VINE STREET, URBANA, IL The City Council Committee of The Whole of the City of Urbana, Illinois, met in regular session Monday, July 24, 2017, in the Council Chambers of the Urbana City Building. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Dean Hazen called the meeting of the Committee of the Whole to order at 7:02pm, following a public hearing. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Miller made a motion to approve minutes from the meeting held on July 10, 2017. Motion seconded by Alderman Wu. Alderman Brown made a correction, stating that he had been the chair for the meeting, but item nine in the minutes listed him as having seconded a motion. He said the second had been made by Alderman Ammons. Motion and second to approve the minutes was carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PETITIONS AND COMMUNICATIONS Bishop King James Underwood did not wish to speak but wanted his concerns about the Dr. Ellis Subdivision sewer problems entered into the record. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. Durl Kruse spoke about the IDOT traffic stop studies. He informed committee members that there is now an IDOT pedestrian stop report. Because of the amount of time it will take to review data collected, Mr. Kruse recommended that a committee be appointed to review it than having council review it. He thought a committee would have more time to dedicate the review. Martel Miller spoke about disparity in traffic stops and pedestrian stops by police. Committee of the Whole Monday, July 24, 2017 Page 2 of 5 5. Presentations 1. Police Department – 2017 Traffic Stop Update Mayor Marlin told committee members that the reason there had been no information in the packets about this presentation was because of the complexity of the analysis and the possibility of misinterpretation of the information without having the explanation for it. Police Chief Sylvia Morgan and Crime Analyst Melissa Haynes presented the traffic stop update. Among completed recommendations coming from the Traffic Stop Task Force are: traffic stop category (reason for stop); ongoing police implicit bias training; hiring of crime analyst; analysis of traffic stop arrests; review of traffic stop data by city council; open data portal; reduction in fines for possession of cannabis and paraphernalia and extended time period for payment of those fines; random review of videos of traffic stops and addition of “beyond the scope” checkbox on traffic ticket. The report showed a decrease in the number of traffic stops in the first two quarters of 2017 as compared to the first two quarters of 2012-2016, and an increase in Selective Traffic Enforcement Program (STEP) stops. There has been no change in reason for stop, in disparity ratio and fluctuations in disparity ratio for outcomes. For the period of 2015-2017, the results of the report showed a high concentration of stops on thoroughfares, and stops that are non-STEP are more broadly distributed. Non-STEP stops of African Americans are more broadly distributed, with a higher concentration in areas with more calls for service, and concentration of calls coming from census tracts with a higher percentage of African American population. Ms. Haynes told committee members she would meet with them on an individual basis for further discussion if anyone was interested in doing so. The police department will be soliciting recommendations from council members and staff for further changes to city policy to help reduce racial disparity. Mayor Marlin stated there will be neighborhood meetings scheduled with the African American community in September and October so they can speak about their experiences and feelings on policing and traffic stops. Further discussion included the possible appointment of a committee to review information obtained from data collection, as well as the addition of pedestrian stop information to the data collected. Staff Report There was none. 7. Ordinance No. 2017-07-040: An Ordinance Authorizing the Sale of Certain Real Estate (1301 East Washington Street) Economic Development Manager Brandon Boys presented this Ordinance. He said the City has owned this property since 2009, when it was donated to them by Tri Star Marketing. The Overland Group has offered to purchase the property and plans to construct a Dollar General Store there, after demolishing the existing structures. Mr. Boys went over the proposed purchase agreement, current zoning and fiscal impact of the purchase. There was concern about trying to preserve mature trees on the property, and also about the proximity Committee of the Whole Monday, July 24, 2017 Page 3 of 5 of an already existing Dollar Store. Mr. Boys answered questions and concerns from committee members. Alderman Brown made a motion to send Ordinance No. 2017-07-040 to council with recommendation for approval. Motion was seconded by Alderman Jakobsson. After further discussion, the motion to send this ordinance to council was carried by voice vote. Resolution No. 2017-07-046R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for Annual Urbana Sweetcorn Festival (Urbana Business Association, FY 2017-2018) Paris Baldarotta, Executive Director of the Urbana Business Association, presented