CALL TO ORDER AND ROLL CALL With a quorum present, Chair Brown called the meeting of the Committee Of The Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT There were none. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Roberts made a motion to approve minutes from meeting held on July 14, 2014. Alderman Madigan seconded. Alderman Brown made a correction to minutes as follows: Item 2. Additions to the Agenda and Staff Report during Fire Marshall Phillip Edwards reports, would like to see the name of the five lifeguards who were awarded for their bravery act. Lauren Grubb; Caroline Hokl; Demetrius Jackson; David Jin and Olivia Hentges. After corrections, motion carried by voice vote. 4. PUBLIC INPUT Carletta Donaldson addressed the committee with general concerns. Alderwoman Marlin commended the Public Works staff for the hard work during the recent rain storm. Alderman Smyth asked Public Works Director William Gray and Arborist Mike Brunk to clarify the policy regarding trees and limbs due to the recent rain storms. 5. Ordinance No. 2014-07-067: An Ordinance Amending Urbana City Code Chapter 3, Section 3-43 (Increasing the number of Class C Licenses for Freedom Oil Company, 1812 N. Cunningham Ave.) Alderman Madigan recused himself to due conflict of interest from 7:17pm-7:18pm. City of Urbana Committee Of The Whole Minutes: July 28, 2014 Page 2 of 4 Charlie Smyth Mayor Pro-Tem on behalf of the Mayor presented Ordinance No. 2014-07-067 with recommendation for approval. After presentation Alderwoman Ammons made a motion to send Ordinance No. 2014-07-067 to Council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 6. Resolution No. 2014-07-040R - A Resolution Approving the Purchase of FANFARE, for the Permanent Collection of Public Art of the City of Urbana Lisa Hatchadoorian, Public Arts Coordinator along with Public Arts Board Member Patricia Samman presented Resolution No. 2014-07-040R with recommendation for approval. After presentation and debate Alderman Roberts made a motion to send Resolution No. 2014-07-040R to council with recommendation for approval. Alderwoman Ammons seconded. Motion carried by voice vote. 7. Resolution No. 2014-07-042R: A Resolution Approving and Authorizing the Execution of a Contract for Professional Services (Peckham Guyton Albers & Viets, Inc., FY 2014-2015) Brandon Boys, Redevelopment Specialist along with Mike Webber from PGAV presented Resolution No. 2014-07-042R with recommendation for approval. After presentation and debate Alderman Roberts made a motion to send Resolution No. 2014-07-042R to council with recommendation for approval. Alderwoman Ammons seconded. Motion carried by voice vote. 8. Ordinance No. 2014-07-069: An Ordinance Approving a Second Amendment to an Agreement for Use of Right-Of-Way with Gargoyle Technologies, Inc., D/B/A VOLO Broadband William Gray, Public Works Director presented Ordinance No. 2014-07-069 with recommendation for approval. After presentation Alderman Madigan made a motion to send Ordinance No. 2014-07-069 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 9. Ordinance No. 2014-07-070: An Ordinance Revising the Annual Budget Ordinance FY 2014-15 (Irrigation System Research Grant) Scott Tess, Environmental Sustainability Manager presented Ordinance No. 2014-07-070 with recommendation for approval. After presentation Alderman Smyth made a motion to send Ordinance No. 2014-07-070 to council with recommendation for approval. Alderman Roberts seconded. Motion carried by voice vote. 10. Ordinance No. 2014-07-071: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking At All Times On Certain Streets (Ash Street) City of Urbana Committee Of The Whole Minutes: July 28, 2014 Page 3 of 4 William Gray, Public Works Director presented Ordinance No. 2014-07-071 with recommendation for approval. After presentation Alderwoman Ammons made a motion to send Ordinance No. 2014-07-071 to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 11. Ordinance No. 2014-07-072 An Ordinance Amending Schedule F of Section 23-83 of the Urbana Local Traffic Code Designating One-Way Streets and Alleys (Anderson Street Between Florida Avenue and Pennsylvania Avenue) William Gray, Public Works Director presented Ordinance No. 2014-07-072 with recommendation for approval. After presentation Alderwoman Marlin made a motion to send Ordinance No. 2014-07-072 to council with recommendation for approval. Alderman Madigan seconded. Motion carried by voice vote. 12. Resolution No. 2014-07-041R: A Resolution Authorizing The Entry Into and Execution of An Agreement Between The City of Urbana, Illinois and The Community Foundation of East Central Illinois Mike Brunk, City Arborist presented Resolution No. 2014-07-041R with recommendation for approval. After presentation Alderwoman Marlin made a motion to send Resolution No. 2014-07-041R to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 13. Ordinance No. 2014-07-073: An Ordinance Amending Urbana City Code Chapter 25, Legacy Tree Program (Section 25-65 Consent) Mike Brunk, City Arborist presented Ordinance No. 2014-07-073 with recommendation for approval. After presentation Alderman Roberts made a motion to send Ordinance No. 2014-07-073 to council with recommendation for approval. Alderman Smyth seconded. Motion carried by voice vote. 14. Ordinance No. 2014-07-074: An Ordinance Revising the Annual Budget Ordinance FY 2014-15 (Windsor Road Reconstruction Philo to Race) William Gray, Public Works Director presented Ordinance No. 2014-07-074 with recommendation for approval. After presentation Alderman Smyth made a motion to send Ordinance No. 2014-07-074 to council with recommendation for approval. Alderwoman Marlin seconded. Motion carried by voice vote. 15.
