CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. Urbana City Council Minutes: January 20, 2015 Page 2 of 5 B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Brown made a motion to approve minutes from meeting held on January 5, 2015. Alderman Roberts seconded. Motion carried by voice vote. C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Brian Nightlinger, Fire Chief and Phillip Edwards, Fire Marshal presented two awards for a heroic act that save a child’s life. Cory Willard (Farmer and Boy Scout Leader) and Revkah Garber (Nurse) were the recipients. Carletta Donaldson addressed the council with various concerns after exercising a moment of silence. Paula Veneir and Amy Stevens addressed the council regarding smoke-free policies and what can they do about their smoking neighbors? Tara McCauley from the Public Health Department was available for questions regarding this issue. Bishop King James and Rev. Dr. Evelyn Underwood did not wish to speak but wanted noted on record that they are still concerned about the Dr. Ellis Subdivision sewer Problems. Tom Fiedler from Melody Gaming addressed the council in favor of Ordinance No. 2015-01-004. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee of the Whole: a. Ordinance No. 2015-01-002: An Ordinance Revising the Annual Budget Ordinance FY 2014-15 (Capital Improvement Donations, Arbor Programs) Alderman Madigan made a motion to approve Ordinance No. 2015-01-002. Alderwoman Marlin seconded. Motion carried by roll call. Votes were as follows: Bill Brown – Aye Dennis Roberts - Aye Michael Madigan – Aye Charles Smyth - Aye Diane Marlin - Aye Mayor Prussing - Aye Action: Ordinance No. 2015-01-002 was approved by roll call vote (6-Ayes; 0-Nay) Urbana City Council Minutes: January 20, 2015 Page 3 of 5 b. Ordinance No. 2015-01-004: An Ordinance Amending Urbana City Code Chapter 3.7, Section 3.7-15(Increasing number of licensed premises that may display video gambling terminals/2015) Alderman Madigan made a motion to approve Ordinance No. 2015-01-004. Alderman Smyth seconded. Chair Prussing relinquished chair to Mr. Smyth to join debate from 7:42p.m.-744p.m. After further discussion Alderman Smyth move to defer this item to the next council meeting. Alderman Roberts seconded. Action: Ordinance No. 2015-01-004 was deferred to next council meeting on February 2, 2014. c. Resolution No. 2015-01-002R: A Resolution Deeming Certain Funds in the Special Tax Allocation Fund for the Downtown Urbana Tax Increment Redevelopment Project Area as “Surplus” Funds and Directing the Payment and Distribution Thereof (2014) Alderman Madigan made a motion to approved Resolution No. 2015-01-002R. Alderman Smyth seconded. Votes were as follows: Bill Brown – Aye Dennis Roberts - Aye Michael Madigan – Aye Charles Smyth - Aye Diane Marlin - Aye Action: Resolution No. 2015-01-002R was approved with roll call vote (5–Ayes; 0-Nay) d. Ordinance No. 2015-01-005: An Ordinance Revising the Annual Budget Ordinance for FY2014/15 (TIF One Surplus Distribution) Alderman Madigan made a motion to approved Ordinance No. 2015-01-005. Alderman Roberts seconded. Votes were as follows: Bill Brown – Aye Dennis Roberts - Aye Michael Madigan – Aye Charles Smyth - Aye Diane Marlin - Aye Mayor Prussing - Aye Action: Ordinance No. 2015-01-005 was approved with roll call vote (6–Ayes; 0-Nay) e. Ordinance No. 2015-01-007: An Ordinance Approving a Redevelopment Agreement First Amended and Restated With Cake Design Development LLC – Series 204 West Main (204 West Main Street – Matt Cho) Urbana City Council Minutes: January 20, 2015 Page 4 of 5 Alderman Madigan made a motion to approved Ordinance No. 2015-01-005. Alderman Smyth seconded. Votes were as follows: Elizabeth Tyler, Community Developments Director addressed the council to alert them of a follow up item regarding this Ordinance that will take place Monday at a Special Council Meeting. REPORTS OF OFFICERS Alderwoman Marlin announced that the Community Blood Services of Illinois is sponsoring a Blood Drive tomorrow Wednesday, January 21, 2014 from 10am–2pm. I. NEW BUSINESS 1. Mayoral Appointment a. Human Resource Manager – Todd Rent Mayor Prussing presented the appointment of Todd Rent with recommendation for approval. Alderman Smyth made a motion to approve the appointment of Todd Rent to Human Resource Manager. Alderman Brown seconded. Motion carried by voice vote. Action: This appointed was approved by voice vote. J.
