of Urbana staff for a job well performed during a fire at one of their campus properties. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderwoman Ammons made a motion to approve minutes from meeting held on April 28, 2014. Alderman Roberts seconded. Alderman Smyth asked to have the minutes reflect the agenda order as some of the items were shuffled from their original order. After corrections motion carried by voice vote. 4. PUBLIC INPUT Carlos Donaldson addressed the committee to express his concerns regarding city funds and how much is being spent on legal fees. Carletta Donaldson addressed the committee on various issues like: Tasers, Grants, Community and Council. Norman Baxley addressed the committee regarding Special Use Permit. George Keck addressed the committee in opposition of parking removal on Broadway Ave. Dan Bailey, President for FOP Lodge 70 addressed the committee in Support of Tasers. The following members of FOP Lodge 70 addressed the committee in support of Tasers: Matt Rivers; Ron Timmons Christine Rivers and Heidi Hewkin (Urbana Police Spouses) addressed the committee as support of Tasers. Angela Timmons addressed the committee in support of Tasers, also submitted a signed petition with 41 supporters. Joseph Tharp addressed the committee in support of Tasers. Martell Williams addressed the committee regarding Tasers. Aaron Ammons addressed the committee in opposition of Tasers. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns enter into the records regarding the sewer issues at the Dr. Ellis Subdivision. The following residents did not wish to speak but wanted their positions enter into the records against using Tasers: Bishop King James Underwood; Ivan Ruiz. Sundiata Cha-Jua addressed the committee to express his concerns and position against the use of Tasers. Linda Bauer addressed the committee in support of Resolution No. 2014- 05-025R. 5. Discussion: Budget Overview Mayor Prussing and Rich Hentschel (Comptroller) presented the City’s Proposed Budget for Fiscal Year 2014-2015. 6. Budget Presentation Mayor Prussing presented the Executive Department Annual Budget. Rich Hentschel, City Comptroller presented the Finance Department Annual Budget. 7. Ordinance No. 2014-05-047: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Broadway Avenue) City of Urbana Committee Of The Whole Minutes: May 12, 2014 Page 3 of 5 Craig Shonkwiler, Assistant City Engineer presented Ordinance No. 2014- 05-047 with recommendation for approval. After Presentation the following residents addressed the committee in opposition of this ordinance: Patrick Patterson; Linda Patterson; Michael Pollock; Deanna Hildebrand. The following resident did not wish to speak but ask that their position be entered into the record as follows: Barry Isralewitz in favor of Bike Lanes on Broadway Ave.; Jane Kalmar in favor of Bike Lanes on Broadway Ave. Alderman Madigan relinquishes chair to Alderman Jakobsson to join discussion from 10:04-10:07 p.m. After debate and public input Alderman Roberts made a motion to send Ordinance No. 2014-05-047 to staff to adopt option 4. Alderwoman Marlin seconded. Motion carried by voice call. 8. Resolution No. 2014-05-025R: A Resolution Authorizing the Execution of an Intergovernmental Agreement with the Champaign-Urbana Mass Transit District Regarding the Generation of Proposals for a Mixed use Transit Facility and Associated Redevelopment in Downtown Urbana Brandon Boys, Redevelopment Specialist presented Resolution No. 2014- 05-025R with recommendation for approval. Karl Gnadt, MTD Director was also available for question and answer during the presentation. After presentation Alderwoman Ammons made a motion to send Resolution No. 2014-05-025R to council with recommendation for approval. Alderman Brown seconded. Motion carried by voice vote. 9. Ordinance No. 2014-05-048: An Ordinance Approving a Local Agency/Company Agreement (City of Urbana/Frasca International, Inc.) Tom Carrino, Economic Development Manager presented Ordinance No. 2014- 05-048 with recommendation for approval. After presentation Alderman Roberts made a motion to send Ordinance No. 2014-05-048 to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 10. Ordinance No. 2014-05-049: An Ordinance Revising the Annual Budget Ordinance, FY 2013-2014 (Airport Road West Reconstruction (Local Match) Tom Carrino, Economic Development Manager presented Ordinance No. 2014- 05-049 with recommendation for approval. After presentation Alderwoman Ammons made a motion to send Ordinance No. 2014-05-049 to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. Discussion: T-3 Liquor License Alderman Madigan recused himself from this discussion due to conflict of interest from 10:26-10:32 p.m. Alderman Smyth relinquish chair to Alderman Jakobsson to present discussion item from 10:27-10:32 p.m. Alderman Smyth made a motion to direct staff to research and develop changes to the T-1 and T-3 that reflect true costs, allow greater flexibility and usage of private and public facilities, and encourage better co-existence among existing businesses. These changes would address the scenarios listed above and others that we haven’t thought of. Alderman Roberts seconded. Motion carried by voice vote. 12. Discussion: Taser [04/28/14] Patrick Connolly, Police Chief; Richard Surles, Lieutenant presented this discussion item. Public Input Continue: Paul Bradley addressed the committee in support of Tasers. Durl Kruse addressed the committee to express his concerns regarding the use of Tasers. Rev. Dr. Evelyn B. Underwood addressed the committee in opposition of Tasers. Denni K. Hubert addressed the committee in support of Tasers. Alderman Brown made a motion to extend meeting an additional 20mins. Alderman Roberts seconded. Motion carried by voice vote. Brian Dolinar addressed the committee in opposition of Tasers. At 10:55 p.m. Alderman Brown moved to extend meeting for 20 minutes. Alderman Roberts seconded. Motion carried by voice vote. The following residents did not wish to address the committee, but wanted their positions entered into the record in support of Tasers: Sarah Links; Joel Sanders; Harley Rutledge; Oscar Gamble; Jeremy Hale; Cory Koker; Tina Meneely; Heidi Hewkin; Dixie Brazelton; Katie Galloway; Shannon Wolfe. Alderwoman Ammons suggested taking this subject into the community by providing public hearings at different locations to allow further public participation.
