CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the special meeting of the Urbana City Council to order at 7:01 p.m. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Jakobsson made a motion to approve minutes from the meetings held on July 5, 2016 and July 11, 2016 (Special Meeting). Alderman Smyth seconded, and motion to approve the minutes carried by voice vote. C. ADDITIONS TO THE AGENDA There were none. D. PETITIONS AND COMMUNICATIONS Alderman Roberts announced that members from the Young African Leadership Initiative were present to observe the meeting. He said they would be in town for the next two weeks. Urbana City Council Minutes: July 18, 2016 Page 2 of 3 Alderman Ammons said the IDOT traffic study has not been recently discussed at a meeting and he would like to include it on an upcoming meeting. E. UNFINISHED BUSINESS There was none F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2016-07-054: An Ordinance Revising the Fiscal Year 2015-2016 Annual Budget (Corrections to FY 2016 Estimates) Alderman Jakobsson made a motion to approve this ordinance. Motion seconded by Alderwoman Marlin and carried by roll call vote. Votes were as follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Prussing - Aye Disposition: Ordinance No. 2016-07-054 was approved by roll call vote (8–Aye; 0-Nay) b. Ordinance No. 2016-07-055: An Ordinance Revising the Annual budget Ordinance for FY 216-2017 (Rebudget Boneyard Creek Expenses) Alderman Jakobsson made a motion to approve this ordinance. Motion seconded by Alderman Ammons and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan – Aye Prussing - Aye Disposition: Ordinance No. 2016-07-055 was approved by roll call vote (8–Aye; 0-Nay) c. Ordinance No. 2016-07-0056: An Ordinance Authorizing the Purchase of Certain Real Estate (202 and 204 Wood Street) Alderman Jakobsson made a motion to approve this ordinance. Motion seconded by Alderman Roberts. Alderman Jakobsson read a communication from Pete Gregory Springer. Mr. Springer, a resident at 206 Wood Street, asked that future development in his neighborhood be dedicated to his late wife, Lee Petrie-Springer, who was very involved in social and environmental issues. After discussion, the motion to approve Ordinance No. 2016-07-056 was carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan – Aye Prussing - Aye Disposition: Ordinance No. 2016-06-056 was approved by roll call vote (8–Aye; 0-Nay) Urbana City Council Minutes: July 18, 2016 Page 3 of 3 d. Resolution No. 2016-07-047R: A Resolution Approving Property Tax Rebates for a Certain Property Within the Beringer Commons Subdivision (2809 E. Clarion Road) Alderman Jakobsson made a motion to approve this resolution. Motion seconded by Alderman Madigan and carried by roll call vote. Votes were follows: Ammons – Aye Marlin - Aye Brown – Aye Roberts - Aye Jakobsson – Aye Smyth - Aye Madigan - Aye Disposition: Resolution No. 2016-06-047R was approved by roll call vote (7–Aye; 0-Nay) G. REPORTS OF SPECIAL COMMITTEES There were none. H. REPORTS OF OFFICERS There were none. I. NEW BUSINESS 1. Mayoral Reappointments to Boards and Commissions a. Bicycle & Pedestrian Advisory Commission – term to expire June 30, 2019 1. Audrey Ishii - appointed 6/5/06 Mayor Prussing presented the reappointment of Audrey Ishii to the Bicycle & Pedestrian Advisory Commission. A motion to approve the appointment was made by Alderman Jakobsson, seconded by Alderwoman Marlin and carried by voice vote. J.
