The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session
Monday, July 10, 2017, in the Council Chambers of the Urbana City Building.

1. CALL TO ORDER AND ROLL CALL
There being a quorum, Chair Bill Brown called the meeting of the Committee of the Whole
to order at 8:17pm following a Rescheduled City Council meeting.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Ammons made a motion to approve minutes from the meeting held on June 26,
2017. Motion seconded by Alderman Miller and carried by voice vote.
3. ADDITIONS TO THE AGENDA
There were none.
4. PETITIONS AND COMMUNICATIONS
Alderman Brown acknowledged the presence of Don Owen and Brian Anderson who are
present to answer any questions about Ordinance No. 2017-07-036.
Esther Patt addressed the committee about Ordinance No. 2017-06-033 and Resolution No.
2017-07-045R. As a former city council member she gave some suggestions about the
language in Rule # 5 of the resolution and section 2(2-25) part c of the ordinance.
Bishop King James Underwood presented Alderman Roberts with two checks: one on
behalf of himself and Dr. Evelyn B. Underwood and the other on behalf of his church New
Free Will Baptist to help with the upcoming Sister City project in Malawi.
Alderman Roberts thanked Bishop King James Underwood and Dr. Evelyn B. Underwood
for the contribution. Alderman Roberts acknowledged Scott Dossett as he is the

coordinator of the trip and the GoFundMe page called Concrete for Guardians Feet. The
trip will take place August 9-19, 2017.
Bishop King James Underwood did not wish to speak, but asked that his position be entered
into the record regarding the Dr. Ellis Subdivision sewer issues.
Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis
Subdivision sewer problems and historic impact be entered into the record.
5. PRESENTATIONS
There were none.
6. STAFF REPORT
There was none.
7. Ordinance No. 2017-07-036: An Ordinance Amending Schedule F of Section 23-82 of the
Urbana Local Traffic Code Designating One-Way Streets and Alleys (Anderson Street)
Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2017-07-036 to
committee with a recommendation for approval. The school district is requesting that
Anderson Street be directed northbound in the morning, between 7:30-a.m and 8:30 a.m.,
and in the afternoon, between 2:30 p.m. and 3:30 p.m. Monday-Friday on school days only
from August 1, 2017-August 1, 2018.
Mr. Shonkwiler addressed question from Alderwoman Wu about the clarity of the language
in the ordinance because it did not have the hours of restriction.
There being to further questions or concerns, Alderman Miller made a motion to send
Ordinance No. 2017-07-036 to council with recommendation for approval with the added
language to match the presentation (When school is in session). Alderman Ammons
seconded. Motion carried by voice vote.
8. Ordinance No. 2017-07-037: An ordinance Amending Schedule J of Section 23-183 of the
Urbana Local Traffic Code Prohibiting Parking at all Times on Certain Streets (Division
Avenue)
Assistant City Engineer Craig Shonkwiler presented Ordinance No. 2017-07-037 to
committee with a recommendation for approval. This ordinance will restrict parking on the
east side of Division Ave. between the eastern leg of the intersection of Thompson St. and
Division Ave. and 90 feet south of the eastern leg of the intersection of Thompson St. and
Division Ave. This was brought to the Traffic commission to address safety concerns.
Mr. Shonkwiler addressed all questions and concerns from committee. Some of the
concerns raised were the possibility of adding a stop sign on Division and perhaps consider
options other than eliminating parking for the residents on the east side of Thompson St.
Mr. Shonkwiler suggested sending this back to Traffic Commission for further evaluation if
committee wished to do so.

After discussion, Alderman Miller made a motion to send Ordinance No. 2017-07-037 back
to Traffic Commission for further review. Alderman Roberts seconded. Motion carried by
voice vote.
9. Resolution No. 2017-07-044R: A Resolution Approving a Supportive Housing Program
Subrecipient Agreement with Courage Connection (FY 2017-2018)
Community Development Specialist Matt Rejc presented Resolution No. 2017-07-044R to
committee with the recommendation for approval. This resolution will allow the city to
receive funds from the US Department of Housing and Urban Development (HUD) and
pass those funds along to Courage Connection as part of their Domestic & Violence
Families in Transition. Discussion ensued about the clarity and process of the grant.
Mr. Rejc addressed questions and concerns from committee members about the need for the
agreement. After discussion, Alderman Miller made a motion to send Resolution No. 2017-
07-044R to council with recommendation for approval. Alderman Ammons seconded.
Motion carried by voice vote.
10. Ordinance No. 2017-05-033: An Ordinance Amending Urbana City Code Chapter 2,
Sections 2-24, 2-25 and 2-27
City Attorney James Simon presented this ordinance with the recommendation for approval.
Mr. Simon explained that the purpose of this ordinance is to clarify prior rules,
procedures, and mechanics by which the council and committee operates. Discussion
ensued.
For discussion purposes, the chair entertained a motion to send Ordinance No. 2017-05-033
to council with recommendation for approval with changes by inserting “city” to council
member” under section 2.24 and to replace “Mayor” for member in the last sentence of part
c. Alderman Roberts made the motion to open discussion. Alderwoman Wu seconded.
Motion carried by voice vote. Discussion ensued.
After discussion, the following changes were made:
• Alderman Ammons made a motion to replace “alderperson” in place of
“aldermanic” under Sec. 2-24. Alderman Roberts seconded. Motion carried by
majority voice vote.
• Alderman Roberts made a motion to change “(7) aldermen to “(7) alderperson”
under Sec. 2-24 in order to be consistent. Alderman Ammons seconded. Motion
carried by voice vote.
After amendments were approved, the motion to send amended Ordinance 2017-05-033 to
council with recommendation for approval was carried by voice vote.
11. Resolution No. 2017-07-045R: Resolution adopting city council and committee rules
City Attorney James Simon presented this ordinance with the recommendation for
approval. Mr. Simon explained that the purpose of this Resolution is to clarify current

rules, procedures and mechanics by which the council and committee operates. Discussion
ensued.
After discussion, the following changes were made:
• Under Rule #1 section (b) iii. Chose [two] and strikeout the language in the
paragraph below starting with "Notwithstanding".
• Under Rule #3 section (b) change allotment time from (5) minutes to (3) minutes.
• Rule #5 rewrite to make it optional and provide a template.
• Rule #8 add invited presentation with an allotment time of 10 minutes.
After discussion, legal was directed to clean up all changes and bring back to committee.
Alderman Miller made a motion to keep Resolution No. 2017-07-045R in committee.
Alderwoman Wu seconded. Motion carried by voice vote.
12. ADJOURNMENT
There being no further business before the committee, Chair Brown declared the meeting
adjourned at 10:16pm.
