CITY OF URBANA COMMITTEE OF THE WHOLE – January 25, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday, January 25, 2016 in the Council Chambers of the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Aaron Ammons called the meeting of the Committee of the Whole to order at 7:00 p.m. 2. ADDITIONS TO THE AGENDA AND STAFF REPORT a. Presentation – Public Works Director William Gray introduced Rick Manner, the Urbana-Champaign Sanitary District Executive Director. Mr. Manner gave a PowerPoint presentation showing progress on the 2nd Street Pump Station construction, future service areas, a Cronus update and a rate evaluation. Discussion ensued and Mr. Manner addressed concerns and questions from committee members. 3. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve the minutes from the January 11, 2016 meeting. Alderman Jakobsson seconded the motion. Alderman Brown said he was named as having adjourned the meeting, but Alderman Jakobsson, who was the chair at that meeting, had adjourned it. Alderman Smyth pointed out some spelling corrections in the minutes. The motion to approve the minutes with corrections was carried by voice vote. 4. PUBLIC INPUT Bishop King James Underwood and Rev. Dr. Evelyn Underwood did not wish to speak but wanted their concerns noted on record about the Dr. Ellis Subdivision Sewer Problems. Susan Frobish addressed the committee about the effect the no smoking policy of the University of Illinois has on Urbana properties bordering University properties. She stated that U of I students and employees City of Urbana Committee Of The Whole Minutes: January 25, 2016 Page 2 of 3 come onto her property to smoke, which leaves behind not only the odor of cigarettes, but also cigarette butts and other trash. Attorney James Simon suggested that Ms. Frobish speak to U of I Associate Chancellor Michael DeLorenzo about the issue. 5. Resolution No. 2016-01-004R: A Resolution Approving a Local Agency Agreement for Federal Participation with the Illinois Department of Transportation (Lincoln Avenue Construction from Olympian Drive to Saline Court Section Number 11-00334-01-PV) – PW Public Works Director William Gray presented Resolution No. 2016-01- 004R for approval. Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Motion seconded by Alderman Madigan. After discussion motion was passed by voice vote. 6. Resolution No. 2016-01-005R: Resolution for Improvement by Municipality under the Illinois Highway Code (North Lincoln Avenue Improvements-Construction, Engineering and Utilities) – PW Alderman Smyth made a motion to send this item to council with recommendation for approval. Motion seconded by Alderman Brown and carried by voice vote. 7. Ordinance No. 2016-01-005: An Ordinance Revising the Fiscal Year 2015-2016 Annual Budget (Marketing Enterprise zone, Workers Com Claim, and Misc. Items) – FIN Finance Director Elizabeth Hannan presented Ordinance No. 2016-01-005 to committee. There was discussion during which Economic Development Manager Brandon Boys answered questions from committee members concerning the Enterprise Zone and marketing. After discussion Alderwoman Marlin made a motion to send this item to council with recommendation for approval. Motion seconded by Alderman Smyth and carried by voice vote. 8. ORDINANCE NO. 2016-01-006: An Ordinance to Repeal Urbana City Code Chapter 2, Article V, Section 2-101 (Repeal of City Ordinance Requiring Nonelected Employees to Retire at Age 70 years) – Legal City Attorney James Simon presented Ordinance No. 2016-01-006 to committee. Alderman Smyth made a motion to send this item to council with recommendation for approval. Motion seconded by Alderman Jakobsson and carried by voice vote. 9. Discussion: Police Chief Patrick Connolly presented statics showing 149 arrest cases in 2015 that were cannabis related. He explained the various scenarios in which cannabis arrests were made and addressed concerns and questions from committee members. Alex Bautista, Human Relations Officer, discussed the results of the preliminary report he prepared concerning cannabis arrest data in Urbana. He responded to concerns of committee members and talked about the possible formation of a task force or committee to look further into the matter. City of Urbana Committee Of The Whole Minutes: January 25, 2016 Page 3 of 3 **Alderman Ammons relinquished the chair to Alderman Jakobsson from 8:28- 8:39pm and from 9:13-9:18pm in order to participate in the discussion of cannabis enforcement. 10.