this item. Some of the changes for the Sweetcorn Festival this year will be:  All vendors are from Illinois  Lower pricing structure  Food, merchandise, informational and non-profit vendors will attend  More entertainment on several stages  Expanded family-friendly activities  Purchased Sweetcorn Festival cup will allow patrons to take cup into bars and purchase drinks that can be taken out into the festival  Fewer tickets to purchase for festival activities which means less time standing in line Ms. Baldarotta and Economic Development Manager Brandon Boys responded to questions from committee members. Sponsorship by the City for this would provide up to $15,000 to the UBA for the 2017 festival. After discussion, Alderman Roberts made a motion to send Resolution no. 2017-07-046R to council with recommendation for approval. Motion seconded by Alderman Jakobsson and carried by voice vote. 9. Resolution No. 2017-07-047R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for Pygmalion Technology Conference (Fein- Bursoni, Inc., FY 2017-2018) Seth Fein and Patrick Singer presented this item. This is the third annual technology conference and it will be held at the Krannert Center. The promoters of this conference are asking for a $5,000 sponsorship from the City. In addition they are requesting in-kind use of crown control barriers, which would have a market value of up to $15,000. Mr. Fein and Mr. Singer responded to questions and comments from committee members. Alderman Miller made a motion to send Resolution No. 2017-07-047R to council with recommendation for approval. Motion seconded by Alderman Jakobsson and carried by voice vote. 10. Resolution No. 2017-07-048R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for the 2017 Champaign-Urbana Folk & Roots Festival (Champaign-Urbana Folk & Roots Festival NFP, FY 2017-2018) – CD Frances Harris and Rob Krumm presented this item. The sponsorship amount requested from the City for this festival is $5,000. In addition to that, a $2,000 contribution was made to the festival from the Public Arts program. Committee of the Whole Monday, July 24, 2017 Page 4 of 5 After discussion, Alderman Brown made a motion to send Resolution No. 2017-07-048R to council with recommendation for approval. Motion seconded by Alderwoman Wu and carried by voice vote. 11. Resolution No. 2017-07-049R: A Resolution Approving and Authorizing the Execution of a Promotional and Marketing Agreement for Monthly Urbana First Friday Festivals (Imbibe Urbana LLC, FY 2017-2018) Kristin Walters, cofounder of Imbibe, presented this item. She said Imbibe Urbana LLC is in the process of transitioning to a not-for-profit under the Community Foundation of East Central Illinois. The contribution from the City to Imbibe Urbana would be $18,000, which will be taken from the Central TIF. There will also be a $2,500 contribution from Public Arts grants. After discussion, Alderman Ammons made a motion to send Resolution No. 2017-07-049R to council with recommendation for approval. Motion was seconded by Alderman Roberts and carried by voice vote. 12. Ordinance No. 2017-07-041: An Ordinance Revising the Annual Budget Ordinance for FY 2017/18 (Downtown Event Promotion) Economic Development presented this ordinance. Alderwoman Wu made a motion to send Ordinance No. 2017-07-041 to council with recommendation for approval. Motion seconded by Alderman Miller and carried by voice vote. 13. Ordinance No. 2017-07-042: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class R-1 liquor licenses for Lumen, Inc., 300 S. Broadway Ave., Unit #142, Urbana, IL 61801) **Alderman Miller recused himself due to a conflict of interest, as he is an employee of a business that holds a liquor license in the City of Urbana. Alderman Hazen relinquished the chair to Alderman Roberts from 10:04pm to 10:06pm. Mayor Marlin presented this ordinance. She said it was the correction to an error previously made when the City Council voted to approve a Class R-2 liquor license for Lumen, Inc., and the license Lumen wanted was an R-1 license. She also made a correction to the ordinance in paragraph two, which says to “increase the number of Class R-2 liquor licenses” and it should say to “increase the number of Class R-1 liquor licenses”. Alderwoman Wu made a motion to send Ordinance No. 2017-07-042 to council with recommendation for approval. Motion seconded by Alderman Jakobsson and carried by voice vote. 14. Resolution No. 2017-07-045R: Resolution Adopting City Council and Committee Rules City Attorney James Simon presented this item. He told committee members how to proceed with the resolution. Discussion ensued as to which wording of this resolution was preferred. Rule #1, section b iii is to read “the request of one or more members of the Committee of the Whole”. In the same section, reinstate the wording for the last paragraph. For Rule #5, the alderperson or committee member has the option of not having the City Clerk forward a proposed ordinance or resolution to city staff for review and editing before it is placed on the agenda. Committee of the Whole Monday, July 24, 2017 Page 5 of 5 Alderman Jakobsson made a motion to send Resolution No. 2017-07-045R to council with recommendation for approval.
