The City Council Committee Of The Whole of the City of Urbana, Illinois, met
in regular session Monday June 9, 2014 in the Council Chambers of the Urbana
City Building.

1. CALL TO ORDER AND ROLL CALL
With a quorum present, Chair Ammons called the meeting of the Committee
Of The Whole to order at 7:00 p.m.
2. ADDITIONS TO THE AGENDA AND STAFF REPORT
Alderman Smyth added four liquor licenses for discussion at the end of
agenda.
Rich Hentschel, Comptroller presented correction to the final 2014-2015
annual budget.
3. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Smyth made a motion to approve minutes from meeting held on
May 27, 2014. Alderman Jakobsson seconded. Motion carried by voice
vote.
4. PUBLIC INPUT
The following residents addressed the committee to express their
concerns regarding Barnes Mobile Home Park; Limor Stroud and Cynthia
Green.
Carletta Donaldson addressed the committee with various questions and
concerns also asked for a moment of silence for the passing of a Public
Works city employee “Johnny Wilson”.
Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish
to speak but wanted their concerns enter into the records regarding the
sewer issues at the Dr. Ellis Subdivision.

5. Presentation: Urbana Sister Cities Committee report (15mins)
Alderman Roberts; Michael Kilcullen presented a proposal to committee
regarding Thionville Lorraine, France. Thionville is seeking an
American Cultural/education partnership. Representative Elise Poillot
has already visited Urbana and Mr. Kilcullen has visited France.
6. Resolution No. 2014-05-027R: A Resolution Approving and Authorizing
the Execution of a Promotional and Marketing Agreement (Urbana Business
Association, FY 2014-2015, FY 2015-2016, & FY 2016-2017) [sent from council
06/02/14]
Brandon Boys, Redevelopment Specialist was available to clarify
questions committee had during council meeting.
**Resolution No. 2014-15-027R was defer from council meeting held on
June 2, 2014 to the next council meeting that will take place June 16,
2014.
**No action needed at this time**
7. Resolution No. 2014-06-033R: A Resolution Approving Modifications To
The City Of Urbana And Urbana Home Consortium FY 2013-2014 Annual
Action Plan (301 Thompson and Community Elements TBRA)
Jennifer Gonzalez, Planner II presented Resolution No. 2014-06-033R
with recommendation for approval. Sheila Dodd from Habitat for
Humanities was available for questions.
After presentation Alderman Smyth made a motion to send Resolution No.
2014-06-033R to council with recommendation for approval. Alderman
Jakobsson seconded. Motion carried by voice vote.
8. Discussion: Social Service Funding Allocations
Alderman Jakobsson said that at this time he is still waiting on
council members to submit their Social Service allocation
recommendations.
**No action taken at this time**
9. Resolution No. 2014-06-034R: A Resolution Authorizing the Execution of
a Law Enforcement Mutual Aid Agreement and the Existence and Formation
of the Illinois Law Enforcement Alarm System (“ILEAS”)
(Intergovernmental Agreement for Law Enforcement Mutual Aid)
Patrick Connolly, Chief of Police presented Resolution No. 2014-06-034R
for approval.
After presentation Alderman Roberts made a motion to send this item to
council with recommendation for approval. Alderman Madigan seconded.
Motion carried by voice vote.
10. Ordinance No. 2014-06-057: An Ordinance Of The City Of Urbana,
Champaign County, Illinois, Providing For The Issuance Of General
Obligation Bonds, Series 2014, Providing The Details Of Such Bonds And

For A Levy Of Taxes To Pay The Principal Of And Interest On Such Bonds,
And Related Matters
Rich Hentschel, Comptroller presented Ordinance No. 2014-06-057 with
recommendation for approval.
After debate Alderman Smyth made a motion to send Ordinance No. 2014-
06-057 to council with recommendation for approval. Alderman Roberts
seconded. Motion carried by voice vote.
11. Ordinance No. 2014-05-053: An Ordinance Approving the Champaign-Urbana
Solid Waste Disposal System Annual Budget (FY 2014-2015)
Brad Bennett, Assistant City Engineer presented Ordinance No. 2014-05-
053 with recommendation for approval.
After presentation Alderman Madigan made a motion to send Ordinance No.
2014-05-053 to council with recommendation for approval. Alderman
Smyth seconded. Motion carried by voice vote.
**Alderman Madigan recused himself to due conflict of interest at
7:59pm**
12. Alderman Smyth presented four liquor licenses for discussion, Mayor
Prussing available for questions.

(Increasing number of Class R-2 liquor licenses for Blackhawk

(Increasing number of Class R-1 liquor licenses for Hot Spot
Restaurant, LLC, 1809 S. Philo Road)
An Ordinance Amending Urbana City Code chapter 3, Section 3-43
(Increasing number of Class C liquor licenses for La Morenita Mexican
Store, Inc., 607 N. Cunningham Avenue)
An Ordinance Amending Urbana City Code Chapter 3, Section 3-43
(Increasing number of Class R-2 liquor licenses for The Dancing Dog
Eatery & Juicery, LLC, 126 W. Main Street)
