Dr. Evelyn Burnett Underwood; Members of the Media. A. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Ammons made a motion to approve minutes from meeting held on February 02, 2015 and Special Meeting held on February 09, 2015. Alderman Roberts seconded. Motion carried by voice vote. Urbana City Council Minutes: February 16, 2015 Page 2 of 5 C. ADDITIONS TO THE AGENDA There was none. D. PETITIONS AND COMMUNICATIONS Alderman Jakobsson announced a town hall meeting that will take place at the civic center this coming Saturday, February 21, 2015, from 1:30 to 4:30 p.m. regarding the IDOT Traffic Stop Data Task Force. Alderman Jakobsson also reminded the listening public that the regular meeting for the IDOT Task Force will be Wednesday, February 18, 2015, at 5:30 p.m. in the Council Chambers of the city building. Bishop King James and Rev. Dr. Evelyn Underwood did not wish to speak but wanted noted on record that they are still concerned about the Dr. Ellis Subdivision sewer Problems. E. UNFINISHED BUSINESS There were none. F. REPORTS OF STANDING COMMITTEES 1. Committee of the Whole: a. Motion for Brick Street Reconstruction with Concrete: Broadway Avenue (Stebbins Drive – Oakland Avenue) Alderman Smyth made a motion to approve “Motion for Brick street Reconstruction with Concrete: Broadway Avenue (Stebbins Drive – Oakland Avenue)”. Alderwoman Marlin seconded. Motion carried by roll call. After discussion Votes were as follows: William Gray, Public Works Director clarified some questions and concerns regarding this project. Ordinance No. 2015-02-012: An Ordinance Revising the Annual Budget Ordinance for FY2014/15 (Various Items) Alderman Smyth made a motion to approve Ordinance No. 2015- 02-012. Alderman Ammons seconded. Motion carried by roll call. Ordinance No. 2015-02-013: An Ordinance Approving a Redevelopment Agreement with 129 North Race, LLC (129 North Race Street) Alderman Smyth made a motion to approve Ordinance No. 2015- 02-013. Alderman Roberts seconded. Motion carried by roll call. Ordinance No. 2015-02-014: An Ordinance Revising the Annual Budget Ordinance, FY2014-15 (Redevelopment Agreement with 129 North Race LLC) Alderman Smyth made a motion to approve Ordinance No. 2015- 02-014. Alderwoman Marlin seconded. Motion carried by roll call. Ordinance No. 2015-02-016: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class C liquor licenses for SZDB, Inc. d/b/a Vine Street Marathon, 508 S. Vine, Urbana, IL) Alderman Madigan recused himself from 7:35-7:36 p.m. due to conflict of interest as a liquor license holder. Alderman Smyth made a motion to approve Ordinance No. 2015- 02-016. Alderman Roberts seconded. Motion carried by roll call. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS Mayor Prussing reported the outcome of a meeting she attended at the LCAU regarding the Criminal Justice System. Alderman Brown passed out a handout of the program. Mayor Prussing will be proposing a Resolution suggesting a Mental Health Court to the county board. Council discussion continued… Alderman Smyth suggested that Criminal Justice/incarceration Programs should be an item to be considered in the upcoming social service discussions. Elizabeth Tyler, Community Developments Director announced that Urbana as a certified local government, received a small grant from a historic preservation agency to create an interactive web base map highlighting the city’s most historic significant sites. Also tomorrow is the quarterly Business and Development Luncheon, formerly known as the Developers Roundtable, this will be at the Civic Center and the topic is “Pitch Perfect”. I. NEW BUSINESS 1. Ordinance No. 2015-02-017: An Ordinance Approving and Causing Publication of the Official Zoning Map of the City of Urbana, Illinois (Plan Case No. 2251-M-15) Elizabeth Tyler, Community Developments Director presented Ordinance No. 2015-02-017 with recommendation for approval. Alderman Smyth made a motion to approve Ordinance No. 2015-02-017. Alderman Jakobsson seconded. Motion carried by roll call.
