Clark, City Clerk URBANA CITY COUNCIL Monday, April 17, 2017 The City Council of the City of Urbana, Illinois met on Monday, April 17, 2017 at 7:00 p.m. in the Council Chambers at the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:00pm. *Alderman Ammons joined the meeting at 7:03pm. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Brown made a motion to approve minutes from the meeting held on April 3, 2017. Motion seconded by Alderman Roberts and carried by voice vote. C. PETITIONS AND COMMUNICATIONS Mayor Prussing announced the City has received an Age Friendly Community designation from AARP, and is accepted as a member of the AARP network of Age Friendly Communities. This is valid until March 14, 2019. E. UNFINISHED BUSINESS There was none. F. REPORTS OF STANDING COMMITTEES 1. Committee Of The Whole a. Ordinance No. 2017-04-017: An Ordinance Amending Schedule J of Section 23-172 of the Urbana Local Traffic Code Establishing Curb Loading Zones on Certain Streets (High Street) Alderman Madigan made a motion to approve this resolution. Motion was seconded by Alderman Jakobsson. The motion to approve Ordinance No. 2017-04-017 was carried by roll call vote as follows: Ammons - aye Madigan – aye Brown – aye Marlin - aye Jakobsson – aye Roberts - aye Disposition: Ordinance No. 2017-04-017 was approved by roll call vote (6–Aye; 0-Nay) b. Ordinance No. 2017-04-018: An Ordinance Amending Schedule J of Section 23-183 of the Urbana Local Traffic Code Prohibiting Parking at All Times on Certain Streets (Green Street between Race Street and Lincoln Square Village) Public Works Director William Gray answered concerns that had been voiced by members at the committee meeting. He explained this area is posted no parking, but businesses will load and unload there. He clarified that even though the area looks like an entrance into a private lot, it is a continuation of Green Street. Alderwoman Marlin moved to approve this ordinance. Motion was seconded by Alderman Ammons. Motion to approve Ordinance No. 2017-04-018 was carried by roll call vote as follows: Ammons - aye Madigan – aye Brown – aye Marlin – aye Jakobsson – aye Roberts - aye Disposition: Ordinance No. 2017-04-018 was approved by roll call vote (6-aye; 0-nay). c. Ordinance No. 2017-04-019: An Ordinance Revising the Annual Budget Ordinance for FY 2016/17 (Workers Compensation Claims, Acquisition of 2201 S. Philo Road, Other Items) Alderman Madigan made a motion to approve Ordinance No. 2017- 04-019. Motion seconded by Alderman Ammons and carried by roll call vote as follows: Ammons - aye Madigan – aye Prussing - aye Brown – aye Marlin – aye Jakobsson – aye Roberts - aye Urbana City Council Minutes: April 17, 2017 Page 3 of 4 Disposition: Ordinance No. 2017-04-019 was approved by roll call vote (7–Aye; 0-Nay). d. Ordinance No. 2017-04-021: An Ordinance Amending Urbana City Code Chapter three, Section 3-43 (Increasing number of Class A liquor licenses for Downtown Creations, LLC d/b/a Blackbird, 119 W. Main Street Urbana, IL) Mayor Prussing corrected the wording of Ordinance No. 2017-04- 021. She said the title for the ordinance should read as follows: An Ordinance Amending Urbana City Code Chapter three, Section 3-43 (Increasing number of Class A Liquor Licenses and Class G-1 Liquor Licenses for Downtown Creations, LLC d/b/a Blackbird, 119 W. Main Street, Urbana, IL) The Mayor also corrected the numbers on the detailed ordinance. The Class A liquor licenses will increase from 13 to 14 and Class G-1 liquor licenses will increase from 13 to 14. Alderman Madigan recused himself from 7:08-7:09pm due to conflict of interest as a liquor license holder in the City of Urbana. Alderwoman Marlin made a motion to approve Ordinance No. 2017- 04-021. Motion seconded by Alderman Ammons and carried by roll call vote as follows: Ammons - aye Marlin - aye Brown – aye Roberts - aye Jakobsson – aye Disposition: Ordinance No. 2017-04-021 was approved by roll call vote (5-aye; 0-nay). e. Resolution No. 2017-04-019R: A Resolution Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues, Single-Family Mortgage Revenue Bonds, and Related Matters (Private Bond Cap Allocation – Assist Programs, Series 2017) - CD Alderman Madigan made a motion to approve Resolution No. 2017- 04-019R. Motion seconded by Alderman Roberts and carried by roll call vote as follows: Ammons - aye Madigan – aye Brown – aye Marlin - aye Jakobsson – aye Roberts - aye Disposition: Resolution No. 2017-04-019R was approved by roll call vote (6-aye; 0-nay). f. Resolution No. 2017-04-020R: A Resolution Approving the Transfer Of Volume Cap In Connection With Private Activity Bond Issues, Single-Family Mortgage Revenue Bonds, And Related Matters (Private Bond Cap Allocation – EIEDA, Series 2017) Alderman Madigan made a motion to approve Resolution No. 2017- 04-020R. Bicycle and Pedestrian Advisory Commission 1. Leonardo Covis – term to end June 30, 2019 b. Bicycle and Pedestrian Advisory Commission Chair 1. Cynthia Hoyle – Chair and term to end June 30, 2017 Mayor Prussing presented these appointments to the Bicycle and Pedestrian Advisory Commission with recommendation for approval. Motion to appoint Leonardo Covis to the Commission, and Cynthia Hoyle as Chair to the Commission was made by Alderman Ammons, seconded by Alderwoman Marlin and carried by voice vote. J.
