The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
Monday, May 8, 2017, in the Council Chambers of the Urbana City Building.

1. CALL TO ORDER AND ROLL CALL
There being a quorum, Chair Wu called the meeting of the Committee of the Whole to order
at 7:02 p.m.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Ammons made a motion to approve the minutes from the meeting held on April
24, 2017. Alderman Miller seconded. Motion carried by voice vote.
3. ADDITIONS TO THE AGENDA
There were none.
4. PUBLIC INPUT
Bishop King James did not wish to speak, but asked that his position be entered into the
record regarding the Dr. Ellis Subdivision sewer issues.
5. PRESENTATIONS
There were none.
6. STAFF REPORT
Mayor Marlin commended Snyder property and Champaign County NAACP for hosting a
peace walk and clean up event in the Silver and Vawter neighborhood in lieu of the
increased shootings in the area. Mayor Marlin also acknowledged the participation and
involvement of city staff and Alderman Miller.

Public Works Director William Gray announced a presentation that will take place at
the Philo Church of Christ Tuesday, May 16, 2017 from 5:30-7:00pm about the Curtis Road
Corridor Study and updates to the project.
7. Resolution No. 2017-05-029R: A Resolution Authorizing Acceptance of Grants for
Market at the Square with First Federal Savings Bank
Alderman Jakobsson made a motion to consider the following items in omnibus fashion:
Resolution No. 2017-05-029R, Resolution No. 2017-05-030R and Resolution No. 2017-05-
031R. Alderman Brown seconded. Motion carried by unanimous voice vote.
Urbana Market at the Square Director and Marketing Coordinator Natalie Kenny Marquez
presented the following items.
She said that Urbana’s Market at the Square was awarded three different grants from three
different sources. The first grant is from First Federal Savings Bank of Champaign Urbana
to support the Sprouts at the Market program which is a farm linkage and nutrition program
for children ages 3-8 years old. This event takes place at the Farmers Market on the third
Saturday of each month.
The second and third grants are from Farm Credit Illinois and LINK Up Illinois to support
the SNAP Double Value program.
After presentation Ms. Kenny Marquez addressed questions from committee about how the
program works and who benefits from some of the services provided by these grants.
Discussion ensued.
Alderman Jakobsson made a motion to send Resolution No. 2017-05-029R, Resolution No.
2017-05-030R and Resolution No. 2017-05-031R to council with recommendation for
approval. Alderman Ammons seconded. Motion carried by voice vote.
8. Resolution No. 2017-05-030R: A Resolution Authorizing Acceptance of Grants for SNAP
Double Value Program with Farm Credit Illinois at the Farmers Market

9. Resolution No. 2017-05-031R: A Resolution Authorizing Acceptance of Grants for SNAP
Double Value Program with LINK Up Illinois at the Farmers Market

10. Ordinance No. 2017-05-022: An Ordinance Amending Urbana City Code Chapter 14,
Section 14-7, Regarding the Schedule of Fees (July 1, 2017, through June 30, 2018)
Collector’s Office Supervisor Elizabeth Beaty presented Ordinance No. 2017-05-022 with
recommendation for approval at the June 12 meeting. Ms. Beaty presented the proposed
changes to the schedule of fees and the possible revenues that will generate for city if
fees are approve as presented. Discussion ensued.

Ms. Beaty addressed questions from committee regarding the fees for Annual Rental
Property Registration Fees and Vehicle for Hire.
Alderman Brown Made a motion to send Ordinance No. 2017-05-022 to council with
recommendation for approval to the June 12 meeting. Alderman Jakobsson seconded.
Alderman Ammons made a friendly amendment to zero out the increase for item three,
vehicles for hire. Alderman Jakobsson and Alderman Brown accepted the amendment and
there were no objections.
After discussion, the motion as amended to send Ordinance No. 2017-05-022 to council
with recommendation for approval to the June 12 meeting was approved by voice vote.
11. Resolution No. 2017-05-032R: A Resolution to Approve an Intergovernmental
Cooperative Agreement between the City of Urbana and the Illinois Department of Revenue
Finance Director Elizabeth Hannan presented Resolution No. 2017-05-032R with
recommendation for approval. Ms. Hannan explained that this intergovernmental
agreement allows certain people who are part of the agreement to access detailed sales tax
data at a business level under non-disclosure. This agreement will replace the one that
expired December 21, 2016.
Alderman Roberts made a motion to send Resolution No. 2017-05-032R to council with
recommendation for approval. Alderman Miller seconded. After Ms. Hannan addressed
questions from committee the motion carried by voice vote.
12. Resolution No. 2017-05-033R: A Resolution Ascertaining Prevailing Wages (2017 - 2018)
Finance Director Elizabeth Hannan presented Resolution No. 2017-05-033R with
recommendation for approval. In the State of Illinois all municipalities are required to adopt
prevailing wages annually. These wages are based on information compiled by the
Department of Labor which has not been updated since 2015. Discussion ensued.
After Ms. Hannan addressed questions and concerns from committee, Alderman Ammons
made a motion to send Resolution No. 2017-05-033R to council with recommendation for
approval. Alderman Roberts seconded. Motion carried by voice vote.
13. Resolution No. 2017-05-034R: A Resolution Authorizing Acceptance of an Illinois Arts
Council Agency (IACA) Grant for a Youth Employment in the Arts project (Public Arts
Program)
Economic Development Manager Brandon Boys presented Resolution No. 2017-05-034R
with recommendation for approval. Mr. Boys said that Urbana’s Public Arts Program was
awarded a grant for a Summer Youth employment by the Illinois Arts Council Agency
(IACA). The grant amount of $1,800.00 will be used to fund a high school student
internship over the summer of 2017. Matching funds will be covered by an existing budget.

After discussion, Alderman Ammons made a motion to send Resolution No. 2017-05-034R
to council with recommendation for approval. Alderman Roberts seconded. Additional
discussion followed. After discussion, motion carried by voice vote.
14. Resolution No. 2017-05-035R: Resolution Approving an Agreement with the Illinois
Department of Transportation (Lincoln Avenue Improvement from south of Killarney
Street to north of West Saline Court)
Assistant City Engineer –Transportation Craig Shonkwiler presented Resolution No. 2017-
05-035R with recommendation for approval. The attached agreement allows the City to
resurface the Lincoln Avenue within the boundaries of IDOT’s jurisdiction and for IDOT
to reimburse the City.
This resolution authorizes the Mayor and City Clerk to enter into the agreement on behalf of
the City of Urbana. Alderman Ammons made a motion to send Resolution No. 2017-05-
035R to council with recommendation for approval. Alderman Brown seconded.
Discussion ensued. After discussion, motion carried by voice vote.
*Mayor Marlin reminded everyone present and public viewers that a proposed budget for
fiscal year 2018 will be presented at the next city council meeting.
15. Adjournment
There being no further business before the committee, Chair Wu declared the meeting
adjourned at 8:05pm.
