CITY OF URBANA COMMITTEE OF THE WHOLE – October 12, 2015 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday, October 12, 2015 in the Council Chambers of the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Bill Brown called the meeting of the Committee of the Whole to order at 7:00 p.m., after which the City Clerk called the roll. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT 1. Community Development Director Elizabeth Tyler presented information about the attendance of staff at the Illinois Chapter of the American Planning Association and displayed the 2015 Sustainability Award given to the City for its Urbana Sustainable Water Management Plan. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING 1. September 28, 2015: Alderman Roberts made a motion to approve the September 28, 2015 minutes. Alderman Madigan seconded. There being no corrections, the motion to approve the September 28, 2015 minutes was carried by voice vote. 4. PUBLIC INPUT Tim Larson, a member of the Copper Creek Presbyterian Church addressed the committee and gave a PowerPoint presentation on one of the Sister Cities he visited. Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns noted on record about the Dr. Ellis Subdivision Sewer Problems. Mayor Prussing read a proclamation declaring October 11 through October 17, 2015 as “Mediation Week”. City of Urbana Committee Of The Whole Minutes: October 12, 2015 Page 2 of 3 5. Resolution No. 2015-10-058R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement (Visit Champaign County, FY 2015 – 2016) Economic Development Manager Brandon Boys presented Resolution No. 2015-10-058R to the Committee with recommendation for approval. Jayne DeLuce, president and CEO of Visit Champaign County was present, and presented the improvements which would benefit the community: • Visit Champaign County will become a destination marketing organization with a newly launched and revised website. • To shift the funding model to increased local revenues through municipal, corporate and hospitality partners and additional advertising strategies. • To convene community conversation about an innovative museum being created in Champaign County to complement the existing museums. • To create a hospitality network to build local cohesive support among hotels, retail, restaurants, vendors and attractions. • To create a regional film office in partnership with Shatterglass Films, area location providers and the Illinois Film office. • To deliver deeper experiences to travelers by focusing on inspiration, personalization and a path toward self-discovery. After discussion, Alderwoman Marlin made a motion to send Resolution No. 2015-10-058R to Council with recommendation for approval. Alderman Smyth seconded. The motion to send Resolution No. 2015-10-58R to Council was carried by voice vote. 6. Resolution No. 2015-10-059R: A Resolution Adopting the Lierman Neighborhood Community Assessment Community Development Director Elizabeth Tyler presented Resolution No. 2015-R-10-059R to the Committee with recommendation for approval. Alderman Madigan expressed his concern regarding the possible fiscal impact to the City. Ms. Tyler stated that there would not be a direct fiscal impact in the adoption of the assessment and that adopting the assessment would be beneficial for the Lierman neighborhood. Discussion ensued. After discussion Alderman Roberts made a motion to send Resolution No. 2015-10-59R to Council with recommendation for approval. Alderman Smyth seconded. The motion to send Resolution No. 2015-10-59R to Council was carried by voice vote. 7. Ordinance No. 2015-10-105: An Ordinance Revising the Fiscal Year 2015- 2016 Annual Budget (METCAD Funding) City of Urbana Committee Of The Whole Minutes: October 12, 2015 Page 3 of 3 Chief of Staff Mike Monson presented an overview of past METCAD funding by fiscal year. Discussion ensued. Chief of Staff Mike Monson introduced METCAD Director Ralph Caldwell who was present to answer questions. Mr. Caldwell presented an overview of the five year METCAD capital improvement plan. Discussion ensued. Mayor Prussing expressed concern about the increase in the amount due by the City and the City’s current budget. She acknowledged the amount the City owes to METCAD, but said she would like to discuss possible payment options for the amount. Discussion ensued. After discussion Alderwoman Marlin made a motion to send Ordinance No. 2015-10-105 to Council with a recommendation for approval. Alderman Madigan seconded. After discussion the motion to send Ordinance No. 2015-10-105 to Council was carried by voice vote. 8.
