A. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:05 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from meeting held on February 16, 2015. Alderwoman Marlin seconded. Presentation: Snow Angels – A voluntary Program to Encourage Snow Shoveling Assistance among Neighbors. – (Bicycle and Pedestrian Advisory Commission) Brandon Bowersox-Johnson and Cynthia Hoyle from the Bicycle and Pedestrian Advisory Commission presented this item. 2. Presentation: Results of Renaming Contest for the Boneyard Creek Improvements Project Area. Brandon Boys, Community Developments Manager and Pauline Tannos, Public Arts Intern presented this item. 3. Presentation: Bruce Hannon History of SilverCreek Mr. Hannon presented the History of SilverCreek currently known as the Boneyard Creek. *Alderman Roberts made a motion to accept additions to the agenda as presented but to discuss after petitions and communications. Alderman Brown seconded. Motion carried by voice vote. D. PETITIONS AND COMMUNICATIONS The following residents addressed the council regarding smoking issues at an apartment complex where they currently reside; BJ Ross; Paula Vanier; Amy Stevens. Tara McCauley from Champaign Public Health addressed the council regarding smoking issues at a certain Apartment Complex. Esther Patt addressed the council in support of Resolution No. 2015-02- 008R regarding Mental Health Court for Champaign County. Chris Evans addressed the council in support of Resolution No. 2015-02- 009R regarding the Incarceration and Incarceration Alternative in Champaign County. E. UNFINISHED BUSINESS There were none. F. REPORTS OF STANDING COMMITTEES 1. Committee of the Whole: a. Ordinance No. 2015-02-018: An Ordinance Vacating an Alley (South of Hill Street between Romine Street and Mathews Avenue) Urbana City Council Minutes: March 2, 2015 Page 3 of 5 Alderman Jakobsson made a motion to approve Ordinance No. 2015-02-018. Alderman Smyth seconded. Motion carried by roll call. Ordinance No. 2015-02-019: An Ordinance Authorizing the Sale of Certain Real Estate (908 East Oregon Street, Urbana, Illinois) Alderman Jakobsson made a motion to approve Ordinance No. 2015-02-019. Alderman Roberts seconded. Motion carried by roll call. Ordinance No. 2015-02-020: An Ordinance Amending Urbana City Code Chapter Fourteen, Section 14-7, Regarding the Schedule of Fees (Live Scan fingerprinting fee) Alderman Jakobsson made a motion to approve Ordinance No. 2015-02-020. Alderman Smyth seconded. Motion carried by roll call. Resolution No. 2015-02-008R: Resolution in Support of Establishing a Mental Health Court for Champaign County Alderman Jakobsson made a motion to approve Resolution No. 2015-02-008R. Alderman Smyth seconded. Motion carried by roll call. Resolution No. 2015-02-009R: Resolution Regarding Incarceration and Incarceration Alternatives in Champaign County Mayor Prussing relinquishes chair to Alderman Smyth to join discussion from 8:38-8:39pm. Alderman Jakobsson made a motion to approve Resolution No. 2015-02-009R. Alderman Ammons seconded. After discussion Alderwoman Marlin made a motion to add a friendly amendment to Resolution No. 2015-02-009R as follows: Language to be added next to last paragraph, “Strongly supports efforts to obtain grant funding to develop a co- joined Systematic Plan for Programs and Services. Alderman Jakobsson second. Motion carried by voice vote. After debate motion carried by roll call. Resolution No. 2015-03-010R: A Resolution of Protest against a Proposed Text Amendment to the Champaign County Zoning Ordinance (Request by the Champaign County Zoning Administrator to amend the Champaign County Zoning Ordinance concerning Heliports/Restricted Landing Areas - Plan Case No. CCZBA 791-AT-14) Christopher Marx, Community Development Planner I presented Resolution No. 2015-03-010R to council with recommendation for approval to defeat a resolution of protest. After presentation Alderwoman Marlin made a motion to approve Resolution No. 2015-03-010R as presented. Alderman Smyth seconded. Motion carried by roll call.
